AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located northwest of 15th and Mike Fahey Streets from OS-Downtown Service District and CBD-Central Business District to CBD-Central Business District (property is located within an ACI-1 Overlay District). BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. ORDINANCE NO. 41857
AN ORDINANCE to approve a Mixed Use District Development Agreement for property located southwest of 204th Street and West Center Road between the City of Omaha and Wish In One Hand Enterprises, LLC, providing site development standards; and to provide for an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That the City of Omaha, in the interest of maintaining public health safety, and welfare, desires to assure that the property located southwest of 204th Street and West Center Road is developed in accordance with the provisions of the Mixed Use District Development Agreement attached hereto and made a part hereof by reference. Section 2. That if this Ordinance, or portion thereof, is found to be invalid, any zoning ordinance applicable to such site shall not be invalidated for such reason. Section 3. That this Mixed Use District Development Agreement is hereby approved. Section 4. That this Ordinance shall be in full force and take effect fifteen (15) days from and after the date of its passage.

ORDINANCE NO. 41859
AN ORDINANCE to authorize entry into an Agreement between the City of Omaha and WorkForce Software, LLC involving the payment of money from appropriations of more than one (1) year in accordance with Section 5.17 of the Home Rule Charter of the City of Omaha, as amended; to provide for the purchase and implementation of the cloud based WorkForce Software Time and Attendance System for a period of five (5) years, a conversion of the current EmpCenter Time and Attendance System to the new environment, and to upgrade to the latest version of the WorkForce Time and Attendance Software at a total cost of approximately $895,000 over the term of the Agreement; the funds for these products and services shall be paid by the Finance Department from General Fund 11111, General Expense 119014; and to provide the effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That as recommended by the Mayor and in conformity with Section 5.17 of the Home Rule Charter, approval is hereby given to enter into the attached Agreement between the City of Omaha and WorkForce Software, LLC to provide for the conversion, upgrade, purchase and implementation of the new WorkForce Time and Attendance System for a five (5) year period from June 30, 2019. Such approval shall include executing the necessary Agreements and Statements of Work described herein. Section 2. The funds from this service are to be billed pursuant to the attached Agreement and Statements of Work and shall be paid by the Finance Department from General Fund 11111, General Expense 119014. Section 3. This Ordinance, being not of a legislative character, shall be in full force and take effect immediately upon passage under and by virtue of the authority granted by Section 2.12 of the Home Rule Charter of the City of Omaha, as amended.

AN ORDINANCE to accept the bid of Heiman Fire Equipment to provide 114 sets of Personal Protective Equipment (PPE) Bunker Gear (i.e. top tier coat and pant with upgraded suspender) for the Omaha Fire Department; the term of the contract is for one year at a cost of $1,944.43 per pair of PPE Bunker Gear (i.e. top tier coat and pant with upgraded suspender) and a total cost of $221,665.02 for 114 sets of PPE Bunker Gear (i.e. top tier coat and pant with upgraded suspender); with both parties having the option to mutually agree to extend it monthly for an additional 24-month period; and to provide an effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. AN ORDINANCE to approve the acceptance of and authorize disbursement over more than one fiscal year from the U.S. Department of Housing and Urban Development, Office of Public Housing Investments Public and Indian Housing, FY 2018 Choice Neighborhoods Implementation Grant, Award #NE7D531CNG118, in the amount of twenty-five million dollars ($25,000,000), match in the amount of one hundred fifty-seven million dollars ($157,000,000), and total program amount of one hundred eighty-two million dollars ($182,000,000), during the project period extending from May 13, 2019 to September 30, 2025; to provide funding for the implementation of a "Transformation Plan" identified in the Grant Agreement, and uniting the Choice Neighborhoods goals and strategies for a holistic approach to housing, people and neighborhood; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; and, providing for the effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. Section 4. That, there is a total match of $157,000,000 with this grant award. The City of Omaha has secured this match through cash and in-kind contributions from public and private sources as detailed in the Choice Neighborhoods Budget Form (HUD)-53236. Section 5. That, this Ordinance, being administrative and not legislative in character, shall be in full force and take effect immediately upon passage.

