CITY OF RALSTON

 

Ralston City Council Meeting

Tuesday, April 16, 2024

 

The complete minutes are on file in the office of the City Clerk and are available for public inspection during regular business hours or on the City’s website at www.cityofralston.com.

 

The Ralston City Council met in regular session on Tuesday, April 16, 2024 at 5:30 PM at Ralston City Hall. The Pledge of Allegiance was recited. Roll was called with the following present: Mayor Groesser, Council members Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Absent: None.

The agenda was available at City Hall for public inspection and posted prior to the meeting. The legal notice for the meeting was published in the Daily Record. Claims listed are approved and part of these minutes.

Mayor Groesser gave the invocation. Mayor Groesser welcomed the press and guests. Groesser said the meeting is subject to the Nebraska Open Meetings Act. A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.

The City Council reviewed the following items under the consent agenda: Approval of City Council Minutes from April 2nd Council Meeting; Approval of Claims; Financial Statements – March 31, 2024; Department Head and/or Commission Reports. Moved and seconded to approve the Consent Agenda. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried.

Dittmer reported that the parks and ballfields are now open. Dittmer noted the MS4 report has been submitted. Bohling directed council to the annual report that was sent along with the audit. Leonardo reported four code enforcement cases in March which included six violations. Peña reported that the AARP finished up the tax season, assisting eight hundred sixty individuals with their taxes. Schulz reported the Omaha Lancers held their last season game. Roeder reported April 27th is spring cleanup day. Roeder noted work is being done to finalize Tunes series and Independence Day planning is in the works.

Kavanaugh introduced Ordinance No. 1328. Kelly Ryan read Ordinance No. 1328 by title only: AN ORDINANCE REVISING SECTION 1-1501 OF THE RALSTON MUNICIPAL CODE TITLED “PURCHASES; HOW MADE” TO INCREASE THE LIMIT FOR BIDDING REQUIREMENTS; TO REPEAL PROVISIONS IN CONFLICT THEREWITH; TO PROVIDE AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM. Moved and seconded to waive third reading of Ordinance No. 1328. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried. Moved and seconded to approve Ordinance 1328 on second reading. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried.

Kavanaugh introduced Ordinance 1329. Kelly Ryan read Ordinance No. 1329 by title only: AN ORDINANCE REVISING SECTION 1-1025 OF THE RALSTON MUNICIPAL CODE TITLED “FISCAL MANAGEMENT; CONTRACT ADVERTISING” TO REQUIRE CITY COUNCIL APPROVAL OF CONTRACTS OVER $30,000; TO REPEAL PROVISIONS IN CONFLICT THEREWITH; TO PROVIDE AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.

Moved and seconded to waive second and third reading of Ordinance No. 1329. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried. Moved and seconded to approve Ordinance 1329 on first reading. On a roll call vote, the following votes were recorded on the electronic voting board. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried.

Brousek introduced Resolution 2024-02. Kelly Ryan read Resolution 2024-02 by title only: RESOLUTION TO AMEND THE CITY OF RALSTON PROCUREMENT POLICY AND PROCEDURES. Moved and seconded to approve Resolution 2024-02. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried.

Moved and seconded to approve the Ralston Ballfields Use Agreement between the City of Ralston, Nebraska and Mercy High School. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried.

Moved and seconded to approve the Ralston Ballfields Use Agreement between the City of Ralston, Nebraska and the Ralston Area Baseball Association. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried.

Moved and seconded approval of the lease of John Deere equipment for the Public Works Department. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried.

Moved and seconded approval of the Burlington Extension Task Order No. 220896.01 JEO. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried.

Public Comment: George Sevick expressed concern with the mini pig living at 7756 Main Street. Sevick stated that he believes there are code violations at the home. Sevick also expressed concern about charging two local organizations to utilize the ballfields. Council Comment: Krause discussed the care of the ballfields over time. Preis discussed the new equipment in Public Works and the possibility of putting some funds towards updating cars in the police department. Groesser expressed his appreciation to city staff for their good work and stepping up when needed.

There being no further business to come before the Council, the meeting adjourned at 6:15 PM. The next meeting is Tuesday, May 7, 2024 at 5:30 PM.

The Ralston City Council will conduct a Public Hearing to consider the adoption of the Papio Creek Watershed Interlocal Agreement.

The hearing will be on Tuesday, May 21st, 2024 at 5:30 PM at Ralston City Hall, 5500 S. 77th Street. Public comments will be accepted and a complete agenda for this meeting is available at Ralston City Hall.
