ORDINANCE NO. 44376
AN ORDINANCE to create Multiple Improvement District No. 2025-01, in the City of Omaha, for the purpose of constructing multiple public improvements along Silver Valley Road and Glendale Avenue, east of North 72nd Street including the extension Silver Valley Road to the north of Starlite Drive, by installing storm and sanitary sewers, sidewalk work to include grading, and paving roadway areas; to fix and define the boundaries of said district; to provide for the determination and assessment of damages, if any, occasioned by reason of change of grade; to authorize the Public Works Department, barring protest to the contrary in accordance with OMC 26-65, to complete the associated improvement project; and to provide for an effective date hereof.

AN ORDINANCE approving an Agreement between the City of Omaha, Nebraska and ORB Farms of Sarpy County in Nebraska, involving the payment of money from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for the terms and conditions under which ORB Farms will receive and land apply stabilized sewage sludge according to applicable standards, laws and policies of the City of Omaha and other relevant jurisdictions for an agreement period ending December 31, 2025, with up to four automatic one-year renewals; to authorize the Finance Department to pay a sum not to exceed $0.60 per cubic yard of stabilized sludge from the Sewer Revenue Fund 21121; and to provide an effective date hereof.

An ordinance authorizing the issuance of a purchase order to Abe’s Trash Service, Inc. for a price agreement for Rubbish Container Service to be utilized by the Street Maintenance Division to be effective for a period of one (1) year and is extendable for three (3) one-year periods at the City’s sole discretion; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.
An ordinance to approve a Storm Sewer Maintenance Agreement between the City of Omaha and Westwood Solutions LLC, concerning the allowable storm sewer improvements in the right-of-way and on private property, and the private maintenance and liability obligations thereof for Bondesson Street paving improvements for the State and Highway 133 Addition site northwest of State Street and Blair High Road; to authorize the execution of said Agreement.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the Nebraska Crime Commission, FY 2024 STOP Violence Against Women (VAWA) Grant Year 3, Award #197-2024-VW4016 in the amount of $200,798.00 with a match of $49,599.00 and a total program amount of $250,397.00 during the project period of July 1, 2025 to June 30, 2026; to enhance victim assistance services and prosecute cases of domestic violence through the multi-agency Douglas County Community Response Team as detailed in the attached grant application; to authorize payment from such grant funding and involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve an Interlocal Agreement between the City of Omaha and Douglas County for the operation of the joint 911 Emergency Communication System for a term that will expire on December 31, 2035, with an ability to opt out after December 31, 2030; to provide for the payments called for in said Agreement from a specific account.
An ordinance to create a new Chapter in the Omaha Municipal Code governing local activities permitted under Nebraska Medical Cannabis Regulation Act (hereinafter, the “NMCRA”) and the Nebraska Medical Cannabis Patient Protection Act (hereinafter, the “NMCPPA”)(collectively, the “Acts”), and mandating that any cannabis establishment registered with the State of Nebraska and authorized to cultivate, possess, manufacture, distribute, deliver, or dispense cannabis for medical purposes shall comply with all relevant state laws, rules and regulations, or emergency rules and regulations, and local ordinances to ensure the protection of the public health, safety and welfare.
An ordinance to add Sections 20-165, 20-165.01, 20-165.02, 20-165.03, and 20-165.04 entitled “Unauthorized Encampments on Public Property” to Chapter 20 of the Omaha Municipal Code; to provide for rules and regulations for addressing unauthorized encampments on public property; to create penalties for non-compliance.
