Public notice is hereby given that at a meeting of the Mayor and City Council of the City of Valley, Nebraska, held at 7:00 o’clock P.M. on May 13, 2025 the following ordinance was passed and adopted:
ORDINANCE NO. 836
AN ORDINANCE TO AMEND EXISTING SECTIONS OF THE CITY OF VALLEY ZONING REGULATIONS RELATING TO SHOUSES, ALSO KNOWN AS BARNDOMINIUMS; PROVIDING FOR AN EFFECTIVE DATE OF THIS ORDINANCE, PROVIDING FOR A SEVERABILITY CLAUSE; AND PROVIDING FOR THE REPEAL OF ALL ORDINANCES IN CONFLICT HEREWITH.
Said Ordinance No. 836 is hereby published in pamphlet form, copies of which are available for public inspection and distribution at the Office of the City Clerk at City Hall in the City of Valley, Nebraska (203 N. Spruce Street).

AN ORDINANCE ADOPTING REVISED SECTION 31.22 PUBLIC WORKS SUPERINTENDENT, RELATING TO THE RESPONSIBILITIES OF THE PUBLIC WORKS SUPERINTENDENT; PROVIDING FOR AN EFFECTIVE DATE OF THIS ORDINANCE; PROVIDING FOR A SEVERABILITY CLAUSE; AND PROVIDING FOR THE REPEAL OF ALL ORDINANCES IN CONFLICT HEREWITH.

Mayor Grove called the meeting to order at 7:00 p.m. on May 13, 2025. Present were Mayor Grove; Council Members, Batcher, L. Lewis, J. Lewis, and Hayden. The Pledge of Allegiance was recited. Proof of Publication was on the council desk. Gary Smith would like no parking signs in front of his house to keep people from using that space to park during baseball games. Roger Bevington brought a water sample with him and requested that the brown water issues be addressed and fixed. Unanimously approved agenda. Unanimously approved Mallard Landing Lake Community request for fireworks display and street closure on July 5. Unanimously approved Ginger Cove Block party request June 21 and street closure. The Mayor read the following proclamations: International Building Safety Month; Peace Officers’ Memorial Day and National Police Week; and Mental Health Month. Chief Martinez recognized the following Officers: Geoffrey Willmann for his dedication and contribution to the department; Austin Kelley for his exemplary dedication to the community; and Brandon Adams as the recipient of the 2025 MADD Hero Award. Passed and adopted Ord. No. 837 responsibilities of the Public Works Superintendent. Consented to appointment of Public Works Superintendent. Tabled Res. No. 202510 Interlocal Agreement between Douglas County Libraries and Valley City Library. Unanimously passed and adopted Res. No. 2025-12 Interlocal Agreement with Douglas Sarpy Mutual Aid and Valley Police Department. Unanimously adopted MAPA Safe Streets for All MOU. Failed to pass Human Resources Consultant firm Cardinal HR. Unanimously approved the upgrade to the meter reading system. Unanimously passed and adopted Ord. No. 836 zoning regulations relating to shouses/barndominiums. Annual audit report reviewed. Building and Zoning received approval to pursue and bring recommendations for a code compliance firm to the next meeting. Updates provided by Mike Adair from PeopleService on meter, MXUs, and meter readings. Unanimously passed and adopted Res. No. 2025-13 payment of $72524.25 to Eriksen Const for water treatment plant. Unanimously passed and adopted Res. No. 2025-14 payment of $79915.50 to Vrba Const for Val-haven and Ginger Woods lift stations. Unanimously passed and adopted Res. No. 2025-15 payment of $101242.00 to JEM Restoration for Ginger Cove Bridge repainting. Unanimously approved waiving Section 5.30 Minimum Design Standards for minimum pavement width for Park and Platte Streets. Unanimously awarded bid to 2 the T Const. LLC for the FY2025 street project of paving Park and Platte Streets. Unanimously approved changed order no. 1 from 2 the T Const, LLC in the amount of $33600.00 for concrete replacement street projects. Approved awarding bid to Wiese Plumbing in the amount of $113890.00 for City swimming pool repairs. Unanimously approved advertising for bids for water main replacement at Park and Platte streets. Updates were provided on Valley Lakes Business Park and Valley Landing. Updates were provided on Flatwater Estates/Champion Shores, Glass Lake. Valley PD received a good audit report regarding cont. education, awarded Tree City, pickle ball courts opening May 16. Phase one of park renovation near completion. Unanimously moved to go into closed session to discuss strategy for threatened litigation. Unanimously moved to reconvene. Unanimously moved to adjourn.
