NOTICE TO PUBLIC
The City Council of the City of Omaha will have a Council Meeting at 2:00 P.M. on Tuesday, April 28, 2020, on Farnam Level in the Omaha/Douglas Civic Center in Omaha, Nebraska. This meeting will have video conference capability. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened. Access to the Civic Center will be limited so any pub-lic attendees will need to be escorted to the meeting by building security. The video conference details and an agenda for the meeting is posted on the City of Omaha website at www.cityofomaha.org.

PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on April 28, 2020, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance approving the Fiscal Year 2019 Better Utilizing Investments to Leverage Development (BUILD 19) Transportation Grant funds in the amount of $16,960,000.00, along with the associated terms and conditions, to finance the construction of Project OPW 50949, being improvements to 120th Street between Stonegate Drive and Roanoke Boulevard; to authorize the Mayor to execute the final BUILD 19 grant agreement with from the US Department of Transportation, to provide for reimbursements involving appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter, as amended; to provide for payments to a specific account.
An ordinance to transfer a permanent easement in land to Omaha Public Power District, for purposes of relocating facilities, and appurtenances thereto, upon a City-owned property located near 10th Street and I-80; to authorize the Mayor to execute the permanent easement.
An ordinance to transfer a permanent easement in land to Omaha Public Power District, for purposes of relocating facilities, and appurtenances thereto, upon a City-owned property located near 156th Street and Blondo Street; to authorize the Mayor to execute the permanent easement.
An ordinance to transfer a permanent easement in land to Omaha Public Power District, for purposes of relocating facilities, and appurtenances thereto, upon a City-owned property located near 60th Street and Leavenworth Street; to authorize the Mayor to execute the permanent easement.
An ordinance to transfer a permanent easement in land to Omaha Public Power District, for purposes of relocating facilities, and appurtenances thereto, upon a City-owned property located near 79th and Dodge Street; to authorize the Mayor to execute the permanent easement.
An ordinance approving the Recycling Partnership Grant Agreement between the City of Omaha and The Recycling Partnership to provide for a cash grant in the amount of $825,000.00 and in-kind services valued at $125,000.00; to provide for reimbursements involving appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter, as amended; to provide for payments from a specific account.
An ordinance to amend Section 23 - 177 of the Omaha Municipal Code concerning employment classifications by adding the employment classification entitled Police Grant Coordinator with a salary range of 16.1 MC ($64,813 to $77,721); to repeal Section 23 - 177 as heretofore existing.
An ordinance levying a special tax and assessment on all lots and pieces of real estate within Roadway Maintenance District (RMD) 2019-04, in the City of Omaha, to cover the cost of constructing and improving North 89th Circle, from Burt Street north to end of the cul-de-sac, by asphalt overlay.
An ordinance levying a special tax and assessment on certain lots, part of lots and pieces of real estate in the City of Omaha to cover the cost of constructing sidewalks in SWR District 2019-01.
An ordinance approving a bid and multiple Purchase Orders from Sapp Bros., Inc., with an annual estimated cost of $167,321.29, for the City of Omaha: Oils, Lubricants and Fluids Project bid submitted through Douglas County Purchasing Department on February 26, 2020, for a (1) one year price agreement with the option to extend for an additional two (2), one (1) year extensions upon agreement by both parties; involving the payment of money from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.
An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of constructing Cole Creek (CSO 203) Sewer Separation project identified as OPW 53059; providing that the City negotiate with the property owners for land acquisitions, permanent easements and temporary construction easements; providing that as to each specified parcel which cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.
An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of constructing Thomas Creek Improvement, Phase I, project identified as OPW 53129; providing that the City negotiate with the property owners for land acquisitions, permanent easements and temporary construction easements; providing that as to each specified parcel which cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.
An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of the 84th & Dodge Street Intersection Improvements, project identified as OPW 53403; providing that the City negotiate with the property owners for land acquisitions, permanent easements and temporary construction easements; providing that as to each specified parcel which cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.
An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and 1901HowardOwner, LLC, to implement The Redfield Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 1901 Howard and 435 South 20 Street, which proposes the rehabilitation to the former Redfield Printing Company’s building into a mix of office and retail commercial uses; the agreement authorizes the use of up to $1,662,342.00, plus accrued interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, to include $25,000.00 of the TIF loan proceeds toward the Downtown Public Improvement Fund.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the Nebraska Department of Environment and Energy (NDEE), in the amount of $300,000.00, with a match of $200,000.00 budgeted from 2014 Environmental Bond Fund: 13124, Environmental Bonds Organization: 117217, Capital Improvement Program Project No. 2009E-502, during the project period of April 1, 2020 to May 1, 2022; to fund the Thomas Creek Improvements, Phase I Project; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to amend the agreement dated August 3, 2017 and Ordinance number 41196 passed July 25, 2017 between the City of Omaha and the Douglas County Board of Commissioners, Douglas County Administrative Office in the amount of $262,799.00 for an amended agreement amount of $481,970.00, the amendment authorizes funding to the Douglas County Attorney’s Office for one (1) Domestic Violence Unit Attorney, one (1) Domestic Violence Unit Liaison, training; and to the Douglas County Sheriff’s Office for one (1) Protection Order Locate System, one (1) Civil Process Server, Human Trafficking Warrant Sweeps, Human Trafficking Investigative/Surveillance Initiative, Domestic Violence Warrant Sweep Operations, and training; to authorize payment from such and involving appropriations.
An ordinance (1) to approve an agreement between the City of Omaha and Nebraska Preparedness Partnership in the amount of $66,000.00 and (2) to authorize the funding for such agreement from the FY 2019 State Homeland Security Grant (SHSG) Award #EMW-2019-SS-00090, awarded by the Nebraska Emergency Management Agency, to provide enhanced security of critical infrastructure assets as prioritized by critical infrastructure operators through public-private partnerships, coordinated plan implementation, and resource management; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve an Amendment to an Agreement between the Omaha Fire Department and ZOLL Data Systems, Inc., in the initial amount of $40,557.16 for the period of January 1, 2020 through December 31, 2020 followed by an annual cost of $113,070.60 per year beginning January 1, 2021 for a term of up to a total of seventy-two months, and training expenses not to exceed $6,000.00; such Amendment is to be for the benefit of the City of Omaha Fire Department in support of the RescueNET ePCR Suite purchased by Resolution No. 1677 on December 17, 2013, and includes the termination of existing ePCR and FireRMS licenses and gives the right to access and use emsCharts and Fire Reports; funds for the purchase of the Amendment to the Master Software License Agreement, as amended and supplemented.
An ordinance to approve a Second Agreement Pursuant to Interlocal Cooperation Agreement between the City of Omaha and the Board of Regents of the University of Nebraska, to complete payment of the city’s Unfunded Reimbursement, as identified in that Interlocal Cooperation Agreement by and between the parties approved by the Omaha City Council on October 25, 2013 and authorizes the use of $2,539,000.00 in transportation bond proceeds to fund the costs of the public improvements.
An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and ZAN Properties, LLC, to, implement the Pacific Heights Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 1217 and 1219 Pacific Street, which proposes an infill redevelopment project comprised of a six unit apartment building with each unit having two bedrooms; the agreement authorizes the use of up to $267,122.00, plus accrued interest, in excess ad valorem.
