NOTICE TO PUBLIC
The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in the Jesse Lowe Conference Room, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of discussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, August 23, 2022, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. This meeting will have video conference capability. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened. The video conference details and an agenda for the meeting is posted on the City of Omaha website at www.cityofomaha.org.

PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on August 23, 2022, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of the 5B Street Project, South 38th Street from Hascall Street to Grover Street, identified as OPW 53976; providing that the City negotiate with the property owners for land acquisitions, permanent easements and temporary construction easements; providing that as to each specified parcel which cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.
An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of constructing the 145th and Grover Sanitary Sewer Relocation, project identified as OPW 53880; providing that the City negotiate with the property owners for land acquisition, permanent easements and temporary construction easements, providing that if said parcel cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.
An ordinance authorizing the issuance of a purchase order to Solenis, LLC in the estimated annual amount of $807,937.50, for the purchase of sludge dewatering liquid polymer to be utilized by the Papillion Creek Water Resource Recovery Facility, to be effective for a term of one (1) year and is extendable for two (2) additional one-year terms; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.
An ordinance to approve a Streetscape Maintenance Agreement between the City of Omaha and Royce Candlewood, LLC, concerning the allowable streetscape and landscape improvements in the right-of-way and the private maintenance and liability obligations thereof for the Little King restaurant site at 8602 West Dodge Road; to authorize the execution of said Agreement.
An ordinance approving a Professional Services Agreement with WSP USA Inc. for professional engineering and public involvement services to assist the City in the creation of the Vision Zero Action Plan, at a cost of $345,896.68; to provide for payments involving appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter, as amended; to provide for payments from a specific account.
An ordinance rescinding Ordinance No. 41242, passed on September 12, 2017 approving a Tax Increment Financing (TIF) Redevelopment Agreement with Alchemy Development, LLC, and subsequent amendments, to implement the Zone 6 Apartments at Aksarben Village Tax Increment Financing (TIF) Redevelopment Project Plan for the redevelopment site located at 6460 Frances Street and 6465 Shirley Street which proposed the new construction of two, five-story multi-family structures containing a total of 108 market-rate units, later amended to 124 market-rate units, with a total of 136 parking stalls available to the residential tenants.
An ordinance rescinding Ordinance No. 41465, passed on May 1, 2018 approving a Tax Increment Financing (TIF) Redevelopment Agreement with Howard Street Landmark, LLC, and subsequent administrative amendments, to implement the Scott Tent and Awning Company Tax Increment Financing (TIF) Redevelopment Project Plan for the redevelopment site located at 1501 Howard Street, which proposed a comprehensive rehabilitation of the 26,136 square foot building constructed in 1893.
An ordinance rescinding Ordinance No. 42670, passed by the Omaha City Council on September 16, 2021 approving a Tax Increment Financing (TIF) Redevelopment Loan Agreement with O’Keefe Lofts, LLC, to implement O’Keefe Lofts Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 1402 Jones Street which proposed the rehabilitation and expansion of an office building with historic character in the Central Business District of Omaha.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year Grant Agreement #197-2022-DA3003 from the Nebraska Commission on Law Enforcement and Criminal Justice (Nebraska Crime Commission) in the amount of $49,193.00, during the project period extending from July 1, 2022 to June 30, 2023 to fund the Omaha Police Department overtime related to hot spot crime prevention, enforcement, and suppression operations; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, FY 2022 Invited to Apply – Byrne Discretionary Community Grants Program, Award #15PBJA-22-GG-00178-BRND, in the amount of $527,000.00, during the project period extending from March 15, 2022 to September 30, 2024; to implement Encompass Omaha: A Hospital-based Violence Intervention Program; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to establish, pursuant to Section 40-251 of the Omaha Municipal Code, a Class “B” Flammable Liquids Storage District to be known as District No. B-213 at 4002 S 149th Circle as requested by Verizon Wireless.
An ordinance to amend Section 10-62 requiring the City Comptroller to prepare and make available on the Finance Department’s website an annual report on the status of all bonds that the City of Omaha has issued.

Notice of Public Hearing
The Omaha Housing Authority (OHA) is preparing its Annual Plan for 2023 and 5-Year Capital Fund Action Plan for 2023-2027. OHA hereby notifies and invites the public to review and comment. The proposed Plans and related documents are available at OHA’s central office located at 1823 Harney Street, Omaha, NE from 8:30 a.m. to 4:00 p.m. Monday through Friday. Alternately, you may request documents by email to hearings@ohauthority.org.
OHA will hold a public hearing at 11:00 a.m. Tuesday, Oct. 4, 2022 in the Board Room of OHA’s Central Office located at 1823 Harney Street. Accessible entrance is on the south side of the building.
