The meeting of the Board of the Village of Boys Town was held at 1:30 p.m. on Tuesday, April 6, 2021 in the Headquarters Building of Father Flanagan’s Boys’ Home in the Village of Boys Town, Nebraska.
Call to Order:
Chair Skartvedt called the meeting to order at 1:35 p.m.
Notice of Meeting:
The Notice of Meeting and Executive Order 20-36 were posted on March 30, 2021, to Beacon and in the following designated public places in the Village of Boys Town: Town Hall, Visitor’s Center, and Headquarters. The Notice of Meeting and Executive Order 20-36 were also published in The Daily Record on April 1, 2021.

Special Presentation/Proclamation:
On behalf of the Honorary Mayor, Hazakiah Williams, Madison Hagan attended in person to officially proclaim April as Child Abuse Awareness Month in the Village of Boys Town.
Treasurer’s Report, Report on Claims to Be Paid, Report on Prepaid Claims:
The Village Treasurer reviewed the February 2021 Financial Report with the Trustees. The balance of all funds as of February 29 collectively $488,258.98. Detailed reports of claims to be paid are attached herewith and become part of the minutes. There were no pre-paid claims as of April 6. Chair Skartvedt solicited a motion for consideration of and to approve action on accounts of the Village Treasurer, to approve the Village General Fund allowance and payment of claims.

Report of the Village Police Chief:
Chief Clark reported he received a third resignation from a police officer. The FTEs will not be filled at this time due to a 18% decrease in the volume of calls. Chief Clark discussed the 2020 Mutual Aid Interlocal Agreement.

Upon MOTION duly made by Msgr. Gilg and seconded by Wilson, Resolution 0421-1 Approving the 2020 Mutual Aid lnterlocal Agreement was accepted. The Village Clerk conducted roll call.

Report of the Village Fire Chief:
Chief Kava provided an update with ongoing department trainings and indicated he will be attending continuing education courses. Chief Kava requested to hold the Village fireworks display on July 3, 2021. This request will be reviewed to ensure there are no conflicts. The discussion is tabled until the next meeting.
Report of the Village Engineer & Superintendent:
Joe Oetken presented an update on the one-year and six-year plan. The work to date is complete with more work to start October 2021. The construction on Mother Theresa Lane is ongoing and will be finished by the end of April. All bids for pothole repairs were submitted and a contractor selected. The drainage and sewer work on 144th Street was completed and an easement was granted for a storm watcher to travel east on Village property.
Other Business:
Adoption of Resolution 0421-2 Approving 457(b) Restatement of Retirement Savings Plan
The Village of Boys Town Retirement Savings Plan (the “Plan”) was recently restated on a new plan document. The old plan document consisted of two plans, an Adoption Agreement that contained the plan provisions that were elected by the Village and a Basic Plan Document which included all of the standard plan provisions and explanations of the provisions that may be elected in the Adoption Agreement, plus several amendments thereto. The new Plan restatement is all contained in a single document that incorporates all the previously adopted amendments. This means there is no longer a need to cross-reference among several documents to determine the terms of the Plan. Changing to a single-document Plan also allowed the removal of the inapplicable provisions from the Basic Plan Document. In addition, the Summary Plan Description (the “SPD”) of the Plan was updated to accurately reflect all the changes over the years to the Plan. The updated Plan follows all current and applicable laws. The restatement does not change any terms of the Plan and there is no financial impact to the Village.

Adoption of Revised Police Standard Operating Procedures
As part of the Board’s increased oversight for the Village Police, the Village Attorney has continued the process of reviewing and revising the Village Police SOPs. The Village Attorney worked closely with the Chief of Police on these SOP revisions to incorporate all legal requirements. The SOPs for approval are as follows:

Graduation/Parade
Chair Skartvedt congratulated the kids on their graduation and thanked them for their participation in the parade. He also expressed how very proud the Village of Boys Town was of its graduates. He also thanked Chief Clark and Chief Kava for all their work coordinating the event to make it fun and successful.
Special Presentation/Proclamation:
Hazakiah Williams, Mayor of the Village of Boys Town, and Megan Lambert on behalf of Hailey Holm who is the Vice Mayor attended the meeting to make two very important proclamations on behalf of the citizens of Boys Town.
1. Proclamation of National Mental Health Month, read by Hazakiah Williams
2. Proclamation of Asian/Pacific American History Month, read by Megan Lambert
Now therefore, let it be proclaimed by the Honorable Mayor, Hazakiah Williams, and Megan Lambert that April is National Mental Health and Asian/Pacific American History Month.

Chair Skartvedt solicited a motion for consideration of and to approve action on accounts of the Village Treasurer, to approve the Village General Fund allowance and payment of claims.

Report of the Village Police Chief:
Chief Clark reported he received a fourth resignation from a police officer and that a fifth resignation was forthcoming. Chief Clark requested two full time FTEs for the position of police officer be filled at this time.
Upon MOTION duly made by Haack and seconded by Lindley, the hiring of police officers to fill two full time FTEs was approved. The Village Clerk conducted roll call.

Report of the Village Fire Chief:
Chief Kava reported the Village fireworks display application was accepted and the fireworks display will be held on July 4, 2021. In the event of postponement, the back-up date for the fireworks display will be July 5, 2021.
Report of the Village Engineer & Superintendent:
Brett Wawers provided an update on the construction on Mother Theresa Lane and that the work continues. The work to repair potholes throughout the Village was complete with the exception of Fann Road, which needs more work.
Other Business:
Resignation of Trustee Nicole Wilson
Nicole Wilson announced her resignation from her role as Trustee. The Board is actively accepting names of interested candidates. At the June 8th meeting, the Board will nominate a candidate and vote to approve the selected nominee to fill the remainder of the term, which is December 2022.

The next regular meeting of the Village Board is scheduled for Tuesday, June 8, 2021 at 1:30 p.m.
