Public Notice is hereby given that a meeting of the Village Board of Trustees of the Village of Waterloo, Nebraska, held at 7:00 o’clock P.M. on October 14, 2024, there was passed and adopted Ordinance No. 844 entitled:
AN ORDINANCE CHANGING THE COMPENSATION FOR FULL-TIME AND PERMANENT PART-TIME EMPLOYEES OF THE VILLAGE OF WATERLOO, DOUGLAS COUNTY, NEBRASKA; REPLACING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE.

AN ORDINANCE AMENDING THE ZONING MAP OF THE VILLAGE OF WATERLOO, DOUGLAS COUNTY, NEBRASKA; FINDING THAT THE PLANNING BOARD DULY RECOMMENDED THE ADOPTION OF THE AMENDMENT; FINDING THAT NOTICE OF HEARING ON SUCH AMENDMENT WAS DULY GIVEN PRIOR TO THE HEARING AS PROVIDED BY LAW AND THAT PUBLIC HEARING WAS HAD THEREON; FINDING THAT THE ZONING MAP OF WATERLOO, DOUGLAS COUNTY, NEBRASKA, BE AMENDED BY REZONING THE REAL PROPERTY COMMONLY KNOWN AS A PORTION OF PARCEL ID 0106880000, and PARCEL IDs 0106840000, 0106820001, 0106770004, 0106860008, and 0106870014 IN WATERLOO, AND LEGALLY DESCRIBED HEREIN, FROM THE AG AGRICULTURAL DISTRICT TO MIXED USE OF RESIDENTIAL, R-1 LOW DENSITY RESIDENTIAL ANS BC BUSINESS AND COMMERCIAL DISTRICT; PROVIDING FOR THE REPEAL OF ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF THIS ORDINANCE.

SPECIAL MEETING PROCEEDINGS
September 16, 2024
The Board of Trustees of the Village of Waterloo met for a Special Meeting on September 16, 2024 at 5:30 pm in the Village Office, 509 S. Front Street. Present were Vice-Chairperson Bill Rotert (arrived at 5:39pm) and Trustees A. Harlow, Sass, Rochford. Chairman T. Harlow was absent. Clerk Smith was also present.
Trustee Rochford called the meeting to order at 5:33pm and stated the location of the Open Meetings Act. Notice of the meeting was duly exercised and mailed per the bylaws.
The following motions were approved:
- To approve Resolution 09-16-24-02, to approve purchase of benches up to $3000.00
- To approve Resolution 09-16-24-04, to approve repairs to the maintenance vehicle by Elkhorn Auto in the amount of $1,190.00
- The following bills were approved be paid: AR custom-repairs 112, Bistate-supplies 2.23, Black hills-heat 255.41, Cox-phone 671.35, Fremont-police equipment 750, Ingram-library books 260.94, JDs Carwash-cruiser expenses 20.40, Jelinek-supplies 36.99, JEO-street project 603.75, Kona-library programs 230, Marriott-annual conference 369.75, Menards-supplies 450.61, New Moon-cleaning 400, Oreilly-supplies 135.93, Pavers-street project pay app 1 840,915.43, Pruitt-mileage 263.18, Signex-storm repairs 495, Ty’s-repairs 389.94, Visa-supplies 1973.18, Vrba-water hydrant repair 9,200
- A hearing was opened at 5:40pm for the 2024/2025 Budget. No public comments were made. The hearing was closed at 5:41pm
- To approve additional one percent increase for 2024/2025 budget
- To approve 2024/2025 Budget for $640,000 with a levy of 0.492090
- A hearing was opened at 5:42pm to set the property tax request. No public comments were made. The hearing was closed at 5:42pm
- To approve Resolution 09-16-24-01, to set the property tax request
- To approve Resolution 09-16-24-03, to approve renewal of service contract with PeopleService for a term of 5 years
ADJOURNMENT
There being no further business, the meeting was adjourned at 5:47pm. The next regular meeting is scheduled for October 14, 2024 at 7:00pm.

The Board of Trustees of the Village of Waterloo met for a Regular Meeting on September 9, 2024 at 7:00 pm in the Village Office, 509 S. Front Street. Trustees A. - To approve Resolution 09-09-24-04, approve employment of Nicholas Hawthorne as a full-time police officer
- To approve Resolution 09-09-24-05, to approve SDL for October 13, 2024 from 3:00pm to 10:00pm on Washington Street from Third Street and east approximately 200’
- To approve Resolution 09-09-24-06, to approve various street closures for Boo in the ‘Loo on October 13, 2024 from 8:00am to 10:00pm
- A hearing was opened at 7:18pm to discuss a variance application by Viaduct Gardens for 609 Madison Street to permit erection of greenhouse within 2ft of another structure on neighboring property. The hearing was closed at 7:20pm.
- To approve the variance for Viaduct Gardens at 609 Madison Street
- A hearing was opened at 7:21pm to discuss the One and Six Year Street Plan. No public input was heard. The hearing closed at 7:21pm.
- To approve Resolution 09-09-24-07, to approve the One and Six Year Street Plan
- To approve retaining Baird Holm as Village TIF attorney
- To approve Resolution 09-09-24-08, to approve bid for aeration and overseeding of Cedar Hollow baseball field by Luke’s Lawn and Pest in the amount of $855.00
- To approve Resolution 09-09-24-09, to approve bid for fertilizing program of Cedar Hollow baseball field by Luke’s Lawn and Pest in the amount of $1,968.00
- To approve Resolution 09-09-24-10, to approve bid for tree removal from Village property by Out on a Limb in the amount of 7,825.00
