1. Call Meeting to Order - This regular meeting of the Plattsmouth Community Schools Board of Education is called to order on September 11, 2023 at 6:00 PM in the Plattsmouth Community Schools Administration Center Boardroom at 1912 Old Hwy. 34, Plattsmouth, NE.

 

The meeting was called to order at 6:34 PM.

 

2. Acknowledge Open Meetings Law posted on the wall in the boardroom.

 

3. Publication of Meeting - Notice of the meeting was published in the September 7, 2023 edition of The Daily Record and posted in the display case outside the administration center, at the Plattsmouth location of the U.S. Postal Service, and on the district website at www.pcsd.org.

4. Roll Call: Cunningham-Swanson, Foster, Glup, Harvey, Muller, Shuey, Siemonsma, Tesarek-Parsons, Winters

 

Glup was absent. All other Board members were present.

Motion to excuse Glup passed 8-0 with a motion by Winters and a second by Muller.

6. Public Forum: Reception of Delegates-A time limit of three minutes will be set for individual speakers on a given topic. A total time limit of thirty minutes will be set for all speakers on a given topic, with an effort to provide equal time for pros, cons, and neutral opinions. While the public forum is an opportunity for members of the public to speak during the meeting, there will not be back-and-forth discussions between members of the public and Board of Education members.

 

Britteny Landon, Eric Landon and Wendy Callahan addressed the board relative to board

policies.

 

7. Early Childhood Report

Juli Beck, Early Childhood/Head Start Director, gave update on program.

 

8. Operations Committee Report

Chair Winters provided an update regarding the recent committee meeting.

 

9. Finance Committee Report

Siemonsma provided an update regarding the recent committee meeting.

 

10. Committee on American Civics Report

Chair Shuey provided update regarding the recent committee meeting.

 

11. Negotiations Committee Report

Chair Tesarek-Parsons, meeting scheduled in October.

 

12. Head Start Report

Siemonsma provided update.

 

13. Recess (approximately 5-10 minutes) at the discretion of the President 5-minute recess was called by Harvey.

16.1. Discuss, consider, and take all action to approve the 2023-2024 PCS Budget.

 

Motion passed 8-0 with a motion by Winters and a second by Muller.

 

16.2. Discuss, consider, and take all action to approve the 2023-2024 PCS Tax Request and related resolution.

 

Motion passed 7-1 with a motion by Winters and a second by Shuey. Cunningham-Swanson voted no.

 

16.3. Discuss, consider, and take all action to approve PCS LB 243 Resolution relative to the district’s property tax request authority.

 

Motion passed 7-1 with a motion by Foster and a second by Winters. Cunningham-Swanson voted no.

 

16.4. Discuss, consider, and take all action to approve the first reading of Policy Series 7000 New Construction (Operations Committee)

 

Motion passed 8-0 with a motion by Winters and a second by Muller.

 

16.5. Discuss, consider, and take all action authorizing the superintendent to sell/ dispose of curriculum materials, a maintenance vehicle, and an old study carrel.

 

Motion passed 8-0 with a motion by Foster and a second by Winters.

 

16.6. Discuss, consider, and take all action to approve the final reading of Policy 5006 Option Enrollment and the related resolution.

 

Motion passed 8-0 with a motion by Muller and a second by Foster.

 

16.7. Discuss, consider, and take all action to approve the final reading of Policy 4150 Certificated Employee Evaluation and 4150A.

 

Motion passed 8-0 with a motion by Winters and a second by Harvey.

 

16.8. Discuss, consider, and take all action to approve the Head Start Cost Allocation Plan.

 

Motion passed 8-0 with a motion by Winters and a second by Siemonsma.

 

16.9. Discuss, consider, and take all action to approve the Head Start/Early Head Start Continuation Grant Application for 01/01/2024 - 12/30/2024.

 

Motion passed 8-0 with a motion by Foster and a second by Winters.

 

16.10. Discuss, consider, and take all action to approve the Nebraska Department of Education School Finance & Organization Services for the 2023-2024 Indirect Cost Rates for Plattsmouth Community Schools.

 

Motion passed 8-0 with a motion by Muller and a second by Foster.

 

16.11. Discuss, consider, and take all action authorizing the Superintendent to pursue a memorandum of understanding (MOU) with Cobalt Credit Union for the establishment of a financial branch at our high school in support of school-based enterprises for our students in wall-to-wall career academies.

 

Motion to approve passed 8-0 with a motion by Winters and a second by Harvey.

Motion to adjourn at 8:04PM. Passed 8-0 with a motion by Shuey and a second by Muller.
