NOTICE OF PUBLIC HEARING AND NOTICE OF AVAILABILITY OF THE

2019-2020 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT

 

TO ALL INTERESTED AGENCIES GROUPS AND INDIVIDUALS: 

 

The City of Bellevue announces the availability of the draft 2019-2020 Consolidated Annual Performance and Evaluation Report (CAPER).  The CAPER outlines progress made in achieving goals established in the 2019-2023 Consolidated Plan and activities outlined in the 2019 Annual Action Plan.  The draft report  includes: information regarding amount of funds invested in projects and activities; (2) descriptions of households assisted through investment of these funds; (3) actions taken to affirmatively further fair housing; and (4) other information relevant to the status of grant-funded projects administered by the City of Bellevue which affect local housing and community development needs. The draft CAPER covers the period of October 1, 2019, through September 30, 2020.  Copies may be viewed at the following locations: Bellevue City Hall, City Clerk’s Office, 1500 Wall Street, Bellevue, NE 68005; Bellevue Public Library, 1003 Lincoln Road, Bellevue, NE 68005; Bellevue Housing Authority, 8214 Armstrong Circle, Bellevue, NE 68005; Bellevue Public Schools Lied Activity Center, 2700 Arboretum Dr, Bellevue, NE 68005; and on the City of Bellevue website at www.bellevue.net.

A public hearing for the purpose of obtaining comments on the draft 2019-2020 CAPER is scheduled for: Tuesday, March 16, 2021, at 6:00 PM during the Bellevue City Council meeting.  The meeting will be held virtually pursuant to the Governor’s Executive Orders and COVID-19 Directed Health Measures.  Please call 402-293-3052 for more information on how to access and/or participate in the Bellevue City Council meeting.  If special accommodations for persons with disabilities or non-English speaking persons are needed, please contact the City Clerk at (402) 293-3007 no later than March 12, 2021.  Questions, comments or suggestions are encouraged concerning the 2019-2020 CAPER and will be accepted until the time of final approval at the March 16, 2021, City Council meeting.   All interested parties may submit written comments to the City of Bellevue, CDBG Program, 1500 Wall Street, Bellevue, NE 68005; by email at abby.highland@outlook.com; or contact by phone at (402)293-3000.  The approved 2019-2020 CAPER will be submitted to the U.S. Department of Housing and Urban Development on or before March 26, 2021.

NOTICE OF PUBLIC HEARING FOR DEVELOPMENT OF THE 2021 ANNUAL ACTION PLAN

FOR COMMUNITY

DEVELOPMENT BLOCK

GRANT (CDBG) ACTIVITIES

 

 

TO ALL INTERESTED AGENCIES, GROUPS AND INDIVIDUALS:

 

The City of Bellevue invites and encourages all residents, agencies, nonprofit organizations and other interested parties to attend a virtual Community Development Block Grant (CDBG) public hearing scheduled for:  Tuesday, March 9, 2021, at 6:00 p.m.

 

The purpose of this virtual hearing is to provide the public an opportunity to participate in the development of and funding cycle for the 2021 Annual Action Plan of CDBG activities to meet neighborhood and community development strategies as proposed in the 2019-2023 Consolidated Plan.  During the public hearing, information will be presented about the CDBG program, including eligibility requirements for activities that may be undertaken with CDBG funds, an estimated grant amount, and a summary of strategies and priorities of the Consolidated Plan.  The City of Bellevue will also provide a link to the 2021 CDBG application packet which will be made available following the meeting on the City’s website.  Applications for assistance must be submitted to the City of Bellevue on or before the application deadline on May 3, 2021.

The City of Bellevue as a recipient of CDBG funding is required by the U.S. Department of Housing and Urban Development (HUD) to prepare and adopt an Annual Action Plan which will be submitted to HUD before August 15, 2021.  The City of Bellevue’s CDBG program uses a program year running from October 1 to September 30. 

Pursuant to the Governor’s Executive Order 21-02, Nebraska Department of Health and Human Services Directed Health Measures, and concerns related to the coronavirus and safety of all participants, the public hearing will be held via virtual meeting.  The public can participate in the meeting by contacting the CDBG Program Administrator prior to the meeting to receive a sign in email/phone number and access code to join the meeting via GoToMeeting or visit the CDBG Department page of the City of Bellevue website, www.bellevue.net, for instructions on accessing the hearing via GoToMeeting.  The public is also invited to schedule a one-on-one conference call to discuss the planning process and specific project requirements by contacting the CDBG Program Administrator.

