PUBLIC HEARING NOTICE

DOWNTOWN SOCCER STADIUM

AND MIXED-USE

REDEVELOPMENT PROJECT PLAN

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will meet and hold a public hearing on April 7, 2026, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183 for the purpose of hearing testimony for:

Downtown Soccer Stadium and

Mixed-Use Project Plan.

Northeast of 11th and Izard Streets

The redevelopment project plan proposes the redevelopment of an irregular shaped vacant lot of about 25 acres, which will be assisted with an Enhanced Employment Area (EEA) plan. A new professional soccer stadium with about 6,500 seats will be at the north end of the site. The mixed-use development will be generally located south of the stadium and subdivided as appropriate and necessary to facilitate the redevelopment project. This mixed-use district will consist of multi-family housing, restaurants, retailers, and other commercial uses.

The Planning Board recommended approval of this Redevelopment Project Plan at the February 4, 2026 public hearing.

The Redevelopment Project Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of Tax Increment Financing (TIF) in an amount up to $48,214,614.00, which includes capitalized interest. TIF loan proceeds will be used to offset eligible expenses such as acquisition, site work, architectural and engineering costs, engineered foundations, and public improvements as required. The total estimated project costs are $316,560,000.00, but are subject to change as final costs come in.

A copy of said plan is available for public inspection in the City Clerk’s Office.
