ORDINANCE NO. 42386
AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located northwest of 168th Street and Rachel Snowden Parkway from AG-Agricultural District to DR-Development Reserve District. BE IT ORDAINED BY THE CITY COUNCCL OF THE CITY OF OMAHA: Section 1. The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Outlots A through H, 168 Snowden Commons, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned from AG-Agricultural District to DR-Development Reserve District. AN ORDINANCE to amend the boundaries of the MCC-Major Commercial Corridor Overlay District, to incorporate into that district the property located at 10344 F011 Street; and to provide for an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. ORDINANCE NO. 42393
AN ORDINANCE approving the Interlocal Agreement between the City of Omaha and Papio-Missouri River Natural Resource District (PMRNRD) regarding a cost-share involving appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for the terms and conditions under which Omaha is to participate with the PMRNRD on OPW 53429, known as West Papio Storm Sewer Outfall Improvements Project through the year 2022, in which the City and PMRNRD will partner to repair and rehabilitate the Stormwater Outfall on the West Papio Creek located near 13211d Street by construction of the West Papio Trail Drainage Improvements; to authorize the Finance Department to receive a cost share from PMRNRD not to exceed a total of $500,000.00 in additional funding, according to the disbursement schedule contained within the Agreement; and to provide an effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section I. That the City Council of the City of Omaha hereby approves the Interlocal Agreement between the City of Omaha and Papio-Missouri River Natural Resource District (PMRNRD), which by this reference is made a part hereof, that outlines the terms and conditions for the extension of the cost-share participation with OPW 53429, known as West Papio Storm Sewer Outfall Improvements Project through the year 2022. Section 2. The Finance Department is authorized to receive payments from the PMRNRD for this project involving appropriations of more than one year, which is authorized in accord with Section 5.17 of the Home Rule Charter of 1956, as amended. Section 3. That the City of Omaha shall receive payments from the PMRNRD according to the multi-year disbursement schedule for this cost share, contained within this Agreement, totaling an additional amount not to exceed $500,000.00. Section 4. That this Ordinance, being administrative in character shall take effect and be in full force upon the date of its passage.

ORDINANCE NO. 42394
AN ORDINANCE approving an Agreement between the City of Omaha and Heartland Bike Share OBA Heartland B-Cycle involving payments of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for the terms and conditions under which both parties agree to mutual terms and responsibilities; to authorize the Finance Department to receive payments on behalf of Heartland B-Cycle according to use as delineated in the Agreement; and to provide an effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That the City Council of the City of Omaha hereby approves the Agreement between the City of Omaha and Heartland B-Cycle, which by this reference is made a part hereof, that outlines the terms and conditions under which the City of Omaha and Heartland B-Cycle are to accept. Section 2. The Finance Department is authorized to pay joint purchases for this operation involving appropriations of more than one year, which is authorized in accord with Section 5.17 of the Home Rule Charter of 1956, as amended. Section 3. That the City of Omaha shall make payments according to the terms set out in the Agreement. Any cost will be will be paid from the Parking Revenue Fund 21116, Mobility Transit Organization 116235. Section 4. That this Ordinance, being administrative in character shall take effect and be in full force upon the date of its passage.

ORDINANCE NO. 42395
AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Villa Rows Limited Partnership, a Nebraska limited partnership, to implement the 1420 Rows Court Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 1420 Villa Rows Court, which proposes the construction of 16 new residential rental units on a vacant 1.3 acre site in south Omaha; the agreement authorizes the use of up to $250,000.00, plus accrued interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA;
Section 1. The Mayor is hereby authorized to execute, and the City Clerk to attest, the attached Redevelopment Agreement between the City of Omaha and Villa Rows Limited Partnership, a Nebraska limited partnership, to authorize the use of up to $250,000.00, plus accrued interest, to offset TIF eligible costs such as acquisition, site work, architectural and engineering costs, various studies, and public improvements as required, for a project with total estimated costs of $6,013,732.00; including any other documents in connection with the Redevelopment Agreement necessary or appropriate to consummate the loan. Section 2. Said Redevelopment Agreement contains obligations undertaken pursuant to the Nebraska Community Development Law and Sections 18-2147 through 18-2150; and, are not otherwise obligations of the City of Omaha. Section 3. This Ordinance shall be in full force and take effect fifteen (15) days from and after the date of its passage.

