Posting Information: Notice published in the Daily Record on 12/5/2025.  Notice of meeting posted on the District website.  Agendas posted at all Bennington Public School buildings three days prior to the meeting date. 

 

Attendance Taken at 6:03 PM. Jeremy Dick: Present, Tim Dreessen: Present, Kara Neuverth: Present, Joe Pick: Present, Steve Shannon: Present, Allyson Slobotski: Present.

 

I.     Call Meeting to Order- President Allyson Slobotski called the meeting to order at 6:04 PM. The Board of Education makes available at least one current copy of the Open Meetings Act posted in the meeting room at a location accessible to members of the public.

 

II.   Public Forum- One person from the public was present to speak.

 

III. Consent Agenda (Note: Items on the consent agenda are considered routine and will be enacted under one motion. There will be no separate discussion of these items at the meeting unless a Board Member requests an item removed from the agenda for separate action.)  Approval of Agenda, Approval of Minutes of the Monday, November 10, 2025 - Regular Meeting, Presentation of December Bills for Approval and Payment, Personnel: Resignation(s) and Hiring of Personnel.

 

MOTION PASSED: Motion to approve the consent agenda as presented, passed with a motion by Steve Shannon and a second by Joe Pick.  Jeremy Dick: Yea, Tim Dreessen: Yea, Kara Neuverth: Yea, Joe Pick: Yea, Steve Shannon: Yea, Allyson Slobotski: Yea.

 

December 2025 Personnel Notes- Certified Staff Hire: Abby Maroney- speech language pathologist. Classified Staff Hire: Nikki Gelbert- four hour cook at Heritage Elementary, McKenzie Higgins- preschool paraprofessional at Anchor Pointe Elementary.  Certified Staff Resignations: Gerald Kalina has resigned his interim position as assistant principal at Bennington High School.  Classified Staff Resignations: Francisco Dominguez, Jadie Stevens, Kayle Morris. 

 

IV. Items Removed from the Consent Agenda for Separate Action- No items were removed from the Consent Agenda. 

 

V.    Reports- Administrative Reports:  Elementary - Alison Dellwo, Middle School - Lucas Apfelbeck, High School - Greg Lamberty, Student Services - Dan Bombeck, CIA - Jimmy Feeney, Operations - Matt Blomenkamp, Superintendent - Aaron Plas.  Committee Reports: Building/Finance, Curriculum, Policy.  Coordinator – None.  Spotlight - PLC Process Update - Jimmy Feeney, Renee Rucker, Danielle Robb.  Lobbyist – None.

VII. New Business

VII.A.  Discuss, Consider, and Take Action on Curriculum and Personnel Proposals- The Curriculum Committee met on November 10th to continue the process of determining which curriculum and personnel proposals to recommend for the 2026-27 school year. 

 

MOTION PASSED: Motion to accept the recommendations by the Curriculum Committee for 2026-27 curriculum and personnel proposals #19, #9, and #44 as outlined in the November 10, 2025, Curriculum Committee Report and pending 2026-27 budget approval, passed with a motion by Allyson Slobotski and a second by Steve Shannon.  Jeremy Dick: Yea, Tim Dreessen: Yea, Kara Neuverth: Yea, Joe Pick: Yea, Steve Shannon: Yea, Allyson Slobotski: Yea

 

VII.B.  Discuss, Consider, and Take Action on Bid Contracts for the Second High School Project- The District received bids from general contractors for the Bennington Public Schools Second High School Site project. 

 

MOTION PASSED: Motion to award the bid contracts for interior flatwork to Marsh Creek Construction for $1,632,103, paving to AM Concrete for $3,048,932, access and maintenance to Hausmann Construction for $1,185,000, hoisting and material handling to Hausmann Construction for $890,000, surveying to Alpha Land Surveying for $121,900, steel and precast erection to Northwest Steel for $2,216,865, waterproofing to Kucera Paint for $433,100, and termite control to Bear Services for $21,070 for the second high school project, passed with a motion by Tim Dreessen and a second by Jeremy Dick.  Jeremy Dick: Yea, Tim Dreessen: Yea, Kara Neuverth: Yea, Joe Pick: Yea, Steve Shannon: Yea, Allyson Slobotski: Yea

 

VII.C. Discuss, Consider, and Take Action on District Purchases- The Building/Finance Committee met on November 10th to review potential district purchases, including the five-year bus and van replacement schedule.  This authorization allows the administration to purchase used buses or vans as needed, up to a total of $150,000.

 

MOTION PASSED: Motion to approve the purchase of used buses or vans by the administration, not to exceed $150,000, to be paid from the Depreciation Fund, passed with a motion by Steve Shannon and a second by Kara Neuverth.  Jeremy Dick: Yea, Tim Dreessen: Yea, Kara Neuverth: Yea, Joe Pick: Yea, Steve Shannon: Yea, Allyson Slobotski: Yea

 

VII.D.  Discuss, Consider, and Take Action on Technology Purchases- Each year, the district continues to invest in the technology necessary to operate the school in the current digital age. The second proposed purchase will take place in March, but these particular devices if purchased now can be done with significant savings to the district.

VII.E.  Discuss, Consider, and Take Action on Mechanical Service Contract- The District has benefited from maintaining a single-source provider for mechanical services on all HVAC equipment. Over the past several years, Cerris (formerly MMC) has provided mechanical services, offering consistent maintenance, system familiarity, and dependable support.

 

MOTION PASSED:  Motion to approve the service agreement with Cerris as the provider for mechanical services on district HVAC equipment at a cost not to exceed $70,969 per year for a term of three years, passed with a motion by Tim Dreessen and a second by Steve Shannon, Jeremy Dick: Yea, Tim Dreessen: Yea, Kara Neuverth: Yea, Joe Pick: Yea, Steve Shannon: Yea, Allyson Slobotski: Yea

 

VII.F.  Discuss, Consider, and Take Action on Early Graduation Request- One junior has requested to graduate early from Bennington High School.  This student has complied with all policies and regulations according to the secondary student handbook, and will have met graduation requirements provided they pass all coursework between now and the end of the semester.

VII.G. Review and Discuss Evaluation of the Superintendent- Board policy states the board will conduct an ongoing evaluation of the superintendent’s skills, abilities, and competence. At a minimum, the board will formally evaluate the superintendent twice in the first year and annually thereafter. The goal of the superintendent’s formal evaluation is to ensure the education program for the students is carried out, promote growth in effective administrative leadership, clarify the superintendent’s role, clarify the immediate priorities of the board, and develop a working relationship between the board and the superintendent.  President Slobotski presented a Superintendent review from the Board. 

 

VII.H. EN to Discuss Certificated Staff Negotiations- The Negotiations Committee met with the Bennington Education Association on December 1st. During this meeting, the BOE and Association presented counteroffers. 

 

MOTION PASSED: Motion to enter closed session at 7:04 PM for the purpose of holding a strategy session regarding collective bargaining as an executive session is clearly necessary for the protection of the public interest, passed with a motion by Allyson Slobotski and a second by Tim Dreessen.  Jeremy Dick: Yea, Tim Dreessen: Yea, Kara Neuverth: Yea, Joe Pick: Yea, Steve Shannon: Yea, Allyson Slobotski: Yea
