There will be a non-mandatory, pre-bid meeting on Thursday, February 3, 2022 at 10:30 a.m. The meeting will be held at the Dewey Park Building, 550 Turner Boulevard, Omaha, NE 68105.
General Contractor shall self-perform with its own workforce a minimum of thirty percent (30%) of the total cost of the Contract. Purchasing of materials does not qualify as self-performing the Work.
This project has an SEB reserve for ESB and SB Tier 1 & 2 categories for 5% of the total bid amount. For additional information see Specification Section 00 20 00, ‘Instructions to Bidders”, Part 2.16, “Utilization of Small and Emerging Small Business”.
This project requires the bidder to submit an Annual Economic Equity & Inclusion Program (EEIP) plan or an approved EEIP certificate with their bid. Failure to submit either will result in the disqualification of their bid. This contract is eligible for the apprentice utilization incentive. Bidding contractors considering the apprenticeship utilization bid incentive must sign and date the Apprenticeship Incentive Form (AIF) and submit it with their bid. Submission of the AIF after bids have been opened will not be accepted. YOU ARE HEREBY NOTIFIED that Douglas County Nebraska shall receive sealed bids on a Combined Construction Contract including renovation to the nursing administration suite, and miscellaneous associated General, Mechanical and Electrical work for Douglas County Health Center, at 4102 Woolworth Avenue, Omaha, Nebraska; that said bids shall be received by the Owner until 11:00 a.m. central time on Wednesday, February 9, 2022, to the attention of the City of Omaha Clerk, Douglas County Civic Center, LC1 Offices, 1819 Farnam Street, Omaha, Nebraska 68183. Bids received after this time will not be accepted. Bids will be opened at the regularly scheduled Bid Opening meeting in the Legislative Chambers after submission of Bids on Wednesday, February 9, 2022. All interested parties are invited to attend.
Bids must be on a Lump Sum basis and shall be in accord with the Instructions to Bidders.
Materials to be incorporated into the complete project shall be purchased tax exempt in the name of the Owner, and the Bidder shall exclude from his Bid all State of Nebraska and Local Option Sales and Use Tax for such materials in accordance with the General and Supplementary Conditions of the Contract for Construction.
A Pre-Bid Conference, tour of the existing nursing administration suite will be held at 2:00 p.m., Wednesday, January 26, 2022, at 4102 Woolworth Avenue, Omaha, Nebraska. All Bidders and sub-bidders are strongly encouraged to be present. There is no other time scheduled to allow bidder access to these areas. A mask will be required for use during the conference and walkthrough.
Questions and substitution requests must be submitted in writing and received to bidquestions@douglascounty-ne.gov no later than Wednesday, February 2, 2022. Items received after this date will not be considered. Addenda will not be issued after Friday, February 4, 2022.

Notice is hereby given that the OMAHA CITY CLERK will receive sealed bids until WEDNESDAY, JANUARY 26, 2022 AT 11:00 A.M. FOR DOUGLAS CO. PROJECT NO. C-28(590) 66TH STREET IMPROVMENTS, NORTHERN HILLS DRIVE TO TWIN BROOKS PLZ (GRADING, PAVING, AND EROSION CONTROL).
