NOTICE OF PUBLIC MEETING

The Nebraska Public Service Commission will hold a public meeting on Tuesday, December 2, 2025, at 10:00 a.m. in the Commission Hearing Room, 300 The Atrium, 1200 N Street, Lincoln, Nebraska.

Remote access to the meeting will be available to the public at: http://psc.nebraska.gov/stream. Individuals may also attend the meeting by telephone: 408-418-9388 and then enter 2485 596 7539, when prompted for an access code.

The agendas will be available for public inspection at the Commission no later than 10:00 a.m. on the day before the meeting. The agendas will also be available on the Commission’s Calendar webpage at http://psc.nebraska.gov/calendar.

If auxiliary aids or reasonable accommodations are needed for attendance at a Commission meeting, please call the Commission at 402-471-3101. For people with hearing/speech impairments, please call 711, or the Nebraska Relay System at 800-833-7352 (TDD) or 800-833-0920 (Voice).  Advance notice of at least seven days is needed when requesting an interpreter.

NOTICE OF INTENTION TO ISSUE BONDS

OF NEBRASKA EDUCATIONAL BUILDING ASSOCIATION

 

PUBLIC NOTICE is hereby given by the Nebraska Educational Building Association (the “Agency”) pursuant to the Nebraska Interlocal Cooperation Act, Sections 13-801 to 13-827 R.R.S. Neb., as amended, that the Agency intends to issue its Lease Rental Revenue Bonds, Series 2025 (the “Bonds”).  With respect to the Bonds, the following information is provided:

 

The name of the joint entity issuing the Bonds is the Nebraska Educational Building Association, which was formed on May 18, 2023, pursuant to an Interlocal Cooperation Act Agreement.  Box Butte County School District 0010 (Hemingford Public Schools) (the “District”) is one of the public agencies which is party to such agreement and is the primary political subdivision to be serviced by the project to be financed by the Bonds. The purpose of the Bonds is to finance construction, acquisition and improvement of school buildings and facilities and lease the Project to the District.

 

The initial maximum rate of interest payable on the Bonds will not exceed 6.50% per annum.  The Bonds will be issued in an aggregate principal amount of approximately $7,910,000, but may be issued in the principal amount of up to $8,500,000; the final maturity date for the Bonds is expected to be December 15, 2050; and principal payments are anticipated during each calendar year in the approximate amounts indicated below. The aggregate principal amount, principal payment amounts, and final maturity, all to be determined by the officers of the Agency in accordance with the resolution providing for the issuance of the Bonds:

A copy of the resolution authorizing the Bonds may be examined at the following locations during regular business hours (8:00 a.m. to 4:30 p.m.) on each business day for a period of thirty days after the publication of this notice: (a) Douglas County West Community Schools (an initial member of the Agency), 401 South Pine Street in Valley, Nebraska, 68064; (b) Hemingford Public Schools, located at 913 Niobrara, Hemingford, Nebraska, 69348; and (c) the offices of Gilmore & Bell, P.C., bond counsel to the Agency, at 2120 S. 72nd Street, Suite 1000, Omaha, Nebraska, 68124.

Notice is hereby given that a meeting of the Members of the Nebraska Educational Building Association will be held at 4:00 p.m. on Monday, December 1, 2025, at the Douglas County West Community Schools Central Office Board Room located at 401 South Pine Street in Valley, Nebraska, which meeting will be open to the public. An agenda for such meeting, kept continuously current, is available for public inspection at the Douglas County West Community Schools Superintendent’s office located at 401 South Pine Street in Valley, Nebraska, during normal business hours. Such agenda may include, but shall not be limited to, the following items: approval of September 11, 2023 Minutes, approval of financing for Hemingford Public Schools building, admit new members, including Hemingford Public Schools, Minden Public Schools, East Butler Public Schools, and Walthill Public Schools.
