PRELIMINARY PUBLIC NOTICE -
IMPACTS TO FLOODPLAINS
& WETLANDS
RALSTON – BURLINGTON STREET EXTENSION PROJECT
The City of Ralston intends to seek financial assistance from the U.S. Department of Housing and Urban Development (HUD) for costs related to construction of an extension of Burlington Street from 75th Street to 72nd Street, and reconstructing existing infrastructure from 76th Street to 75th Street and 75th Street to Main Street. The proposed project consists of construction of a new two-lane roadway and concrete box culvert crossing of Ralston Creek. Existing utility rehabilitation, replacement, and expansions would also occur as part of this project. The project will occur along Burlington and 75th Streets in the City of Ralston, Nebraska.
If implemented, the proposed project will convert or effect 0.402 acres of the 100-year floodplain, 0.384 acres of the 500-year floodplain, and 0.212 acres of the regulatory floodway of Ralston Creek. The impacts to the regulatory floodway are only for the placement of the proposed concrete box culvert, which has been designed to not obstruct or alter the discharge of the floodway.
The proposed project would also permanently impact 0.001 acres of Palustrine Emergent, Temporarily/Seasonally Flooded (PEMA/C) wetlands, and 0.066 acres below the ordinary high-water mark of Ralston Creek.
In accordance with Executive Order 11988 - Floodplain Management, Executive Order 11990 - Protection of Wetlands, and 24 Code of Federal Regulations 55.20(b) the purpose of this notice is to inform the public of this proposed conversion or impact and request comments concerning the proposal, alternative sites or actions that would avoid these impacts, and methods that could be used to minimize these impacts.
