SPECIAL MEETING PROCEEDINGS
February 1, 2024
The Board of Trustees of the Village of Waterloo met for a Regular Meeting on February 1, 2024 at 7:00 pm in the Village Office, 509 S. Front Street. Vice-Chairperson Bill Rotert and Trustees A. Harlow, Rochford and Sass were present. Chairperson T. Harlow was absent. Attorney Solomon and Clerk Smith were also present.
Vice-Chairperson Rotert called the meeting to order at 7:00 pm and stated the location of the Open Meetings Act. Notice of the meeting was duly exercised and mailed per the bylaws.
A hearing was opened at 7:00pm for an application for a Redevelopment Plan - Harvest Heights LLC- Travis Harlow presented his request for approval of the redevelopment plan. No other public comments were made. The hearing was closed at 7:13pm. Resolution 02-01-24-01, to approve Redevelopment Plan for Harvest Heights on the Creek – 240th and Blondo Street was approved.
Resolution 02-01-24-02, approve Redevelopment Contract for Harvest Heights on the Creek – 240th and Blondo Street was approved.
There being no further business, the meeting was adjourned at 7:23pm. The next regular meeting is scheduled for February 5, 2024 at 7pm.

The Board of Trustees of the Village of Waterloo met for a Regular Meeting on February 1, 2024 at 5:00 pm in the Village Office, 509 S. Front Street. Vice-Chairperson Bill Rotert and Trustees A. Harlow, Rochford and Sass were present. Chairperson T. Harlow was absent. Attorney Solomon and Clerk Smith were also present.
Vice-Chairperson Rotert called the meeting to order at 5:00 pm and stated the location of the Open Meetings Act. Notice of the meeting was duly exercised and mailed per the bylaws.
A hearing was opened at 5:00pm for an application for Final Subdivision Plat Review-Harvest Heights LLC- Parcel ID 0107470010 (LANDS SEC-TWN-RGE 10-15-10 -EX CO RD & IRREG W 83.39 FT TAKEN FOR HWY 275 & IRREG NE .93 AC FOR DIKE & IRREG E 224.66 N 238.33 FT TRIA & PARCEL FOR HWY WIDENING AS DESC MISC BK 1311-406- W 50 AC S 1/2 SW 1/4 37.6 AC). Travis Harlow presented the updated plans. Luke Henson and Morgan Mar questioned the board about tax implications and who bears the cost of utility installation. The hearing was closed at 5:23pm. The final plat was approved as presented.
A hearing was opened for an application to amend zoning regulations for Harvest Heights on the Creek to change zoning from Agricultural (AG) to Residential (R1 and R2) and Business and Commercial (BC) at 5:24pm. Travis Harlow stated he would no longer like to have R1 zoning and requested it be removed from the ordinance. No other public comments were made. The hearing was closed at 5:26pm. A motion to amend Ordinance 834 to remove R1, a motion to waive the three readings of Ordinance 834 and Ordinance 834 were approved as amended.
Amendment #1 to the JEO agreement to add patching to Dryer’s Road and 240th St, design and construction of Avenue A and calming devices in Homes at River Road for an additional cost of $36,875.00 was approved.
There being no further business, the meeting was adjourned at 5:47pm. The next regular meeting is scheduled for February 5, 2024 at 7pm.
