Redevelopment Project Plan
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will meet and hold a public hearing on October 22, 2024, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183 for the purpose of hearing testimony for:
Frame Apartments and Millwork Hotel Redevelopment Project Plan.

The redevelopment project plan involves two sites located on either side of Nicholas Street, within one block of each other. The Frame Apartments are a new construction five story apartment building with 149 units on the upper floors and 10,554 square feet of commercial space on the first floor. The Millwork Hotel involves the rehabilitation of an existing historic building for use as a boutique hotel with 135 upscale rooms.
The Planning Board recommended approval of this Redevelopment Project Plan at the September 4, 2024 public hearing.
The Redevelopment Project Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of Tax Increment Financing (TIF) in an amount up to $10,297,186.00, which includes capitalized interest, and contemplates the designation of an Enhanced Employment Area (EEA) for the use of a General Business Occupation Tax. TIF loan proceeds will be used to offset eligible expenses such as building construction and rehabilitation, engineered foundations, architecture and engineering, grading and other public improvements as required. The total estimated project costs are $101,493,266.00, but are subject to change as final costs come in.
A copy of said plan is available for public inspection in the City Clerk’s Office.
