Notice is hereby given that the City Council of the City of Omaha met on July 15, 2025 and passed and approved the following ordinances:

 

ORDINANCE NO. 44320

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located northwest of 24th Avenue and Saint Marys Avenue from DS-Downtown Service District to DS-Downtown Service District (property is located within an ACI-Area of Civic Importance Overlay District).                                                                                           

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lot 1, Completely Kids Henry Davis, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, is hereby rezoned from DS-Downtown Service District to DS-Downtown Service District.

ORDINANCE NO. 44321

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located northwest of 24th Avenue and Saint Marys Avenue from DS-Downtown Service District to CBD-Commercial Business District (property is located within an ACI-Area of Civic Importance Overlay District).                                                                                      

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lot 2, Completely Kids Henry Davis, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, is hereby rezoned from DS-Downtown Service District to CBD- Commercial Business District.

ORDINANCE NO. 44322

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located at 3011, 3013, 3015, 3051, 3053, 3057, 3063, and 3065 South 28th Avenue from R5(35)-Urban Family Residential District to GI-General Industrial District.                                                                                       

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lot I, Sheelytown Limited Cooperative Association, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, is hereby rezoned from R5(35)-Urban Family Residential District to GI-General Industrial District.

ORDINANCE NO. 44323

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located southeast of 49th Street and North Saddle Creek Road from GC-General Commercial District to NBD-Neighborhood Business District (property is located within an ACI-Area of Civic Importance Overlay District).                                                                                       

Summary: The official zoning map adopted by Section 5 5-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lot 1, Cloverdale Replat 3, along with the south half of vacated alley adjacent on the north, Douglas County, Nebraska, is hereby rezoned from GC-General Commercial District to NBD-Neighborhood Business District.

ORDINANCE NO. 44324

AN ORDINANCE to approve a PUR-Planned Unit Redevelopment Overlay District, located southeast of 49th Street and North Saddle Creek Road (property is located within an ACI-Area of Civic Importance Overlay District), to approve the Development Plan, and to provide for an effective date.                                                                                     

Summary: In accordance with Sections 55-595 through 55-600 of the Omaha Municipal Code, a PUR-Planned Unit Redevelopment Overlay District and the Development Plan, attached hereto and made a part hereof, are hereby approved, for the following described land in Douglas County, Nebraska: Lot 1, Cloverdale Replat 3, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska.

ORDINANCE NO. 44329

AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and 3501 Farnam LLC, a Nebraska limited liability company, to implement the 3501 Farnam Apartments Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 3501 Farnam Street, which proposes the demolition of the former WOWT News station building and construction of a new four and five story residential building with 187 market rate apartment units; the agreement authorizes the use of up to $4,772,800.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date.

AN ORDINANCE to approve a Professional Services Agreement between the City of Omaha, a Municipal Corporation, and Thomas H. Warren Sr., LLC from June 10, 2025 to May 31, 2029; Thomas H. Warren Sr., LLC will be compensated for professional services at a rate of $168,823 for year one, with such amount to increase by 3% per year; funding shall be from Fund: 11111 (General), Organization: 101011 (Mayor’s Office- Executive & Public Affairs), Account: 42239 (Professional Fees - Other); to authorize the Finance Director to make payments in conformance therewith; and to provide an effective date.

AN ORDINANCE to approve the acceptance of and authorize disbursement over more than one fiscal year from the Executive Office of the President, Office of National Drug Control Policy Grant Award #HID1425G0592-00 in the amount of five hundred thirty-six thousand four hundred fifty eight dollars ($536,458), during the project period extending from January 1, 2025 to December 31, 2026 to support initiatives designed to implement the Strategy proposed by the Executive Board of the Midwest HIDTA including the Greater Omaha Safe Streets Taskforce, Omaha ATF Illegal Firearms Taskforce, Omaha DEA Drug Task Force, Omaha Metro Drug Task Force, and Management and Coordination; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; and, providing for the effective date hereof.

Summary: That the corporate limits of the City of Omaha be extended over and that there be included therein the following described lands in Douglas County, Nebraska, which presently adjoins the City Limits of the City of Omaha, as it now exists:

 

CENTER RIDGE AS PLATTED AND RECORDED IN DOUGLAS COUNTY, NEBRASKA, TOGETHER WITH ALL OF WEST CENTER ROAD RIGHT-OF-WAY ADJOING ON THE SOUTH, SAID RIGHT-OF-WAY BEING BOUNDED ON THE WEST BY THE WEST LINE OF THE SOUTHEAST QUARTER OF THE SOUTHEAST QUARTER OF SECTION 30, TOWNSHIP 15 NORTH, RANGE 11 EAST OF THE 6TH P.M. DOUGLAS COUNTY NEBRASKA AND THE WEST LINE OF THE NORTHEAST QUARTER OF THE NORTHEAST QUARTER OF SECTION 31, TOWNSHIP 15 NORTH, RANGE 11 EAST OF THE 6TH P.M. DOUGLAS COUNTY NEBRASKA AND BOUNDED ON THE EAST BY THE WEST RIGHT-OF-WAY LINE OF 192ND STREET AND THE EXISTING CITY LIMIT LINE OF THE CITY OF OMAHA AS ESTABLISHED BY ORDINANCE 36483 PASSED JANUARY 13, 2004. SAID CENTER RIDGE IS ALSO BOUNDED ON THE EAST BY THE EXISTING CITY LIMIT LINE OF THE CITY OF OMAHA AS ESTABLISHED BY ORDINANCE 36947 PASSED MARCH 8, 2005.

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on July 29, 2025, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:

 

An ordinance to rescind the landmark designation of the Grand Theater, located at 2920 and 2922 North 16th Street, pursuant to Omaha Municipal Code section 24-65.

 

An ordinance approving a Master Agreement between the City and Milieu, LLC, as Owners and Holland Basham Architects, Inc., as Architect, for professional services related to the construction of parking facilities and related retail buildings at Crossroads Phase 1 (Blocks B, D, and E).

 

An ordinance approving a Master Agreement between the City and Milieu, LLC, as Owners and Meyers-Carlisle-Leapley Construction Company, Inc., as Construction Manager, for the construction of parking facilities and related retail buildings at Crossroads Phase 1 (Blocks B, D, and E), the General Conditions for Construction, and the Amendment establishing the Guaranteed Maximum Price for the parking facility to be constructed on Block D.