NOTICE OF MEETING

 

NOTICE IS HEREBY GIVEN that a regular meeting of the Mayor and City Council of the City of Bellevue will be held at 6:00 P.M. on Tuesday, March 2, 2021 by way of a virtual meeting, Bellevue, Nebraska.

 

Pursuant to the Governor’s Executive Order 20-36 and 21--02, said meeting may be held via videoconference, telephone conference, or by conferencing by other electronic means. As such, said meeting will be by a virtual meeting and the public may join by calling our Community Relations Department by March 1, 2021 at 402-293-3052 and being provided a link to attend the meeting via GoToMeeting.  Said meeting, can be viewed via Facebook Live by visiting the City of Bellevue Facebook page, but no public participation will be allowed or considered via Facebook live. If any evidence or other documentation is going to be presented to the Mayor and City Council, the documentation needs to be received by the City Clerk no later than February 26, 2021 at 4:00 p.m. 

 

The agenda for the regularly scheduled meeting, which is kept continually current, may be amended as permitted by law and shall be available for public inspection during normal business hours at the office of the City Clerk at City Hall beginning Wednesday, February 24, 2021, at 4:00 P.M., and is available on the Internet at www.bellevue.net.

Bellevue City Council Proceedings

A meeting of the Mayor & Council of the City of Bellevue was called to order by Mayor Rusty Hike, at Bellevue City Hall at 6:06 p.m., due to technical issues, on February 16, 2021. 

 

Pursuant to the Governor’s Executive Order 20-36 and 21-02, on Tuesday, February 16, 2021 at 6:06 p.m. the regular City Council meeting was held via video conference in the Bellevue City Council Chambers.  No members of the City Council attended in person.  Upon roll call, via video conference, were City Council Members Bob Stinson, Paul Cook, Jerry McCaw, Thomas Burns, Don Preister, and Kathy Welch.  Absent:  None.

 

Pursuant to the Governor’s Executive Order 20-36 and 21-02, said meeting was held via videoconference, telephone conference, or by conferencing by other electronic means.  As such, said meeting was held by a virtual meeting and the public participated via GoToMeeting. Said meeting, could be viewed via Facebook live by visiting the City of Bellevue’s Facebook page, but no public participation was allowed or considered via Facebook live.  Any evidence or other documentation could be presented to the Mayor and City Council by providing to the City Clerk by February 12, 2021, by 4:00 p.m.

The meeting was not televised live but will be played back on the City of Bellevue’s YouTube Channel following the meeting.  The City of Bellevue thanks you for your cooperation during these unprecedented times as the public meetings are conducted in the safest way possible for all those involved.

Notice of this meeting was given in advance thereof by publication in the Gretna Guide and posting in two public places, the designated method for giving notice and was also given to the Mayor and all members of the City Council. 

Due to the Council Meeting being held virtually, Mayor Hike announced the Pledge of Allegiance and Invocation would not be held for this meeting.

 

The following items of business were considered:

1.   Council unanimously approved the Agenda as presented.

2.   Council approved the consent agenda which included:  Acknowledge receipt of January 28, 2021 Planning Commission Minutes; Acknowledge receipt of January 21, 2021 Tree Board Minutes; Approval of February 2, 2021 City Council Minutes; Approval of Claims; and recommendation to appoint Rosemary White and to reappoint of Dan Bankey to the CDBG Committee.

3.   The following ordinances were read for the third and final time and unanimously approved by the City Council:  Ord. No. 4023:  An Ordinance to amend the Official Zoning Map of the City of Bellevue, Nebraska, as provided for by Article 3 of Ordinance No. 3619 by changing the zone classification of land located at or about 10th Street and Alberta Avenue, more particularly described in Section 1 of the ordinance and to provide an effective date and Ord. No. 4024:  An Ordinance to amend the Official Zoning Map of the City of Bellevue, Nebraska, as provided for by Article 3 of Ordinance No. 3619 by changing the zone classification of land located at or about South of 48th Street and Capehart Road, more particularly described in Section 1 of the ordinance and to provide an effective date.  Council also approved the preliminary plat Lots 1 through 263, and Outlots A through D, Alta Collina.

4.    The following ordinances were read for the first reading:  Ord. No. 4026:  An Ordinance to amend the Official Zoning Map of the City of Bellevue, Nebraska, as provided for by Article 3 of Ordinance No. 3619 by changing the Zone Classification of land located at or about 2116 Fairview Road, more particularly described in Section 1 of the Ordinance and to provide an effective date and

Ord. No. 4027:  An Ordinance to amend Section 5.28, Ordinance No. 3619, Bellevue Zoning Ordinance, relating to permitted and conditional uses in the MH Zoning District; to repeal such Section as heretofore existing; to provide an effective date of the Ordinance; and to provide for the publication of this Ordinance in pamphlet form.  Second readings and public hearings will be held on March 2, 2021.

