Notice of Meeting

NOTICE IS HEREBY GIVEN, that a meeting of the Mayor and City Council of the City of Ralston, Nebraska, will be held at 5:30 P.M. on Tuesday, May 17, 2022, in the Council Chamber at Ralston City Hall. An agenda, which is kept continuously current, is available for public inspection at the office of the City Clerk at City Hall.

CITY OF RALSTON

PUBLIC HEARING NOTICE

The Ralston City Council will hold a public hearing at 5:30 PM on Tuesday, May 17, 2022.  The purpose of the public hearing is to consider the 2nd reading of Ordinance No. 1307, adoption of the 2018 International Building Code and proposed amendments. Public comments will be accepted.  An agenda will be kept current and available for public inspection at the Office of the City Clerk, 5500 S. 77th Street, Ralston, Nebraska 68127. Written comments should be addressed to the City Clerk at the above address.

CITY OF RALSTON

Ralston City Council Regular Meeting

Tuesday, April 19, 2022

The complete minutes are on file in the office of the City Clerk and are available for public inspection during regular business hours or on the City’s website at www.cityofralston.com.

The Ralston City Council met in regular session on Tuesday, April 19, 2022 at 5:30 PM at Ralston City Hall.  The Pledge of Allegiance was recited. Roll was called with the following present: Mayor Groesser and Council members Krause, Brousek, Kavanaugh, and Fideline. Absent: Sanchez and Preis.  The agenda was available at City Hall for public inspection and posted prior to the meeting.  The legal notice for the meeting was published in the Omaha Daily Record.  Claims listed are approved and part of these minutes.

Pastor Lynette Janssen, Ralston United Church of Christ, gave the invocation. Mayor Groesser welcomed the press and guests.  Mayor Groesser said the meeting is subject to the Nebraska Open Meetings Act.  A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.

The City Council reviewed the following items under the consent agenda.  Approval of Council Minutes from April 5, 2022 regular Council Meeting; Approval of Claims; Monthly Financial Statements – March 2022; Department Head and/or Commission Reports.  Moved and seconded to approve the Consent Agenda. Krause requested a minor change to page five, line 27 of the minutes from April 5, 2022 be changed to “past employer.”  Groesser recognized Krause’s change.   On roll call vote, the following votes were recorded on the electronic voting board. Aye:  Brousek, Kavanaugh, Krause and Fideline. Nay: None. Absent: Sanchez and Preis. Motion carried.

Freshman reported that Out of The Box was granted a temporary partial occupancy for its first and partial second floor.

Dittmer updated the Council that Phase 1 of the Liberty First Credit Union Arena is almost complete. He also noted that 100% of the parks are now open.

 Bohling reported that the monthly financials are in the packet.

Hoppe reported that LB 927 has moved on through the Nebraska Legislature.

Kavanaugh introduced Ordinance No. 1306.  Kelly read Ordinance No. 1306 by title only: AN ORDINANCE TO REVISE AND AMEND ARTICLE III, TABLE 3-1, CHAPTER 11, OF THE RALSTON MUNICIPAL CODE, PERMITTED USES BY ZONING DISTRICT; TO PROVIDE FOR THE REPEAL OF ALL PROVISIONS OF THE RALSTON MUNICIPAL CODE WHICH ARE IN CONFLICT HEREWITH; TO PROVIDE FOR AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.

Moved and seconded to approve Ordinance No. 1306 on third reading. On roll call vote, the following votes were recorded on the electronic voting board. Aye:  Brousek, Kavanaugh, Krause and Fideline. Nay: None. Absent: Sanchez and Preis. Motion carried.

Groesser read a proclamation declaring April 22 – May 22, 2022 as Earth Day month in the City of Ralston.

Krause introduced Resolution 2022-05. Kelly read Resolution 2022-05 by title only:  RESOLUTION ADOPTING NRD HAZARD MITIGATION PLAN

Hoppe distributed the executive summary which outlines the planning effort for a variety of potential disasters.

Moved and seconded to approve Resolution 2022-05. On roll call vote, the following votes were recorded on the electronic voting board. Aye:  Brousek, Kavanaugh, Krause and Fideline. Nay: None. Absent: Sanchez and Preis. Motion carried.

Groesser opened acceptance and discussion of the City of Ralston Financial Policy.  

Bohling stated that this is a summary of policies already in place in how we handle budgeting. This is in response to Standard and Poor requesting a formal document.

Some discussion took place regarding the CRA and the City Council tax levy authority.  

Moved and seconded to approve the City of Ralston Financial Policy. On roll call vote, the following votes were recorded on the electronic voting board. Aye:  Brousek, Kavanaugh, Krause and Fideline. Nay: None. Absent: Sanchez and Preis. Motion carried.

Groesser recognized Library Director Peña. Peña reported to Council that there is a lot of painting and positive change happening at the library.

Public comment: George Sevick, 8001 Main Street, addressed park and tree updates happening around the city.

Council comment:  Krause invited everyone to the Liberty First Credit Union Arena for a Candidate Forum sponsored by the Ralston Chamber of Commerce.

Groesser mentioned the passing of Brad Ashford and what a great asset he was to communities and the State of Nebraska.

There being no further business to come before the Council, the meeting adjourned at 5:55 P.M.

The next regular meeting is Tuesday, May 3, 2022 at 5:30 PM.
