ORDINANCE NO. 43886
AN ORDINANCE declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of the Omaha Streetcar Project, identified as OPW 54338; providing that the City negotiate with the property owners for land acquisitions, permanent easements and temporary construction easements; providing that as to each specified parcel which cannot be obtained by negotiation, condemnation proceedings be undertaken and completed; and, providing for the effective date hereof.

ORDINANCE NO. 43889
AN ORDINANCE to approve the attached Amendment to Agreement which amends Article 41 of the Collective Bargaining Agreement between the City of Omaha and the Omaha Police Officers Association by adding specialty pay for certain Captain positions; to provide that any ordinances of the City of Omaha, and any rules and regulations promulgated thereunder, which are in conflict with the provisions of the Collective Bargaining Agreement shall not be applicable to those employees in the Bargaining Unit described in Article 1, Section 1, of said Collective Bargaining Agreement; to provide authorization for the Mayor to execute and the City Clerk to attest her signature; and to provide the effective date hereof.

AN ORDINANCE extending the limits of the City of Omaha over certain land in Douglas County, Nebraska, and incorporating the same into and making the same a part of the City of Omaha and to provide the effective date hereof.

ORDINANCE NO. 43888
AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Omaha Economic Development Corporation, a Nebraska corporation, to implement the Community Innovation Campus Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 1127 North 20th Street, which proposes to rehabilitate a vacant 19,060 square foot building for use as a community kitchen and dietary call center. The kitchen will serve the community nutrition needs of CHl’s existing health care facilities; the agreement authorizes the use of up to $385,000.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date.

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on July 30, 2024, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance to amend the official records, logs, and plats of the City of Omaha by providing for the change in the street name for the following street in North Streams Replat One, a subdivision in Douglas County, Nebraska: A portion of J Street changed to I Street near South 203rd Street, then continuing west to the intersection of South 204th Street.
An ordinance to approve and authorize the execution of an Agreement between the City of Omaha, and the Omaha Botanical Center, involving the payment of money from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amended; to provide for the payment to the Omaha Botanical Center for the calendar years, 2024, 2025, 2026, 2027, 2028, 2029, 2030, 2031, 2032, 2033 for services rendered to the City of Omaha for the improvement and operation of the Lauritzen Gardens.
An ordinance proposing an amendment to Section 2.05 of the Home Rule Charter of the City of Omaha, 1956, as amended, to amend Article II. The Council and Legislation of the Charter to provide that a City Councilmember forfeits their office when they cease being a resident of the City Council district that they were elected to represent; that a City Councilmember forfeits their office when they are absent for four consecutive meetings when such absences are not excused by the Council; to allow for removal of a City Councilmember for violating a Code of Conduct adopted by a super-majority of the City Council after a public meeting; to provide for the submission of the proposed amendment to the qualified electors of the City of Omaha for their approval or rejection at the General Election to be held on November 5, 2024; to repeal Section 2.05 of the Home Rule Charter of the City of Omaha as heretofore existing.
An ordinance proposing amendment to Section 5.16 of the Home Rule Charter of the City of Omaha, 1956, as amended, to amend Article V. Finance of the Charter to increase the monetary amount which requires public bidding from $20,000.00 to $50,000.00 to match the change recently made to Section 5.17 concerning the amount of a contract requiring City Council approval; to provide for the submission of the proposed amendment to the qualified electors of the City of Omaha for their approval or rejection at the General Election to be held on November 5, 2024; to repeal Section 5.16 of the Home Rule Charter of the City of Omaha as heretofore existing.
An ordinance authorizing and providing for an issue of special tax revenue redevelopment bonds in one or more series and as tax-exempt or taxable obligations in the aggregate principal amount of not to exceed $50,000,000.00 to be termed for identification purposes “Special Tax Revenue Redevelopment Bonds, Series 2024” or such other designation or designations as shall be determined by an Authorized Officer of the City; prescribing the form and detail of said bonds; ratifying and confirming the creation of a community development agency; providing for the annual certification of the amount of community redevelopment tax to be levied for each succeeding fiscal year; pledging the special tax revenues to the payment of the principal of and interest on said bonds as the same fall due and to carry out all other covenants of this Ordinance; limiting the payment of said bonds solely to said special tax revenues; authorizing the sale of said bonds by negotiation; directing the preparation of a transcript of proceedings authorizing the issuance, sale and delivery of said bonds; appointing a Paying Agent and Registrar; approving the selection of an underwriter; directing that said bonds shall initially be issued and registered in book-entry form; providing for continuing disclosure; delegating authority an Authorized Officer to determine the final prices, interest rates, principal amounts and redemption provisions for said bonds.
An ordinance to amend Chapter 2, Article II, Division 1 of the Omaha Municipal Code, entitled “Generally” by adding Section 2-25 to provide for a Code of Conduct.
