MINUTES OF THE REGULAR MEETING

The regular meeting of the Board of Education, District #15, in the County of Douglas, in the State of Nebraska, was convened in open and public session on Monday, May 12, 2025 at the Central Office Board Room, 401 South Pine Street, Valley, NE 68064-0378.
Following public notification procedures approved by the Board of Education, February 14, 2011, in adherence to 84-1411, notice of the meeting was given in advance thereof by posting such Notice on the exterior front door of the high school, elementary school, middle school, Valley City Hall, First Nebraska Bank, and Foundation One Bank. Notice of the meeting was simultaneously given to all members of the Board of Education. Availability of the agenda was communicated in advance notice and in the notice to the Board of Education of the meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.

1. Call to Order
The agenda, listing items for consideration by the Board, is on file in the Superintendent’s office. Other matters may come before the Board and the Board has the right to modify the agenda before the meeting.
President - “As I call the meeting to order I wish to inform everyone present that a current copy of the Open Meetings Act is posted on the back wall of the Board Room for your review at any time.”

4. Administrative Reports
Board Member Jorgensen thanked those of those involved in preparing the 2025 Graduation Ceremony. Board Mayer Groteluschen thanked interim Elementary Principal Jed Johnston for stepping in this year.

Buildings & Grounds Committee met April 14th to discuss the following:
• Long Term Maintenance using QCPUF
• Summer Projects
• Flagpole Request
• Owner’s Budget Athletic Complex

7.1. Long Term Maintenance with QCPUF Discussion
Facility Advocates completed an energy, operations, and long-term maintenance audit for our facilities. This audit was at no cost. The 3 main recommendations from the audit were:
1. Replacement of the roof on the High School
2. Replacement of the HVAC units that are near the main competition gym
3. Replacement Cycle of some of the older rooftop units
The board discussed two options for the long-term planning and financing of these projects:
1. Continue to levy 3 cents in the QCPUF fund which will create approximately $500,000 a year to pay for projects when money is available
2. Qualify for a 10-year Energy Savings bond, asking for the amount needed and levy 3 cents for the payment of the bond
The Board requested rough estimated cost for projects for the June meeting.
7.2. Option Enrollment Discussion
This agenda item was requested by Board Member, Liz Mayer. The Board discussed perspective on ideal program capacity numbers. Mayer reported two issues. Mayer stated a School Board Member told a community member that we are subject to capacity audits at our school and if DC West doesn’t accept option enrollment students we could possibly be sued. She wanted to let the board know that that was not true.
7.3. Approve Certificated Staff for the 2025-2026 School Year
The following were recommended by the administration to the Board for their approval:

Angie Kempf, 5th Grade

Superintendent Poloncic requested authorization for the following items to sell, recycle, or dispose of:
• Technology hardware (recycle)
• Library books
• Physical Education cardio equipment (sell)
• Folding chairs (sell and recycle)
• Old Woodshop tools (sell and recycle)

8. Executive Session
The Board entered into closed session to discuss legal matter.
Before the Board can enter closed session, a motion must be made in agreement with Statute 84-141 0 by the Board to discuss topics such as personnel, negotiations, and legal matters.
