RALSTON CITY COUNCIL MEETING

The Ralston City Council met in regular session on Tuesday, July 16, 2024 at 5:30 PM at Ralston City Hall. The Pledge of Allegiance was recited. Roll was called with the following present: Council President Kavanaugh and Council members Krause, Brousek, Kjar, Preis, and Fideline. Absent: Mayor Groesser.
The agenda was available at City Hall for public inspection and posted prior to the meeting. The legal notice for the meeting was published in the Daily Record. Claims listed are approved and part of these minutes. President Kavanaugh welcomed the press and guests. Kavanaugh said the meeting is subject to the Nebraska Open Meetings Act. A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.
The City Council reviewed the following items under the consent agenda. Approval of City Council Minutes from July 2nd Council Meeting; Approval of Claims; Financial Statements – June 30, 2024; Department Head and/or Commission Reports. Moved and seconded to approve the Consent Agenda. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried.
Dittmer distributed his report. Dittmer stated that the Park Drive project is moving along. The team is working on potholes on the north end of town. Dittmer noted that the parks are being heavily used. Leonardo stated he gave a conditional offer to a police officer. Roeder reported that the Independence Day celebration was a success. Roeder noted the good turnout. The dog park is now opened.
Krause introduced Ordinance No. 1330. Kelly Ryan read Ordinance No. 1330 by title only: AN ORDINANCE AMENDING CHAPTER 16, ARTICLE II, OF THE RALSTON MUNICIPAL CODE TITLED PAPILLION CREEK WATERSHED; TO REPEAL ALL PROVISIONS IN CONFLICT THEREWITH; TO PROVIDE AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.

President Kavanaugh opened consideration of the water franchise and system acquisition agreement between City of Ralston and Metropolitan Utilities District of Omaha. Moved and seconded approval of the water franchise and system acquisition agreement between City of Ralston and Metropolitan Utilities District of Omaha (MUD). On a roll call vote, the following votes were recorded on the electronic voting board. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried.
Krause introduced Ordinance No. 1331. Kelly Ryan read Ordinance No. 1331 by title only: AN ORDINANCE GRANTING TO METROPOLITAN UTILITIES DISTRICT OF OMAHA A FRANCHISE TO OWN, CONSTRUCT, OPERATE AND MAINTAIN A WATER DISTRIBUTION SYSTEM; CONVEYING THE CITY’S WATER DISTRIBUTION SYSTEM TO THE METROPOLITAN UTILITIES DISTRICT OF OMAHA; TO REVISE AND AMEND ARTICLE IX OF CHAPTER 10 OF THE RALSTON MUNICIPAL CODE, WATER FRANCHISE, AND PROVIDE FOR THE REPEAL OF ALL PROVISIONS OF THE RALSTON MUNICIPAL CODE WHICH ARE IN CONFLICT HEREWITH; TO PROVIDE FOR AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.

President Kavanaugh opened consideration of agreement between the City of Ralston and the Fraternal Order of Police, Ralston Lodge #21, for the period of October 1, 2024 through September 30, 2027. Moved and seconded approval of the agreement between the City of Ralston and the Fraternal Order of Police, Ralston Lodge #21, for the period of October 1, 2024 through September 30, 2027. President Kavanaugh called for the vote. On a roll call vote, the following votes were recorded on the electronic voting board. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. President Kavanaugh opened consideration of the first amendment to the management agreement between Global Spectrum, L.P. d/b/a Oak View Group (f/k/a Spectra Venue Management) and City of Ralston, Nebraska. Moved and seconded approval of the first amendment to the management agreement between Global Spectrum, L.P. d/b/a Oak View Group (f/k/a Spectra Venue Management) and City of Ralston, Nebraska. President Kavanaugh opened consideration of the Land & Water Conservation Fund grant agreement with the Nebraska Game & Parks Commission. Public Comment: Melanie McFarland attending (via zoom) stated that her interest here are with the Hinge project and redevelopment proposals, particularly related to the Hillcrest areas as well as the Burlington project area. McFarland stated that the building she is interested in is the 7632 Building street project. McFarland told council she would like to pursue some grant funding.
Council Comment: Brousek noted that tonight’s meeting has been a very successful one. Kavanaugh thanked the team at Public Works and everyone else who was involved with getting the Pierson Dog park established.
There being no further business to come before the Council, the meeting adjourned at 6:23 PM. The next meeting is Tuesday, August 6, 2024 at 5:30 PM.
