The City of Bellevue Parks & Recreation Departments is seeking proposals to provide an All- Inclusive Playground for Stonecroft Park.
Sealed proposals will be received at the City Clerk’s office, 1500 Wall Street, Bellevue, Nebraska 68005, until 10:00 am (local time), Wednesday, December 9, 2020, to provide an All-Inclusive Playground for Stonecroft Park. Proposals received after the specified time will be returned unopened to sender. All sealed proposals must be clearly marked “STONECROFT PARK ALL-INCLUSIVE PLAYGROUND” on the outside of the envelope.
The Request for Proposal (RFP) including the scope of work will be available beginning Wednesday, November 25, 2020. The RFP may be obtained by contacting the Public Works Department at (402) 293-3025 between the hours of 8:00 a.m. and 4:30 p.m. Monday thru Friday. Proposals received must include the RFP furnished by the City of Bellevue.
No bidder may withdraw their proposal for a period of ninety (90) days after date of submittal.
The City of Bellevue reserves the right to reject any or all proposals, to waive technicalities, and to accept whichever proposal that may be in the best interest of the city, at its sole discretion.

NOTICE OF MEETING
NOTICE IS HEREBY GIVEN that a regular meeting of the Mayor and City Council of the City of Bellevue will be held at 6:00 P.M. on Tuesday, December 1, 2020, at the Bellevue City Hall, 1500 Wall Street, Bellevue, Nebraska unless an Executive Order is issued by the Governor to hold virtual meetings. If this would happen, information will be posted on www.bellevue.net.
The agenda for the regularly scheduled meeting, which is kept continually current, may be amended as permitted by law and shall be available for public inspection during normal business hours at the office of the City Clerk at City Hall beginning Wednesday, November 25, 2020, at 4:00 P.M., and is available on the Internet at www.bellevue.net.
Requests for any special accommodations must be placed with the City Clerk at least forty-eight hours prior to the time of the meeting.

ORDINANCE NO. 4019
AN ORDINANCE TO AMEND SECTION 6-22 OF THE BELLEVUE MUNICIPAL CODE PERTAINING TO RESTRAINT - DOGS, TO REPEAL SUCH SECTION AS HERETOFORE EXISTING; AND TO PROVIDE FOR THE EFFECTIVE DATE OF THIS ORDINANCE. BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF BELLEVUE, NEBRASKA.
This Ordinance shall take effect and be in full force from and after its passage, approval and publication in pamphlet form as provided by law.

Bellevue City Council Proceedings

A meeting of the Mayor & Council of the City of Bellevue was called to order by Mayor Rusty Hike, at Bellevue City Hall at 6:00 p.m. on November 17, 2020. Present were Council Members Bob Stinson, Paul Cook, Pat Shannon, Don Preister, Thomas Burns, & Kathy Welch. Absent: None.
Notice of this meeting was given in advance thereof by publication in the Gretna Guide “Omaha Daily Record” & posted in two public places, the designated method for giving notice, & was given to the Mayor & all members of the City Council. All proceedings hereafter were taken while the convened meeting was open to the public. Mayor Hike announced that a copy of the Open Meetings Act is posted in the back of the City Council Chambers.
Mayor Hike led the Pledge of Allegiance. Pastor Bryan Rice, Christ the King Lutheran Church, 7308 South 42nd Street, Bellevue., gave the invocation.
The following items of business were considered:
1. Council unanimously approved the Agenda as prepared.
2. Councilman Preister removed Item 6, approval of the claims from the Consent Agenda, and Councilman Shannon removed Item 5b.3, acknowledging receipt of October 13th Tree Board Minutes from the Consent Agenda. Council approved the consent agenda as amended which included: Acknowledge Receipt of October 22, 2020 Planning Commission Minutes, Approval of November 3, 2020, City Council Minutes; and Approval of cancellation of the January 5, 2021, City Council Meeting and authorize staff to pay bills that cannot be held over until the January 19, 2021, City Council Meeting.
3. Following discussion, Council unanimously acknowledged receipt of the October 13th Tree Board Minutes.
4. Following discussion on the final claims for the clean-up of Paradise Park, Council approved the Claims, amending the Claims by pulling the Anderson Excavating claim off the November 17th claims.
5. Mr. Kevin Hensel, President of the Greater Bellevue Area Chamber, gave an update on the Bellevue Branding Initiative.
6. Ms. Sarah Centineo, addressed the local leadership on the current pandemic.
7. Council approved the Recommendation to approve replacing application for a Corporation name change of a Class “I” Liquor License to sell beer, wine, and distilled spirits, On Sale, for Apple Bellevue dba “Applebee’s Neighborhood Grill & Bar”, at 10402 S. 15th Street, Bellevue, NE 68123 and Eric R. Ratliff as Manager.
8. Following the third & final reading, Council approved Ord. No. 4019: An ordinance to amend Section 6-22 of the Bellevue Municipal Code pertaining to restraint – dogs.
9. Ord. No. 4020: An Ordinance to request to rezone Tax Lot 14, located in the Southwest ¼ of Section 31, T14N, R13E of the 6th P.M., Sarpy County, Nebraska, from AG to ML for the purpose of light industrial development. Applicant: Ryan Steele. Location: 11715 South 60th Street, was read for the first time. Second reading and public hearing will be held on December 1, 2020.
10. Council approved Res. No. 2020-43: Approving and authorizing the Mayor to sign the resolution and the Construction Engineering Agreement with Olsson for the 36th Street, N-370 - Sheridan Project (MAPA-5061(5), Control No. 22276), in an amount not to exceed $423,260 for City’s Share (Total Agreement Cost - $2,116,300).
11. Mayor Hike recused himself and turned the meeting over to Council President Preister to run the meeting for the next two agenda items, due to a conflict of interest. On a 5-1 vote, with Shannon voting no, Council approved and authorized the City Council President to sign the Application for Federal Assistance SF-424 for FY20 CDBG entitlement funds, in the amount of $344,590.00 and to submit to HUD. Also, on a 5-1 vote, with Shannon voting no Council approved the Environmental Review Record and Request for Release of Funds for CDBG 2020 Projects and authorized the City Council President to sign the HUD Form 7015-15, Request for Release of Funds and Certifications and submit to HUD. Mayor Hike re-entered the Chambers to finish conducting the meeting.
12. Council approved the following items: Recommendation to approve the purchase of two vehicles from Anderson Ford Lincoln, not to exceed $112,722.00, with reimbursement through the CARES ACT for the Police Dept. and Recommendation to approve the purchase of a Command Post Trailer, from MBF Industries, Inc., not to exceed $400,000.00, with reimbursement through the CARES ACT for the Police Dept.
13. Following Councilwoman Welch offering an amendment to the MOU, Council approved and authorized the Mayor to sign the Memorandum of Understanding and Agreement with the Bellevue Native Plant Society for providing the maintenance of the plantings in the public areas as described per the agreement, for a 3-year period beginning September 15, 2020 through September 14, 2023, as amended.
14. Administrative Reports: The monthly report for November will be attached to the December 1st City Council Meeting.
15. There being no further business to come before the Council at this time, on motion duly made & seconded, at 7:09 p.m. the meeting adjourned.
