INVITATION TO BID

Sealed Proposals for the construction of “Ralston Arena Pavement Replacement – Phase 2 for the City of Ralston,” JEO Project No. 181714.07, QuestCDN No. 7877674, will be received by the City of Ralston, Attn: Rosie Russell, City Clerk at 5500 S 77th Street, Ralston, NE 68127, until 11:00 A.M. on the 1st day of December 2021, and thereafter will be read aloud.

The work is generally described as follows: Removal and replacement of deteriorated pavement, curb and gutter, and sidewalk sections on the east side of the Ralston Arena (Independence Drive)

Opinion of Probable Cost

$325,000 (Base Bid)

Proposals will be taken for said construction work listed above by unit prices, as an aggregate bid for the entire project.

All Proposals for said construction work must be made on blanks furnished by the Engineer and must be accompanied by Bid Security of not less than 5% of the amount bid. Bid Security to be made payable to the Treasurer of the City of Ralston as liquidated damages in case the bid is accepted and the bidder neglects or refuses, to enter into contract and furnish bond in accordance herewith.

Copies of the contract documents are on file with the City of Ralston for examination by bidders. Complete digital project bidding documents are available at JEO’s website at jeo.com for $20.00. An optional paper set of project documents is available for a non-refundable price of $75.00 per set. Please send your check payable to JEO Consulting Group, Inc. at 1937 N. Chestnut Street, Wahoo, NE 68066. If you have any questions, contact us at 402.443.4661. In order to bid the project, the contract documents must be issued directly by JEO Consulting Group, Inc. or QuestCDN to the bidder.

The Owner reserves the right to waive informalities and irregularities and to make awards on bids which furnish the materials and construction that will, in their opinion serve the best interests of the Owner, and also reserves the right to reject any and/or all bids.

The work is generally described as follows: Repair of erosion around pedestrian bridge by constructing a drainage swale to redirect storm flows.

Opinion of Probable Cost

$50,000

PUBLIC HEARING NOTICE

The Ralston City Council will hold a public hearing at 5:30 PM on Tuesday, December 7, 2021.  The purpose of the public hearing is to consider the 2nd reading of Ordinance No. 1296, an ordinance amending the Master Fee Schedule. Public comments will be accepted.  An agenda will be kept current and available for public inspection at the Office of the City Clerk, 5500 S. 77th Street, Ralston, Nebraska 68127. Written comments should be addressed to the City Clerk at the above address.

Ralston City Council Regular Meeting

Tuesday, November 2, 2021 Minutes

The complete minutes are on file in the office of the City Clerk and are available for public inspection during regular business hours or on the City’s website at www.cityofralston.com.

The Ralston City Council met in regular session on Tuesday, November 2, 2021 at 5:30 PM at Ralston City Hall.  The Pledge of Allegiance was recited. Roll was called with the following present: Mayor Groesser and Council members Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  The agenda was available at City Hall for public inspection and posted prior to the meeting.  The legal notice for the meeting was published in the Omaha Daily Record.  Claims listed are approved and part of these minutes.

Pastor Jim Haack, Beautiful Savior Lutheran Church, gave the invocation.  Mayor Groesser welcomed the press and guests.  Groesser said the meeting is subject to the Nebraska Open Meetings Act.  A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.

Reviewed the following items under the consent agenda.  (1) Minutes from the October 19, 2021 regular city council meeting; (2) Claims; (3) Arena Financial Statements for the period ending August 31, 2021; (4) Department Head and/or Commission Reports.  Moved and seconded to approve the Consent Agenda.  Aye:  Brousek, Fideline, Kavanaugh, Sanchez, and Preis.  Nay:  None.  Abstaining:  Krause.  Absent:  None.  Motion carried.

Freshman reported one apartment inspection was done this week and a follow-up for another one is scheduled with JEO.  Krajewski reported on arena events. Hoppe reported on the Holiday Magic event to be held on November 28th, 2021.  Hoppe reported on a joint press conference to be held on November 9th, 2021, in regards to Event Vesta.  Event Vesta was recently named start-up of the year.

Groesser read a proclamation for Small Business Saturday in the City of Ralston.

Moved and seconded to approve Resolution 2021-14, a resolution approving the Ralston Downtown and Hinge Redevelopment Area.  Aye:  Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  Nay:  None.  Absent:  None.  Motion carried.

Moved and seconded to approve the Redevelopment Agreement between the Community Redevelopment Authority and the City of Ralston.  Aye:  Fideline, Kavanaugh, Krause, Sanchez, and Preis.  Nay:  None.  Abstaining:  Brousek.  Absent:  None.  Motion carried.Moved and seconded to approve Resolution 2021-15, a resolution approving the first amendment to the interlocal agreement to provide mutual aid maintenance and support for law enforcement services within the jurisdiction of each of the other cooperating agencies.

Aye:  Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  Nay:  None.  Absent:  None.  Motion carried.

Public comment:  There was no public comment.

Council comment:   Brousek thanked all departments, Mayor and staff for all the hard work.

The meeting adjourned at 6:02 PM.

The next regular meeting is Tuesday, November 16, 2021 at 5:00 PM.