ORDINANCE NO. 42396
AN ORDINANCE to approve an Agreement between the City of Omaha and LexisNexis® Coplogic Solutions to develop and implement an online citizen reporting system called LexisNexis® Desk Officer Reporting System (DORS) enabling individuals, retail companies, and other organizations to file reports, crime tips, and other forms online to law enforcement, for a term of two years with the option to extend for one year; that in consideration, the City shall pay LexisNexis® $67,560.00 over the two year period; and to provide an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That the attached Agreement between the City of Omaha and LexisNexis® Coplogic Solutions, to develop and implement an online citizen reporting system called LexisNexis® Desk Officer Reporting System (DORS) enabling individuals, retail companies, and other organizations to file reports, crime tips, and other forms online to law enforcement for a term of two years with the option to extend for one year, is hereby approved. Section 2. The City of Omaha Finance Department is authorized to pay LexisNexis® $67,560.00 over a two year period; payment will be made from the $1,151,084.00 FY 2020 Coronavirus Emergency Supplemental Funding (CESF) Program #2020-VD-BX-0479, approved by City Council on June 23, 2020, Ordinance No. 42255, project period January 20, 2020 to January 31, 2022, Fund 12162, Organization 130812, Award 100797, Project 6329, Task 7.02, Account 42266 Information Technology, Account 42266 Information Technology Contracted. The Grant will fund the DORS through January 31, 2022. The remaining funds will be paid from the Omaha Police Department, Year 2022, Fund 11111, Organization 113213 Information Technology, Account 42266 Information Technology Contracted. Section 3. That this Ordinance, not being of legislative character, shall be in full force and take effect upon its passage.

ORDINANCE NO. 42397
AN ORDINANCE to approve and authorize an Agreement between the Board of Regents of the University of Nebraska on behalf of the University of Nebraska Medical Center and the City of Omaha, Nebraska, for certain forensic and crime lab testing services involving the payment of money from the appropriations of more than one (1) year in accordance with Sections 5.16 and 5.17 of the Omaha Home Rule Charter of the City of Omaha, 1956, as amended; to provide for the payment to the University of Nebraska Medical Center, an annual administrative fee of $20,000, fees on a per test basis as needed by the Omaha Police Department, and fees for court testimony and consultation with the term of the Agreement being three (3) years with the parties having the ability to mutually extend the agreement for a period of two (2) additional one (1) year terms; and to provide for an effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. Authority is hereby granted an approval hereby given for an Agreement between the Board of Regents of the University of Nebraska, Public Body Corporate on behalf of the University of Nebraska Medical Center and the City of Omaha, Nebraska for certain forensic and crime lab testing services, involving the payment of money from appropriations of more than one (1) year, in accordance with Sections 5.16 and 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amended. The Agreement contemplates that the City of Omaha shall pay the University of Nebraska Medical Center an annual administrative fee of $20,000, a fee on a per sample basis for certain types of drug testing, and also a fee of seventy-five dollars ($75.00) per hour for court testimony deposition and consultation by analysts, and one hundred and fifty dollars ($150.00) per hour for court testimony depositions and consultations by the Laboratory Director. Section 2. That the City’s obligation under this Agreement attached hereto shall be paid with funds from the Omaha Police Department, General Fund 11111, Crime Lab Unit 113191 (Forensic Investigations) and Laboratory Testing 42271. Section 3. The Mayor of the City of Omaha is hereby authorized to execute on behalf of the City of Omaha, and the City Clerk to attest, the attached Agreement described herein. Section 4. This Ordinance shall be in full force and take effect immediately upon passage under and by virtue of the authority granted by section 2.12 of the Home Rule Charter of the City of Omaha, 1956, as amended.

