The meeting of the Board of the Village of Boys Town was held at 1:30 p.m. on Tuesday, October 5, 2021 in the Headquarters Building of Father Flanagan’s Boys’ Home in the Village of Boys Town, Nebraska.
Call to Order:
Chair Skartvedt called the meeting to order at 1:36 p.m.
Notice of Meeting:
The Notice of Meeting was posted on September 28, 2021, to Beacon and in the following designated public places in the Village of Boys Town: Town Hall, Visitor’s Center, and Headquarters. The Notice of Meeting was also published in The Daily Record on September 28, 2021.

Special Presentation/Proclamations:
Madison Hagan, Mayor of the Village of Boys Town, and Jacey Ballard, Vice Mayor, attended the meeting to make two very important proclamations on behalf of the citizens of Boys Town.
1. Proclamation of Youth Justice Action Month, read by Madison Hagan
2. Proclamation of Hispanic Heritage Month, read by Jacey Ballard
Now therefore, let it be proclaimed by the Honorable Mayor, Madison Hagan, and Vice Mayor, Jacey Ballard that October is National Youth Justice Action Month and Hispanic Heritage Month.
Report of the Village Treasurer:
The Village Treasurer reviewed the August 2021 Financial Report with the Trustees. The balance of all funds as of August 31 collectively $453,871.72. Detailed reports of Payroll & Related Invoices Paid and Invoices to be Paid are attached herewith and become part of the minutes. Chair Skartvedt solicited a motion for consideration of and to approve action on accounts of the Village Treasurer, to approve the Village General Fund allowance, Payroll & Related Invoices Paid, and Invoices to be Paid.

Report of the Village Police Chief:
Chief Clark reported two new recruit’s applications for training have been submitted to the state. There was 100% participation in the ‘We Carry the Dream’ Employee Giving Campaign.
Report of the Village Fire Chief:
Chief Kava reported flu shots will be administered starting October 6. A new EMT class starts October 18. The invoice for the fireworks display in 2022 will be presented at the next regular meeting in order to receive a discount.

Superintendent:
Joe Oetken provided an update that construction on Mother Theresa Lane continues to progress.
Next Meeting:
The next regular meeting of the Village Board is scheduled for Tuesday, November 2, 2021 at 1:30 p.m.

Proclamation
When children violate the law, justice can be served without sacrificing opportunities for rehabilitation. restoration and redemption. No child is beyond hope, and they all deserve age-appropriate interventions and supports. That was proven more than a century ago by the advocacy of Father Edward J. Flanagan, who fought against the same unjust and brutal systems that failed America’s youth then. He believed – and it remains true today – that it was inherently unfair for children to be charged, convicted, and punished by the same rules that applied to adults.
WHEREAS, every child deserves rehabilitation in a system that is responsive to their physical, psychological, and emotional needs.
WHEREAS, Youth Justice Action Month (YJAM) is a national campaign to end the prosecution of youth in the adult court system;
WHEREAS, youth are developmentally different from adults and these differences have been documented through adolescent brain research;
WHEREAS, youth who are placed under the commitment of the juvenile court system are able to access age appropriate rehabilitative services, education, and remain closer to their families, all of which reduces the likelihood of future offending:
WHEREAS, most laws allowing the prosecuting of youth as adults were enacted prior to research evidence by the Centers for Disease Control and Prevention and the Office of Juvenile Justice and Delinquency Prevention demonstrating that youth prosecuted in adult court actually decreases public safety as, on average, they are 34 percent more likely to commit future crimes than youth retained in the juvenile system;
WHEREAS, youth of color and youth with disabilities, and youth with mental health issues are disproportionally represented at all stages of the criminal justice system;
WHEREAS, it is harmful to public safety and to young offenders to confine youth in adult jails or prisons where they are significantly more likely to be physically and sexually assaulted and where they are often placed in solitary confinement:
WHEREAS, youth sentenced as adults receive an adult criminal record which deters future education or employment opportunities and the collateral consequences normally applied in the adult justice system should not automatically apply to youth arrested for crimes before the age of 19;
WHEREAS, the Village of Boys Town is committed to setting the national standard in juvenile justice by using a system that rehabilitates children while also providing them the physical, psychological and emotional care they need to secure a bright, productive future.
NOW, THEREFORE, let this be the moment we treat children like the individuals they are and give them a second chance and
LET IT BE PROCLAIMED by the Honorable Mayor, Maddie Hagan, on behalf of the Village of Boys Town, Nebraska, that October is
“YOUTH JUSTICE ACTION MONTH”
in the Village or Boys Town, Nebraska, and we hereby urge all citizens and policymakers to take due note of this observance.

Proclamation
WHEREAS, Hispanic Heritage Month, established nationally in 1988 by Public Law 100-402, honors the culture, history, and achievements of Hispanic people, recognizing Hispanics, Latinos, and Latin American people in the United States for their many contributions to American society; and
WHEREAS, the starting date of the annual celebration, September 15., is significant because it is the anniversary of independence for Latin American countries of Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua. In addition, Mexico and Chile celebrate their independence days on September 16 and 18 respectively; and
WHEREAS, the Hispanic community makes up the largest ethnic minority group in the United States; and
WHEREAS, the history, culture, art, food, music, and traditions that define the lives of Hispanic people are integral to every aspect of our society; and
WHEREAS, the national theme of this year’s Hispanic Heritage Month is “Esperanza: A Celebration of Hispanic Heritage and Hope.” This theme invites us all to reflect on the contributions Hispanics have made in the past, will make in the future, and how great our tomorrow can be if we hold onto our resilience and hope; and
WHEREAS, Hispanic and Latino/Latinx communities have had a monumental impact on the cultural fabric of our stale and nation, made meaningful contributions to social and economic progress, strengthen our economy as business leaders and entrepreneurs, cultivate a strong agricultural industry, enrich our schools and education system, and serve as leaders in our community; and
WHEREAS, America’s Latino/Latinx community continues to face disproportionate health and economic impacts from COVID-19; and
WHEREAS, Hispanic Heritage Month is an opportunity to appreciate our freedom, to celebrate diversity, and to build upon our American tradition of embracing people of all cultures.
NOW, THEREFORE, LET IT BE PROCLAIMED by the Vice Mayor Jay Ballard, of the Village of Boys Town, Nebraska, that September 15 - October 15, 2021 is
“HISPANIC HERITAGE MONTH”
in the Village of Boys Town, Nebraska, we encourage all citizens to celebrate the history and culture of America’s Hispanic and Latino/Latinx with appropriate ceremonies and activities.