ORDINANCE NO. 41862
AN ORDINANCE (1) to approve an agreement between the City of Omaha and Nebraska Preparedness Partnership in the amount of forty-five thousand dollars ($45,000) and (2) to authorize the funding for such agreement from the FY 2018 State Homeland Security Grant (SHSG) Award #EMW-2018-SS-00037-S01, awarded by the Nebraska Emergency Management Agency, to provide enhanced security of critical infrastructure assets as prioritized by critical infrastructure operators through public-private partnerships, coordinated plan implementation, and resource management; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; and, providing for the effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That, as .recommended by the Mayor, the agreement between the City of Omaha and the Nebraska Preparedness Partnership in the amount of forty-five thousand dollars ($45,000) budgeted from the Nebraska Emergency Management Agency's FY 2018 State Homeland Security Grant (SHSG) Award #EMW-2018-SS-00037-S01 to enhance security of critical infrastructure assets as prioritized by critical infrastructure operators through public-private partnerships, coordinated plan implementation, and resource management; is hereby approved. Section 2. That, the grant period extends from September 1, 2018 through August 31, 2021, commencing upon approval of this ordinance. SPECIAL ORDINANCE NO. 10262
A SPECIAL ORDINANCE LEVYING A SPECIAL TAX AND ASSESSMENT ON CERTAIN LOTS, PARTS OF LOTS AND PIECES OF REAL EST ATE IN THE CITY OF OMAHA, TO COVER THE COST OF SIDEWALK SNOW REMOVAL IN DISTRICT NO. SWSR 2018-02. WHEREAS: It having been and being hereby adjudged, determined and established that the several lots and pieces of real estate hereinafter referred to have each been specially benefited to the full amount herein levied and assessed against each of said lots and pieces of real estate, respectively, by reason of clearing snow and ice from such sidewalks along and adjoining the said lots and pieces of real estate. THEREFORE, for the purpose of paying the cost incurred for said snow and ice removal along and adjoined the said lots and pieces of real estate, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: SECTION 1. That the cost of clearing snow and ice from such sidewalks along and adjoining the several lots and pieces of real estate in the City of Omaha, herein described be and hereby is levied and assessed according to special benefits by reason of the clearing of snow and ice from such sidewalks upon the following lots and pieces of real estate, as shown by the maps and plats on file in the office of the City Engineer of said City, said costs being so levied on said lots and pieces of real estate, respectively. SECTION 2. The special tax levy shall be due and payable at the date of the levy. The special tax levy shall become delinquent fifty (50) days from and after the passage and approval of this Ordinance; from and after becoming delinquent shall bear interest at the rate of one percent (1.00) per month until paid. SECTION 3. That the entire amount of tax so levied and assessed on any of said lots, or the entire equal pro-rate proportion of said tax on any of said lots may be paid by any person on any part of said lots within fifty days from said levy and, thereupon, said lots or parts of lots shall be exempt from any lien or charge thereto. SECTION 4. That this Special Ordinance shall take effect fifteen days after its passage and be in force thereafter.

ORDINANCE NO. 41863
AN ORDINANCE approving the Seventeenth Supplemental Agreement among the City of Omaha, the County of Douglas, and the Omaha-Douglas Public Building Commission to provide for the issuance of up to the stated principal amount of One Hundred Fourteen Million Dollars ($114,000,000) of new bonds, in one or more series, to pay costs for acquiring, constructing, demolishing, reconstructing, improving, renovating and equipping office facilities, courtroom facilities, and other related justice facilities and juvenile detention facilities as an addition to the Civic Center and as an addition to the Hall of Justice and to determine the division of responsibility for payment of the new bonds and to provide for an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. The Mayor of the City of Omaha is hereby authorized to sign, and its City Clerk to attest, the Seventeenth Supplemental Agreement attached hereto. Section 2. This Ordinance, being legislative in character, shall be in full force and take effect fifteen (15) days after the date of its passage.

AIR QUALITY CONTROL
Notice is given to the public according to Chapter 41 of the Omaha Municipal Code of the application of Cintas Corporation to obtain a minor air emission construction permit for a laundering facility at 1601 N. 24th St, Omaha. The potential emissions, in tons, for this project will be: PM 23.9, PM10 12.6, PM2.5 11.3, SOx 0.1, NOx 9.8, VOC 0.5, CO 8.2, Ammonia 0.1 and CO2 Equivalent 11,840.
No significant impact on air quality is expected from the operation of this facility. Douglas County is in attainment with air quality standards for the listed pollutants. Approval is recommended with the condition that any pollution control equipment that may be necessary for compliance with the City of Omaha or Nebraska Air Pollution Control Rules and Regulations will be installed within 180 days after notification by the City of noncompliance.
All information submitted by the applicant and the proposed approval by Air Quality Control are available for inspection by the public at the office of Omaha Air Quality Control from June 26, 2019 to July 26, 2019. Comments received during that period will be considered. During that period the applicant, or any interested person or group of persons, may request or petition the Control Officer for a public hearing, and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. The Control Officer may hold a public hearing if the comments, requests, or petitions raise legal, policy or discretionary questions and significant public interest exists with respect to the application.
