Notice is hereby given that the City Council of the City of Omaha met on July 20, 2021 and passed and approved the following ordinances:
ORDINANCE NO. 42594
AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located northeast of 147th and Spencer Streets from MU-Mixed Use District to DR-Development Reserve District.
Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Outlots A through B. Grayhawk Replat 4, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned from MU-Mixed Use District to DR-Development Reserve District.

ORDINANCE NO. 42595

AN ORDINANCE to approve a Major Amendment to a Mixed Use District Development Agreement between the City of Omaha and Acorn, LLC for Grayhawk, located northeast of 147th and Spencer Streets, to allow for the reduction of the required bufferyard from 30 feet to 15 feet, providing site development standards; and to provide for an effective date.

ORDINANCE NO. 42597
AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Bread Pudding, LLC, a Nebraska limited liability company, to implement The Trio; 15th and Farnam Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located Southeast of 15th and Farnam Streets, which proposes a comprehensive rehabilitation of three buildings that will function as a single development and will ultimately contain 18 apartment units and three street level commercial spaces; the agreement authorizes the use of up to $920,000.00, plus accrued interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, to include $10,000.00 of the TIF loan proceeds toward the Downtown Public Improvement Fund, and providing for an effective date.

AN ORDINANCE to authorize and enter into an Agreement between the City of Omaha, a Municipal Corporation, through the Omaha Police Department (OPD), and Behavioral Health Support Foundation and the Omaha Police Foundation, Nebraska not-for-profit foundations, for a period from January 1, 2021 through December 31, 2024, to continue to fund the Co-Responder Program as part of the Behavioral Health and Wellness Unit (BHWU) at the Omaha Police Department; and to provide an effective date hereof.

AN ORDINANCE (1) to approve an agreement between the City of Omaha and Nebraska State Patrol in the amount of three hundred eighty-nine thousand, six hundred and sixty-eight dollars ($389,668); and (2) to authorize funding for such agreement from the City of Omaha’s FY 2020 National Sexual Assault Kit Initiative (SAKI) Grant, Award #2020-AK-BX-0029, awarded by the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance; to provide funding for two (2) Forensic Scientists dedicated to the testing of previously unsubmitted Sexual Assault Kits from the Omaha Police Department as part of the Sexual Assault Kit Initiative (SAKI) project; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; and, providing for the effective date hereof.

AN ORDINANCE (1) to approve an agreement between the City of Omaha and Nebraska State Probation District 4A (Adult) in the amount of five thousand, nine hundred eighty-five dollars ($5,985); and (2) to authorize funding for such agreement from the City of Omaha’s FY 2019 Project Safe Neighborhoods Grant Award #2019-GP-BX-0056, awarded by the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA); to work directly with the District of Nebraska, Project Safe Neighborhoods (PSN) Task Force and law enforcement agencies to prevent and interrupt gun and gang violence by adult probationers in the District of Nebraska Project Safe Neighborhoods (PSN) focus area; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; providing for payment from a specific account; and, providing for the effective date hereof.

AN ORDINANCE approving an Amendment to Agreement for Fire and Emergency Services with the Millard Suburban Fire Protection District # 1, a Suburban Fire Protection District; providing that the amount paid by the Millard Suburban Fire District will be reduced from $0.136 per $100 of assessed valuation to $0.108 per $100 of assessed valuation for the remainder of the Agreement between the parties; to extend the term of the Agreement from an end date of August 21, 2027 to December 31, 2027; and provide an effective date hereof.

AN ORDINANCE to create Section 23-537 of Chapter 23 of the Omaha Municipal Code to reflect changes negotiated between the City of Omaha and the Omaha Police Managers Association to create a six percent (6%) specialty pay for an Executive Deputy Chief of Police, designated by the Chief of Police, who shall perform administrative and supervisory duties determined by the Chief and shall act as the Chief of Police when the Chief is unavailable; to provide that any ordinances of the City of Omaha, and any rules and regulations promulgated thereunder, which are in conflict with this Ordinance shall not be applicable to those employees in Police Management; and to provide the effective date hereof.
