Minutes of Meeting of the

 Board of Trustees Village of Boys Town

December 22, 2020

A special session of the Board of the Village of Boys Town was held at 2:30 p.m. on Tuesday, December 22, 2020 in the Headquarters Building of Father Flanagan’s Boys’ Home in the Village of Boys Town, Nebraska.

Call to Order:

Chairman Skartvedt called the meeting to order at 2:35 p.m.

Notice of Meeting:

Notice of the meeting was posted in the following designated public places in the Village of Boys Town on December 17, 2020: Town Hall, Visitor’s Center, Headquarters, and Beacon.

Minutes of Prior Meeting:

Chairman Skartvedt stated only one item on the consent agenda:

▪ December 1, 2020 minutes

Upon MOTION duly made by Lindley and seconded by Wilson, the Consent Agenda and Minutes were accepted. The Village Clerk conducted roll call.

• Chair Skartvedt - Yes

• Trustee Lindley - Yes

• Trustee Wilson - Yes

•  Trustee Haack - Not Present at Roll Call

•  Trustee Msgr. Gilg -

Not Present at Roll Call

Motion carried: 3-0

Let the record reflect that Msgr Gilg and Chris joined the meeting at 2:39PM.

Closed Executive Session:

The Board went into closed executive session at 2:40PM to discuss the Fraternal Order of Police contract negotiations. The Board came out of closed session at 3:01PM.

Next Meeting:

The next regular meeting of the Village Board is scheduled for Tuesday, January 5, 2021 at 1:30PM.

Adjournment:

There being no further business, upon motion duly made, seconded and carried by unanimous vote, the meeting adjourned at 3:03PM.

A special session of the Board of the Village of Boys Town was held at 1:30 p.m. on Tuesday, December 29, 2020 in the Headquarters Building of Father Flanagan’s Boys’ Home in the Village of Boys Town, Nebraska.

Call to Order:

Chairman Skartvedt called the meeting to order at 1:30 p.m.

Upon MOTION duly made by Lindley and seconded by Haack, the Agreement Between the Village of Boys Town, Nebraska and Fraternal Order of Police, Lodge #35 was approved. The Village Clerk conducted roll call.

The meeting of the Board of the Village of Boys Town was held at 1:30 p.m. on Tuesday, January 5, 2021 in the Headquarters Building of Father Flanagan’s Boys’ Home in the Village of Boys Town, Nebraska.

Call to Order:

Chairman Skartvedt called the meeting to order at 1:34 p.m.

Treasurer’s Report, Report on Claims to Be Paid, Report on Prepaid Claims:

The Village Treasurer reviewed the November 2020 Financial Report with the Trustees. The balance of all funds as of November 30 collectively $308,034.17. Detailed reports of claims to be paid and prepaid claims are attached herewith and become part of the minutes. Chair Skartvedt solicited a motion for consideration of and to approve action on accounts of the Village Treasurer, to approve the Village General Fund allowance and payment of claims and to approve the retroactive approval of prepaid claims. Upon MOTION duly made by Msgr. Gilg and seconded by Haack, these matters were accepted. The Village Clerk conducted roll call:

•  Trustee Wilson - Yes

•  Trustee Haack - Yes

Motion: 5-0

Report of Village Police Chief Bill Clark:

Chief Clark reported the resignation of a full-time police officer, Jeremy Schaffer. His last day was January 8, 2021. The police department has no intentions of filling FTE.

Report of the Village Fire Chief:

Chief Kava reported the Village received the cots from the Cares Act Funding. All equipment was delivered and is in the process of being installed. Vaccinations for the Fire Department began on Monday, December 28, 2020. The second round of vaccinations will be taking place on January 25.

Vaccinations were hosted at the Boys Town Fire Station for all the county’s fire departments, the Nurses Association, and the 911 Dispatch. The Douglas County Health Department administered the vaccinations.

Report of the Village

Engineer & Superintendent:

The l- and 6-year plan will be presented in February. The Village Engineer license is up to date. There is a Quest/CenturyLink fiber duct in the way of the West farm pipe underneath 144th for water pond. It will be lowered, and minor grading will be finished.

Other Business:

Consideration of Ordinance 345 to Aid in Continued Good Govemance by repealing the Ordinances set forth below:

• Ordinance 224 Relating to the Operation of Bicycles

• Ordinance 326 Relating to Satellite Dishes Prohibited

• Ordincance 327 Relating to Creating an Offense of Disorderly Conduct

• Ordinance 328 Relating to Creating an Offense of Refusing a Request to Leave

Consideration of Ordinance 345 was tabled for further discussion to address concerns.

The next regular meeting of the Village Board is scheduled for Tuesday, February 2, 2021 at 1:30PM.

Adjournment:

There being no further business, upon motion duly made, seconded and carried by unanimous vote, the meeting adjourned at 2:03PM.
