Mayor Grove called the meeting to order at 7:00 p.m. Present were Mayor Grove; council members, Batcher, Lewis, TenEyck, and Ueckert. Also present: City Attorney Jeff Farnham, Interim City Administrator Dave Ptak, Clerk Christie Donnermeyer, Treasurer Lori Sorensen, Building Inspector Rune van den Boogaart, Public Works Superintendent Doug Eggen. Mayor Grove noted the location of the open meetings act, and stated one copy of all reproducible written material to be discussed at this meeting is available for examination or copying. Visitors Correspondence James Boucher 120 E. Hudspith email regarding building and zoning code violations in the City Park access road behind the baseball field. Jim Thiessen, Jr. 7506 N. 285th Circle reported damage to the legion field and men’s bathroom. He stated there were no officers on duty to investigate and requested the City hire more police officers. Agenda approved unanimously with the removal of items 8 and 13. Consent Agenda approved unanimously. City Administrator Dave Ptak administered the Oath of Office to Police Chief Bobby Martinez. Erick Moser gave an update on the 2024 Cornhusker State Games Triathlon. Jim Thiessen, Jr. 7506 N. 285th Cir. requested the discussion regarding the change to the traffic pattern at 270th and Maple end with the final decision not to change the traffic pattern. Mayor Grove turned the meeting over to Council President John Batcher for the next agenda item. Unanimously passed motion to approve request by Valley Days Foundation for use of city property at 2nd and Locust for fireworks display, street closures for Valley Days events, and a public works employee during the parade. Unanimously passed motion to approve waiver from site design standards for 29304 Garvin Road. Unanimously passed and adopted Resolution No. 2024-38 League Association of Risk Management (LARM) renewal resolution and three-year term commitment. Unanimously passed motion to approve meeting procedures. Motion passed to approve awarding City Park contract to Meco-Henne. Unanimously passed and adopted Resolution No. 2024-39 approval of Valley Landing Redevelopment Plan. Unanimously passed and adopted Ordinance No. 814 approval of Valley Landing rezoning. Unanimously passed and approved final plat of Valley Landing. Unanimously passed and approved Valley Landing Subdivision Agreement and Agreement for ILOC. Unanimously passed and approved final plat Valley Lankes Business Park. Unanimously passed and approved Valley Lakes Business Park Subdivision Agreement and Agreement for Escrow. No update was given by PeopleService. Unanimously passed and adopted Resolution No. 2024-40 approving application for payment to Iowa Civil Contracting in the amount of $197,153.52 for Meigs Street Dowl Bar Retrofitting and Diamon Grinding. Unanimously passed and approved application for payment to Western Engineering Co. in the amount of $347,734.29 for Maple Road and 270th Street HMA Overlay and Ginger Woods HMA base widening and overlay project. Unanimously passed and approved Resolution No. 2024-42 for payment to Vrba Construction in the amount of $63,189.90 for Val-Haven (Southwest No. 2) and Ginger Woods NO. 2 lift station improvements. Unanimously passed and approved change order no. 1 for a decrease in the amount of $11,770.25 from NL&L Concrete for Stillwater Phase 1 paving and storm water improvements. Unanimously passed and adopted Resolution No. 2024-43 authorizing United Republic Bank to pay NL&L Concrete $41,371.88 and City of Valley $1,978.91 for Stillwater Phase 1 street paving and engineer fees. Unanimously passed and approved advertising for bids for Valley Lakes Business park. Updates provided on Ginger Cove Lift Station No. 3 and FY24 concrete street repairs. City Attorney gave updates on working on TIF requests and the need for a TIF committee meeting; meetings with EAA and Flatwater Estates; and various ongoing projects. Mayor Grove reported on close to finalizing the audit; the water tower painting project is not complete waiting on finalizing insurance claims submitted to contractor and new bladder; MAPA email; and working on social media policy; Planning Commission: July 16, 2024; Valley Days Planning meeting July 16, 2024; Cemetery 48 State Tour preservation workshop July 22, 2024. .
