Notice is hereby given that the City Council of the City of Omaha met on June 23, 2020 and passed and approved the following ordinances:
ORDINANCE NO. 42253
AN ORDINANCE to approve a Major Amendment to a Mixed Use District Development Agreement for Torrey Square, located at 3833 North 153rd Street, to allow for the construction of a 27 unit apartment building on Lot 1, Torrey Square Replat l, between the City of Omaha and Mark Sanford, providing site development standards; and to provide for an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That the City of Omaha, in the interest of maintaining public health, safety, and welfare, desires to assure the property located at 3833 North 153rd Street is developed in accordance with the provisions of the Major Amendment to a Mixed Use Development Agreement attached hereto and made a part hereof by reference. Section 2. That if this Ordinance, or portion thereof, is found to be invalid, any zoning ordinance applicable to such site shall not be invalidated for such reason. Section 3. That this Major Amendment to a Mixed Use Development Agreement is hereby approved. Section 4. This Ordinance shall be in full force and effect fifteen (15) days from the date of its passage.

ORDINANCE NO. 42254
AN ORDINANCE to accept the bid of Spin Linen Management in the total amount of $53,664.00 to provide the four (4) 18-hole Golf Courses with towels/linens for a cost of $86.00/per week for fitty-two (52) weeks for the Golf Division of the Parks, Recreation and Public Property Department; this Agreement may be extended on the same terms and conditions for an additional two (2) year term, if the City exercises the option to do so.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That the bid of Spin Linen Management in the total amount of $53,664.00 to provide towel/linen service for three (3) years for the Golf Division for the Parks, Recreation and Public Property Department, attached hereto and made a part hereof is hereby accepted. Section 2. That the Finance Director of the City of Omaha is authorized to make payments in accordance therewith from the Golf Operations Fund No. 21114 and Organization No. 115511 -Johnny Goodman Golf Course, 115512 -Benson Golf Course, 115513 - Elmwood Golf Course, 115519 -Knolls Golf Course. Section 3. That this Ordinance, not being of legislative character, shall be in force and take effect immediately upon its date of passage.

ORDINANCE NO. 42255
AN ORDINANCE to approve the acceptance of and authorize disbursement over more than one fiscal year from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, FY 2020 Coronavirus Emergency Supplemental Funding (CESF) Program, Award #2020-VD-BX-0479, in the amount of one million, one hundred fifty-one thousand, eighty-four dollars ($1,151,084), during the project period extending from January 20, 2020 to January 31, 2022; to prevent, prepare for, and respond to the coronavirus; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; and, providing for the effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That, as recommended by the Mayor, the acceptance of and disbursement from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, FY 2020 Coronavirus Emergency Supplemental Funding (CESF) Program, Award #2020-VD-BX-0479, in the amount of one million, one hundred fifty-one thousand, eighty-four dollars ($1,151,084), during the project period extending from January 20, 2020 to January 31, 2022; to prevent, prepare for, and respond to the coronavirus, is hereby approved. Section 2. A copy of such grant award and special conditions, grant program narrative, budget overview, and budget detail worksheet, are attached and by this reference made a part hereof. Section 3. That, the grant period extends from January 20, 2020 to January 31, 2022, commencing upon approval of this ordinance. In conformity with Section 5.17 of the Home Rule Charter, approval of this Ordinance, involving appropriations of more than one year from receipts of grant funds and expenditures, is hereby authorized. Section 4. That, there is no match with this grant award. Section 5. That, this Ordinance, being administrative and not legislative in character, shall be in full force and take effect immediately upon passage.

ORDINANCE NO. 42256
AN ORDINANCE authorizing the acceptance of the bid of Alexander Lawn & Landscape, Inc. in the annual amount of $19,502.00, involving appropriations of more than one year as provided in 5.17 of the Home Rule Charter, to provide grounds maintenance services at various police facilities for the period of three years with the option to extend for three one-year terms at the same bid price; to authorize the Finance Department to make payments from a specified account to Alexander Lawn & Landscape, Inc. for the cost of grounds maintenance services in accordance with the bid; and to provide an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That the bid of Alexander Lawn & Landscape, Inc. in the annual amount of $19,502.00, involving appropriations of more than one year as provided in 5.17 of the Home Rule Charter, for the furnishing of materials, labor and all else necessary to provide grounds maintenance services at various police facilities for the period of three years with the option to extend for three one-year terms at the same bid price; being the lowest and best bid, is hereby accepted and the same hereby approved.
Section 2. That the Finance Department is authorized to make payments to Alexander Lawn & Landscape, Inc. for the cost of such services from the Omaha Police Department, General Fund 11111, Organization 113141 Fleet/Facilities, Account 42252 Contract Service. Section 3. That this Ordinance, not being of legislative character, shall be in force and take effect upon its passage.

ORDINANCE NO. 42257
AN ORDINANCE to establish pursuant to Section 40-251 of the Omaha Municipal Code a new Class “B” Flammable Liquids Storage District to be known as District No. 8-205 at 10626 I Street, as requested by Robert Alexander of Old Dominion Freight Line for 10626 I Street; and to provide the effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That there be established, pursuant to Section 40-251 of the Omaha Municipal Code, a new Class “B” Oil District to be known as District No. 8-205, to be located at 10626 I Street, as requested by Robert Alexander of Old Dominion Freight Line, and as described in the attached legal description and shown on the plat plan attached hereto. Section 2. This Ordinance shall be in full force and take effect fifteen (15) days after the date of its passage.

AIR QUALITY CONTROL
Notice is given to the public according to Chapter 41 of the Omaha Municipal Code of the application of University of Nebraska at Omaha for an operating permit for the university at 6001 Dodge Street, Omaha. The potential emissions, in tons, for this facility are: TSP 14.2, PM10 10.4, PM2.5 9.4, SOx 29.8, NOx 99.1, VOC 4.0, CO 52.8, Ammonia 3.3, Hexane 1.1 and CO2 equivalent 93,056.
No significant impact on air quality is expected from the operation of this facility. Douglas County is in attainment with air quality standards for the listed pollutants. Approval is recommended with the condition that any pollution control equipment that may be necessary for compliance with the City of Omaha or Nebraska Air Pollution Control Rules and Regulations will be installed within 180 days after notification by the City of noncompliance.
All information submitted by the applicant and the proposed approval by Air Quality Control are available for inspection by the public at the office of Omaha Air Quality Control from July 1, 2020 to August 1, 2020. Comments received during that period will be considered. During that period the applicant, or any interested person or group of persons, may request or petition the Control Officer for a public hearing, and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. The Control Officer may hold a public hearing if the comments, requests, or petitions raise legal, policy or discretionary questions and significant public interest exists with respect to the application.