AN ORDINANCE to amend Section 23 - 177 of the Omaha Municipal Code concerning employment classifications by adding the employment classification entitled Registered Land Surveyor with a salary range of 18.3 MC ($70,262 to $86,361); to repeal Section 23 - 177 as heretofore existing; and to provide the effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. Due to the length of the affected Ordinance, Omaha City Council Rule VII(B) requiring amending ordinances to recite the entire section is hereby waived solely for the purposes of this Ordinance and only the lined out material to be deleted and the underlined material to be added shall be recited herein. Section 2. That Part A Classifications - Civilian Management, subpart Engineering (10) of Section 23 - 177 of the Omaha Municipal Code is hereby amended by adding the classification entitled Registered Land Surveyor, Code Number 1345, pay range 18.3 MC which has a salary range of $70,262 to $86,361, as follows:

AN ORDINANCE to approve exercising both one (1) year options in an Agreement between the City of Omaha, a Municipal Corporation, and HSA Bank, a division of Webster Bank, NA, 605 North 8th Street, 420, Sheboygan, Wisconsin 53081 to provide for payment to HSA Bank for claims/administrative services for the City Health Savings Account and Flexible Spending Account with a monthly service fee for employees of $1.75 per account per month until such account carries an average daily balance in excess of $3,000.00; funds for this Agreement will be paid from the Human Resources Department, Fund No. 11111, Organization No. 118018; to provide for an effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. Authority is hereby granted and approval hereby given for the exercise for both of the one (1) year options contained in an Agreement between the City of Omaha and HSA Bank, a division of Webster Bank, NA, 605 North 8th Street, 420, Sheboygan, Wisconsin, 53081 for claims and administrative services for the City’s Health Savings Accounts and Flexible Spending Accounts that was originally approved on January 23, 2018 by Ordinance No. 41376. Section 2. AN ORDINANCE to approve exercising both one (1) year options in an Agreement between the City of Omaha, a Municipal Corporation, and Minnesota Life Insurance Company to provide life insurance coverage to eligible employees of the City of Omaha for an additional two (2) year period from January 1, 2021 to December 31, 2022 pursuant to an Agreement approved by Ordinance No. 41387 on January 30, 2018; to provide for payment under the terms and conditions of said Agreement; to provide for an effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. Authority is hereby granted and approval hereby given for the exercise for both of the one (1) year options contained in an Agreement between the City of Omaha and Minnesota Life Insurance Company to provide life insurance coverage to eligible employees of the City of Omaha for an additional two year period from January 1, 2021 to December 31, 2022 pursuant to an Agreement approved by Ordinance No. 41387 on January 30, 2018. Section 2. AN ORDINANCE in accordance with Section 5.10 of the Home Rule Charter of the City of Omaha, 1956, as amended, to transfer $166,902 in unencumbered appropriations in the 2021 Budget of the City of Omaha from the Wage Adjustment account to the City departments; and to fix the effective date hereof to be immediately upon passage in accordance with Section 2.12 of the Home Rule Charter of the City of Omaha, 1956, as amended. ORDINANCE NO. 42399
AN ORDINANCE in accordance with Section 5.10 of the Home Rule Charter of the City of Omaha, 1956, as amended, to transfer $2,374,869 in unencumbered appropriations in the 2021 Budget of the City of Omaha from the Wage Adjustment account to the City Police Department; and to fix the effective date hereof to be immediately upon passage in accordance with Section 2.12 of the Home Rule Charter of the City of Omaha, 1956, as amended. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF OMAHA: Section I. The following transfer of unencumbered funds is hereby made between balances in the following departments and divisions in the 2021 Personnel Services Budget of the City of Omaha:
