PUBLIC HEARING NOTICE
The Ralston City Council will hold a public hearing at 5:30 PM on Tuesday, January 18, 2022. The purpose of the public hearing is to consider the 3rd reading of Ordinance No. 1298, an ordinance amending the Ralston Municipal Code, regulation of mini-pigs. Public comments will be accepted. An agenda will be kept current and available for public inspection at the Office of the City Clerk, 5500 S. 77th Street, Ralston, Nebraska 68127. Written comments should be addressed to the City Clerk at the above address.

INVITATION TO BID
Sealed Proposals for the construction of “2022 Ralston Street Patching,” JEO Project No. 181714, will be received by the City Clerk at 5500 S 77th Street, Ralston, NE 68127 until 1:00 p.m. on the 19th day of January, 2022 and thereafter be read aloud.
The work is generally described as follows: Concrete pavement repairs on various street across the city. Proposed work schedule is for Spring/Summer of 2022.
Proposals will be taken for said construction work listed above by unit prices, as an aggregate bid each group.
All Proposals for said construction work must be made on blanks furnished by the City and must be accompanied by a Bid Deposit of 5% of the amount bid. Bid Security to be made payable to the Treasurer of the City of Ralston as liquidated damages in case the bid is accepted and the bidder neglects or refuses, to enter into contract and furnish bond in accordance herewith. Bid Securities will be returned to unsuccessful bidders.
Copies of the contract documents are on file with the City of Ralston for examination by bidders. A complementary set of bid documents is available via email by requesting them from the city clerk at mkelly@cityofralston.com. A paper set of project documents is available for a non-refundable price of $20.00 per set. Please send your check payable to City of Ralston at 5500 S 77th Street, Ralston, NE 68127. In order to bid the project, the contract documents must be issued directly by the City of Ralston to the bidder.
The Owner reserves the right to waive informalities and irregularities and to make awards on bids which furnish the materials and construction that will, in their opinion serve the best interests of the Owner, and also reserves the right to reject any and/or all bids.

Regular Meeting Minutes
Tuesday, December 21, 2021
The complete minutes are on file in the office of the City Clerk and are available for public inspection during regular business hours or on the City’s website at www.cityofralston.com.
The Ralston City Council met in regular session on Tuesday, December 21, 2021 at 5:30 PM at Ralston City Hall. The Pledge of Allegiance was recited. Roll was called with the following present: Mayor Groesser and Council members Brousek, Fideline, Kavanaugh, Krause, and Preis. Council members Sanchez was present via Zoom and did not vote. The agenda was available at City Hall for public inspection and posted prior to the meeting. The legal notice for the meeting was published in the Omaha Daily Record. Claims listed are approved and part of these minutes.
Pastor Lynette Janssen, Ralston United Church of Christ, gave the invocation. Mayor Groesser welcomed the press and guests. Groesser said the meeting is subject to the Nebraska Open Meetings Act. A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.
Reviewed the following items under the consent agenda. Minutes from the December 7, 2021 regular city council meeting; Claims; Monthly Financial Statements from November 2021; and
Department Head and/or Commission Reports. Moved and seconded to approve the Consent Agenda. Aye: Brousek, Fideline, Kavanaugh, and Krause. Nay: None. Absent: Sanchez. Abstaining: Preis. Motion carried.
Freshman reported the storm tree work from July was finished today for FEMA; The tree on 84th Street and the remainder of the trees have been cleaned up. Newly appointed City Clerk Maura Kelly introduced herself.
Hoppe reported part of the school district bond issue was to build baseball and softball facilities on the high school campus. There had been conversations between Dr. Adler and the City about the possibility of renovating the City of Ralston fields instead and using those dollars in that capacity. Hoppe reported on the tremendous success being realized with the marketing campaign.
Groesser indicated the order of agenda action items has changed. Action items 4 and 3 are 1 and 2 respectively and action items 1 and 2 are 3 and 4 respectively.
Hoppe indicated that bids were received to repair concrete at the arena parking lot, however, there are drainage issues that needed to be addressed as well as the separate phases. As this is still an on-going process, Hoppe requested a little more time to get everything in place.
Moved and seconded to table the bid for the Ralston Arena Pavement Replacement-Phase 2 to the first meeting in January. Aye: Brousek, Fideline, Kavanaugh, Krause, and Preis. Nay: None. Absent: Sanchez. Motion carried.
Moved and seconded to approve the Husch Blackwell Strategies Letter of Engagement with a change in the termination to be written notice by either party at least seven (7) days prior to the termination date. Aye: Brousek, Fideline, Kavanaugh, Krause, and Preis. Nay: None. Absent: Sanchez. Motion carried
Moved and seconded to approve the amended and restated Encroachment License between the City of Ralston and Maria’s Restaurant, Inc. Aye: Brousek, Fideline, Kavanaugh, Krause, and Preis. Nay: None. Absent: Sanchez. Motion carried.
Moved and seconded to approve the Granary Green Joint Use Agreement. Groesser left the meeting at 6:12 PM. Aye: Brousek, Fideline, Kavanaugh, Krause, and Preis. Nay: None. Absent: Sanchez. Motion carried.
Kavanaugh introduced Ordinance No. 1298. Kelly read Ordinance No. 1298 by title only: AN ORDINANCE AMENDING SECTIONS OF ARTICLE 2 AND ARTICLE 5 OF CHAPTER 6 OF THE RALSTON MUNICIPAL CODE; ADDING A NEW ARTICLE 12, CHAPTER 6, REGULATION OF MINI-PIGS TO THE RALSTON MUNICIPAL CODE; TO REPEAL ALL PROVISIONS OF THE RALSTON MUNICIPAL CODE WHICH ARE IN CONFLICT HEREWITH; TO PROVIDE FOR AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.

Kelly read Ordinance No. 1296 by title only: AN ORDINANCE TO AMEND THE MASTER FEE SCHEDULE FOR THE CITY OF RALSTON, NEBRASKA, ESTABLISHED BY ORDINANCE NO. 1271; TO REPEAL ANY ORDINANCE IN CONFLICT HEREWITH; TO PROVIDE FOR AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.

Moved and Seconded to approve Resolution 2021-18 to approve the agreement between the Douglas County Sheriff’s Department, Omaha Police Department and Ralston Police Department to cooperate interlocally as a task force to reduce DUI crashes and fatality accidents in Douglas County. Aye: Brousek, Fideline, Kavanaugh, Krause, and Preis. Nay: None. Absent: Sanchez. Motion carried.
Moved and seconded to approve the Mayor’s appointment of Amy Roeder to the Planning Commission. Aye: Brousek, Fideline, Kavanaugh, Krause, and Preis. Nay: None. Absent: Sanchez. Motion carried.
Moved and seconded to ratify all actions of Mayor Don Groesser identified in the minutes of the Virtual Annual Members’ Meeting of the League Association of Risk Management on October 22, 2020, and the Annual Members’ Meeting of the League Association of Risk Management September 22, 2021, including the election of nominees to the LARM Board of Directors. Aye: Brousek, Fideline, Kavanaugh, Krause, and Preis. Nay: None. Absent: Sanchez. Motion carried.
Public comment: Rich Shively, 7505 Washington Street, commented on the storm sewer grate in Ponderosa Park and the leaves and debris that collects on it. He had requested the City clean it up and gave an “attaboy” to the City and the Public Works Department for the clean up.
Council comment: Brousek wished everyone a blessed Christmas and a great New Year 2022. Kavanaugh said the Mayor wanted to congratulate Amy Roeder on her appointment to the Planning Commission. Krause informed council members that Kenny Stenberg passed away. Krause wished everyone a Merry Christmas and Happy New Year.
The meeting adjourned at 6:27 PM.
