PUBLIC HEARING NOTICES

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on September 16, 2025, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:

An ordinance approving acceptance of the option for a two year extension of the contract with DPS, LLC for OPW 54156, being the Transportation Of Sludge Cake Biosolids, Missouri River Water Resource Recovery Facility & Papillion Creek Water Resource Recovery Facility contract, and to accept price increases; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.

An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of the Signal Infrastructure Phase F2 Project, identified as OPW 54476; providing that the City negotiate with the property owners for land acquisitions, permanent easements and temporary construction easements; providing that as to each specified parcel which cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.

An ordinance to approve a Streetlight Maintenance Agreement between the City of Omaha and Creighton University, concerning the allowable streetscape and streetlight improvements in the right-of-way and the private maintenance and liability obligations thereof for the Creighton University site at 2500 California Plaza and surrounding campus; to authorize the execution of said Agreement.

An ordinance to accept the bid of Cash-Wa in the total amount of $95,478.36 for Food Concessions and Supplies for City of Omaha Parks, located at various Community Centers, Golf Courses, and other Parks facilities throughout the City. (The Finance Director of the City of Omaha is authorized to make payments in accordance therewith from the Golf Operations Fund No. 21114, and Organization Nos. 115511 –   Johnny Goodman ($18,000.00), 115512 – Benson ($18,000.00), 115513 – Elmwood ($15,000.00), 115519 – Knolls ($12,000.00), 115515 – Warren Swigart ($1,000.00),        115516 – Steve Hogan ($1,000.00), 115517 Spring Lake ($1,578.00), and 115518 – Westwood ($1,000.00), and Trap & Skeet Operations Fund No. 21108, and Organization No. 115366 ($2,900.00), and General Fund No. 11111 and Organization Nos. 115211 – Motto McLean Ice ($9,000.36), 115352 – Hummel Nature Center ($14,000.00), and 115335 – Pool Admin. ($2,000.00).

An ordinance to approve the Contract between the City of Omaha and Thomson Reuters, for more than one year, to provide specialized books and services to the Law Department, and to provide payment in an amount not to exceed $91,560.00 the first year, with a 5 percent increase annually the next two years, and from the following account strings: Fund 11111, Org 104011 and Fund 12111, Org 121101.

An ordinance approving a Redevelopment Contract between the City of Omaha and Front Porch Investments for the oversight and administration of funding affordable housing development projects implemented pursuant to the Urban Core Housing and Mobility Redevelopment Plan; the establishment of various policies, procedures and guidelines for the grant and use of tax increment financing to fund expenses related to the construction of affordable housing with the Urban Core Redevelopment Plan Area; to support the authorization of up to $40,000,000.00, plus accrued interest, in excess ad valorem taxes generated by the increases in incremental real estate valuations resulting from new and enhanced redevelopment projects within the urban core to be used for such projects, as authorized by the Nebraska Community Development Law and the Urban Core Housing and Mobility Redevelopment Plan.
