REQUEST FOR PROPOSALS
Bond Counsel to OHA
The Housing Authority of the City of Omaha (hereinafter ‘OHA’) is seeking Bond Counsel for Single Family and Multifamily bonds that the Authority may issue from time to time. The selected firm will be expected to work closely with Authority staff, the Authority’s financial advisor, underwriters, underwriters’ counsel, the bond trustee, rating agencies, financial institutions and other persons or organizations necessary in connection with the Authority’s Single Family and Multifamily bond issues.

INVITATION TO BID
Douglas County will accept sealed bids on a combined Construction contract, including General Architectural and Structural work, from qualified Contractors for Douglas County, Nebraska on or before 11:00 a.m., Wednesday, January 13, 2021, as per the project specifications.
Sealed bids to be addressed to Elizabeth Butler, City Clerk, LC-1, 1819 Farnam Street, Omaha/Douglas Civic Center, Omaha, Nebraska 68183, marked “BID ON: Douglas County West Campus Boiler House Select Door and Window Replacement”, must be in her office on or before 11:00 A.M. CT on the bid opening date at which time the bids will be opened and read by the City Clerk before the Bid Opening Committee and the public in LC-4, Omaha/Douglas Civic Center.
Bids must be on a Lump Sum basis and shall be in accord with the Instruction to Bidders.
Materials to be incorporated into the complete project shall be purchased tax exempt in the name of the Owner, and the Bidder shall exclude from his Bid all Sate of Nebraska and Local Options Sales and Use Tax for such materials in accordance with the General and Supplementary Conditions of the Contract for Construction.
All contractors submitting bids for the work are representing that they have carefully examined the site and building and are familiar with all conditions that may affect the Work under the Contract. A non-mandatory pre-bid meeting is scheduled for Monday, January 4, 2021, at 10:30 a.m. at the Douglas County West Campus Boiler House, 15345 West Maple Road, Omaha, Nebraska. Bidders are strongly encouraged to attend the pre-bid meeting. Bidders attending the pre-bid meeting are required to wear a mask and social distance 6’ apart from one another.
Questions and substitution requests must be submitted via email to bidquestions@douglascounty-ne.gov no later than Wednesday, January 6, 2021, at 4:00 p.m. Answers to questions will be posted via addendum no later than Friday, January 8, 2021.

Douglas County Public Property will only provide complete sets of contract documents (drawings and specifications)
A refundable deposit of $50.00 or a Builder’s Card will be required. Make deposit checks payable to the Owner. Documents must be returned complete and in “like new” condition to obtain a refund. Plans must be returned within 10 days after bid date. After 10 days, the deposit will be forfeited. One reminder phone call will be placed before deposit is forfeited.
Checks for Shipping and Handling should be made out to Douglas County Public Property.
Bidding documents may be examined at Douglas County Public Property.
Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid in accord with the Instructions to Bidders.
A bid bond executed by a duly authorized surety and in appropriate form may be submitted in lieu of the deposit of money or certified check. All deposits of money, certified checks or bid bonds must be submitted in separate sealed envelopes plainly identified. The deposit money, certified check or bid bond will be held as surety as to assure that the bidder will enter into a contract and furnish the required performance and payment bonds. The bid security should be made payable to Douglas County Nebraska. The deposit money, certified checks or bids bonds of the unsuccessful bidders shall be returned as soon as the successful bidder is determined. The deposit of money, certified check or bid bond of the successful bidder shall be returned upon the execution of the contract documents.
The Owner reserves the right to reject any or all bids, and to waive any formalities or irregularities in bidding.