5.  Council unanimously approved the following resolution: Res. No. 2021-05:  Approve and authorize Mayor to sign the resolution and the Preliminary Engineering Services Agreement - BK2102 with Olsson for the 36th Street, N-370 - Sheridan Project (MAPA-5061(5), Control No. 22276, in an amount not to exceed $11,700.00.

6.  Council approved the following items:  Approve & authorize the Mayor to sign the Amendment extending the 2019 CDBG Subrecipient Agreement with the Bellevue Junior Sports Association for the Participation Assistance Program, in an amount not to exceed $2,570.00;  Approve and authorize the Mayor to sign Amendment extending the 2019 CDBG Subrecipient Agreement with the Housing Foundation for Sarpy County for the Capacity Building project, in an amount not to exceed $10,000.00; Approve payment to Racom to finish the Station Alerting Project, in an amount not to exceed $36,328.65 (2021 Service Agreement - $14,177.17; Final payment for (4) Stations and Primary - $17,392.15; Brackets and install at District 3 to move screens; and $3825.00 - Added Hardware to separate calls in sleeping quarters; Approve and authorize the Mayor to sign the agreement with RJN Group, Inc. for the Whitted Creek Sanitary Basin Modeling Project, in an amount not to exceed $34,750.00; Approve and authorize the Mayor to sign the renewal of the Service Agreement with Stryker - ProCare Services for the LifePak AEDs, in an amount not to exceed $5,940.00; Approve and authorize Mayor to sign the Phone System Replacement Proposal, with CoreTech, in an amount not to exceed $166,949.00 and to approve and authorize Mayor to sign Master Services Agreement; Approve and authorize Mayor to sign Retail Service Agreement with AVI Systems, Inc., in an amount not to exceed $54,876.98; Approve and authorize the Mayor to sign the Third Amendment to Lease Agreement with BAE Systems Information and Electronic Systems Integration Inc. for a three-year term, beginning 03/01/2021 - 02/28/2024, in the following amounts:  Year 1 - $273,912.50; Year 2 - $273,912.50; and Year 3 - $280,705.53; and Approve and authorize the Mayor to sign the Agreement with Nebraska Defense Research Corporation (NDRC) to contribute funds for a project that will provide jobs and other economic development to the City, in an amount not to exceed $250,000.00.

7.   Administrative Reports:  Comments must be limited to items on the current Reports.  (Monthly reports are given at the first Council Meeting of every month - February report will be attached to March 2nd Council packet).

8.  There being no further business to come before the Council at this time, on motion duly made & seconded, at 6:31 p.m. the meeting adjourned.

ORDINANCE NO. 4023

 

AN ORDINANCE TO AMEND THE OFFICIAL ZONING MAP OF THE CITY OF BELLEVUE, NEBRASKA, AS PROVIDED FOR BY ARTICLE 3 OF ORDINANCE NO. 3619 BY CHANGING THE ZONE CLASSIFICATION OF LAND LOCATED AT OR ABOUT 10th STREET AND ALBERTA AVENUE, MORE PARTICULARLY DESCRIBED IN SECTION 1 OF THE ORDINANCE AND TO PROVIDE AN EFFECTIVE DATE.

WHEREAS, having received a recommendation from the city of Bellevue Planning Commission and proper notice having been given and public hearing held as provided by law:

BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BELLEVUE, NEBRASKA:

Section 1. That part of the official zoning map of the City of Bellevue, Nebraska, as provided in Article 3, of Ordinance No. 3619 is hereby amended to change the zone classification of the following described parcel of land:

Lot 2, Bellevue Business Park Replat VI, located in the Northeast ¼ of Section 22, T14N, R13E of the 6th P.M., Sarpy County, Nebraska.

 

From AG (Agricultural District) to FX (Flex Space District).

AN ORDINANCE TO AMEND THE OFFICIAL ZONING MAP OF THE CITY OF BELLEVUE, NEBRASKA, AS PROVIDED FOR BY ARTICLE 3 OF ORDINANCE NO. 3619 BY CHANGING THE ZONE CLASSIFICATION OF LAND LOCATED AT OR ABOUT SOUTH OF 48TH STREET AND CAPEHART ROAD, MORE PARTICULARLY DESCRIBED IN SECTION 1 OF THE ORDINANCE AND TO PROVIDE AN EFFECTIVE DATE.

Section 3. Except as amended herein, the official zoning map and the classification shown therein shall remain as heretofore existing.

Section 4. This ordinance shall take affect and be in force from and after its adoption and publication according to law.
