Notice is hereby given that the City Council of the City of Omaha met on August 23, 2022 and passed and approved the following ordinances:
ORDINANCE NO. 43063
AN ORDINANCE to amend the agreement dated May 9, 2019 and Ordinance number 41811 passed May 7, 2019 between the City of Omaha and the Women’s Center for Advancement in the amount of thirty-five thousand, ninety-four dollars ($35,094) for an amended agreement amount of three hundred and six thousand, two hundred and twenty-four dollars ($306,224), the amendment authorizes partial funding for one (1) full-time advocate, one (1) full-time crisis counselor, one (1) full-time Advocacy Manger at the Women’s Center for Advancement; supplies; training as part of the Omaha Sexual Assault Kit Initiative (SAKI) Project; and indirect costs; to authorize payment from such funding and involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter; and, providing for the effective date thereof.

AN ORDINANCE to amend the agreement dated May 15, 2019 and Ordinance number 41832 passed May 14, 2019 and amended Ordinance number 42525 passed April 28, 2021 between the City of Omaha and HTI Labs in the amount of forty-two thousand, two hundred and seventy-four dollars ($42,274) for an amended agreement amount of one hundred and fifty-eight thousand, nine hundred and sixty-seven dollars ($158,967), the amendment authorizes funding for applied analysis to inform Omaha Sexual Assault Kit Initiative (SAKI) Working Group decision-making and indirect costs; to authorize payment from such funding and involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter; and, providing for the effective date thereof.

AN ORDINANCE proposing amendment to Section 2.06 of the Home Rule Charter of the City of Omaha, 1956, as amended, to provide that a Councilmember who is vacating a City Council position cannot vote for the Councilmember’s replacement; to provide for the submission of the proposed amendment to the qualified electors of the City of Omaha for their approval or rejection at the General Election to be held on November 8, 2022; to repeal Section 2.06 of the Home Rule Charter of the City of Omaha as heretofore existing; and to provide the effective date hereof.

AN ORDINANCE proposing amendments to Sections 2.08, 2.10, and 2.18 of the Home Rule Charter of the City of Omaha, 1956, as amended, to provide for a line of succession in the event that the Council President and the Council Vice President are unable to perform as Acting Mayor when it is so necessary, to provide an exception to the requirement that the City Council must meet at least twice a month in the event of an emergency declared by the state or federal government, and to require that the publication related to any Initiative Petition be made only in the City’s designated official newspaper; to provide for the submission of the proposed amendment to the qualified electors of the City of Omaha for their approval or rejection at the General Election to be held on November 8, 2022; to repeal Sections 2.08, 2.10, and 2.18 of the Home Rule Charter of the City of Omaha as heretofore existing; and to provide the effective date hereof.

AN ORDINANCE proposing amendments to Sections 5.03, 5.16, and 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amended, to amend ARTICE V. FINANCE of the Charter to allow for an increase in the size of the Cash Reserve Fund from 8% to 12% and to increase the monetary amount which requires public bidding and City Council action from $20,000 to $50,000; to provide for the submission of the proposed amendment to the qualified electors of the City of Omaha for their approval or rejection at the General Election to be held on November 8, 2022; to repeal Sections 5.03, 5.16, and 5.17 of the Home Rule Charter of the City of Omaha as heretofore existing; and to provide the effective date hereof.

AN ORDINANCE proposing amendment to Section 7.04 of the Home Rule Charter of the City of Omaha, 1956, as amended, to include a requirement that the City of Omaha’s Master Plan must address affordable housing development and sustainable development in addition to the elements that it is already required to address; to provide for the submission of the proposed amendment to the qualified electors of the City of Omaha for their approval or rejection at the General Election to be held on November 8, 2022; to repeal Sections 7.04 of the Home Rule Charter of the City of Omaha as heretofore existing; and to provide the effective date hereof.
