“NOTICE OF PUBLIC HEARING ON THE 24TH & Q STREETS SOUTHEAST
COMMUNITY REDEVELOPMENT
AREA (CRA) DESIGNATION”
Notice is hereby given that the Omaha City Council has set Tuesday, October 20, 2020 at 2:00 p.m. as the date of Public Hearing on the Resolution approving the 24th & Q Streets Southeast Community Redevelopment Area (CRA) Designation.
The CRA is generally bound by Q Street between 21st and 24th Streets, as well as S Street between 15th and 21st Streets on the north; W Street on the South; 21st Street between Q and S Streets, as well as 15th Street between S and W Streets on the east; and 24th Street on the west. The CRA is approximately 112.7 acres. The study area is comprised of Census Block Group 1 located within Census Tract 28.00.
The proposed study area qualifies for designation as a CRA, in complete accordance with the Nebraska Community Development Law definitions for substandard and blighted for the following reasons: poorly defined street layout, obsolescence of structures, and having a per capita income of $15,036 in Census Tract 28, Block Group 1, which is lower than the overall City per capita income of $30,222.
The designation of the proposed study area as a Community Redevelopment Area meets the criteria established by the Nebraska Community Development Law. Approval of the CRA designation (formerly referred to as Substandard and Blighted), will allow the use of tax increment financing (TIF) within the designated area.
The Planning Board recommended approval of this Redevelopment Project Plan at the August 5, 2020 public hearing.
A copy of said plan is available for public inspection in the City Clerk’s Office.
The Public Hearing will be held before the City Council of the City of Omaha on October 20, 2020, in the Legislative Chambers, Omaha/Douglas Civic Center, 1819 Farnam Street, Omaha, Nebraska.

REDEVELOPMENT PROJECT PLAN
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will meet and hold a public hearing on October 20, 2020, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183 for the purpose of hearing testimony for:
The 1420 Rows Court Redevelopment Project Plan.
The redevelopment project plan proposes the construction of 16 new residential rental units on a vacant 1.3 acre site in south Omaha, northwest of I-80 and South 13th Street. The development site is an assemblage of 16 lots that have been replatted as a single parcel. They had been overgrown, neglected properties frequently used for illegal dumping.
The Planning Board recommended approval of this Redevelopment Project Plan at the August 5, 2020 public hearing.
The Redevelopment Project Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of TIF in an amount up to $250,000.00, plus accrued interest. TIF will be used to offset eligible expenses such as acquisition, site work, architectural and engineering costs, various studies and other public improvements as required. The total estimated project costs are $6,013,732.00, but are subject to change as final costs come in.
A copy of said plan is available for public inspection in the City Clerk’s Office.
