PUBLIC NOTICE

 

The Omaha-Council Bluffs Metropolitan Area Planning Agency (MAPA) is amending its FY2026 Transportation Improvement Program to increase funding for a trail project, change the funding source for two projects, adjust phase timelines for several projects and make some administrative changes. The public comment period for the amendment runs Oct. 16, 2025, to Oct. 23, 2025.

The projects include:

 

Funding increase

▪    City of Council Bluffs City/County Connector Trail, Railroad Hwy from Kanesville Blvd. to Council Bluffs Corporate Limits

 

Project added (from FY2025 Transportation Improvement Program)

▪    City of Omaha Levi Carter Park Trail

 

Project removed

▪    City of Omaha, 168th Street-West Center Road to Q Street (Federal funds converted in FY2025)

▪    Nebraska Department of Transportation, US 275/72nd Street Omaha (Project obligated in FY2025)

▪    Nebraska Department of Transportation, US 275 High Mast Tower Replacement (Project obligated in FY2025)

 

Funding Source changed

▪    Nebraska Department of Transportation, District 2 DMS Retrofit

▪    Nebraska Department of Transportation, District 2 DMS Replacement

 

Phase Adjustments

▪    MAPA 5310 Section Funding Administration-Adds $40,000 in FTA 5310 Section funding in FY2026

▪    Papio-Missouri River Natural Resources District, West Papio Trail-Millard Connection-Project Engineering phase moved to FY2026

▪    Papio-Missouri River Natural Resources District, Sorensen Trail-72nd Street Underpass, Project Engineering funds moved to FY2026

▪    Papio-Missouri River Natural Resources District, Elkhorn River Bridge Trail, Right-of-way acquisition phase moved to FY2026 and Utilities, Construction, and Construction Engineering Phase moved from FY2026 to FY2027

▪    City of Gretna, Gretna to Wehrspann Lake Trail, Right-of-way acquisition phase moved to FY2026

▪    Douglas County, Bridge Replacement-Q Street at Elkhorn River, Right-of-way acquisition phase adjusted to FY2026

▪    Douglas County, Western Douglas County Trail, Right-of-way acquisition phase moved to FY2026

▪    City of Omaha, Midtown Medical Center Bikeway Connection-Bridge across Leavenworth St, Right-of-way acquisition moved to FY2026

▪    City of Omaha, 192nd & Blondo Improvements Study, General planning phase moved to FY2026

▪    City of Omaha, Signal Infrastructure Phase E1, Construction and utility phase moved to FY2026

▪    City of Omaha, Signal Infrastructure Phase D2, Construction and utility phase moved to FY2026

▪    City of Omaha, 24th Street Streetscape Improvements, Right-of-way acquisition phase moved to FY2026

▪    City of Omaha, Signal Infrastructure Phase G1

▪    City of Omaha, Center Street Safety and Multi-modal Improvements

▪    City of Papillion, Portal Road/6th Street Improvements Phase 2

 

The MAPA Board of Directors Meeting scheduled for 1:30 p.m. Oct. 23, 2025, at 2222 Cuming St. Omaha, will serve as the public meeting for the amendment.
