Sealed bids for the renovation/construction of the City of Omaha – Flanagan Lake Park – Mitigation Tree Plantings, 5802 N. HWS Cleveland Blvd., Omaha, NE, are invited and will be received on or before the bid opening date, as per the project’s specifications.

There will be a non-mandatory, pre-bid meeting on Tuesday, January 17th, 2023, at 10 A.M.  The meeting will be held at the Dewey Recreation Center, 550 Turner Blvd., Omaha, NE.  Meeting will be held rain or shine.

This project has an SEB reserve for ESB and SB Tier 1 & 2 categories for 0% of the total bid amount.  For additional information see Specification Section 00 20 00, ‘Instructions to Bidders”, Part 2.16, “Utilization of Small and Emerging Small Business”.

This project does not require the bidder to submit an Economic Equity and Inclusion Program (EEIP) Plan or an approved EEIP Certificate with their bid.

INVITATION TO BID

YOU ARE HEREBY NOTIFIED that Douglas County Nebraska shall receive sealed bids on a Construction Contract for the Cavanaugh Building Lighting Upgrades Project located at Douglas County Health Center, at 4102 Woolworth Avenue, Omaha, Nebraska; that said bids shall be received by the Owner until 11:00 A.M. central time on Wednesday, February 1, 2023 to the attention of the City of Omaha Clerk, Douglas County Civic Center, LC1 Offices, 1819 Farnam Street, Omaha, Nebraska 68183. Bids received after this time will not be accepted. Bids will be opened at the regularly scheduled Bid Opening meeting in the Legislative Chambers after submission of Bids on Wednesday, February 1, 2023. All interested parties are invited to attend.

Bids must be on a Lump Sum basis and shall be in accord with the Instructions to Bidders.

Materials to be incorporated into the complete project shall be purchased tax exempt in the name of the Owner, and the Bidder shall exclude from his Bid all State of Nebraska and Local Option Sales and Use Tax for such materials in accordance with the General and Supplementary Conditions of the Contract for Construction.

A Pre-Bid Conference, tour of the Cavanaugh Building will be held at 10:00 A.M., Wednesday, January 18, 2023 at 4102 Woolworth Avenue, Omaha, Nebraska.  Attendees to meet in the main lobby of the Douglas County Health Center.  All Bidders and sub-bidders are strongly encouraged to be present. There is no other time scheduled to allow bidder access to these areas. A mask will be required for use during the conference and walkthrough.

Questions and substitution requests must be submitted in writing and received to bidquestions@douglascounty-ne.gov no later than Monday, January 23, 2023. Items received after this date will not be considered. Addenda will not be issued after Wednesday, January 25, 2023.

The Bid Documents, and any subsequent addenda, will be issued in PDF format by A&D at a cost of $25. Hard copy prints will be issued as requested, and at the bidder’s own expense. Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid in accord with the Instructions to Bidders.

A bid bond executed by a duly authorized surety and in appropriate form may be submitted in lieu of the deposit of money or certified check. All deposits of money, certified checks or bid bonds must be submitted in separate sealed envelopes plainly identified. The deposit money, certified check or bid bond will be held as surety as to assure that the bidder will enter into a contract and furnish the required performance and payment bonds. The bid security should be made payable to Douglas County Treasurer. The deposit money, certified checks or bids bonds of the unsuccessful bidders shall be returned as soon as the successful bidder is determined. The deposit of money, certified check or bid bond of the successful bidder shall be returned upon the execution of the contract documents.

The Owner reserves the right to reject any or all Bids and to waive informalities or irregularities in the bidding.
