In total, the four phases of the overall project will provide 205 mixed income affordable housing units, along with one commercial structure involving the rehabilitation of an existing 8,650 square foot historic building.
The Planning Board recommended approval of this Redevelopment Project Plan at the June 4, 2025 public hearing.
The Redevelopment Project Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of Tax Increment Financing (TIF) in an amount up to $4,776,056.00, which includes capitalized interest. TIF loan proceeds will be used to offset eligible expenses such as acquisition, demolition, building rehabilitation construction hard costs, architectural and engineering costs, and other public improvements as required. The total estimated project costs are $54,114,886.00, but are subject to change as final costs come in.
A copy of said plan is available for public inspection in the City Clerk’s Office.

AIR QUALITY CONTROL
NOTICE TO PUBLIC
Notice is given to the public according to Chapter 41 of the Omaha Municipal Code of the application of OPPD for a renewal of their air emission operating permit for the electric power generation facility at 505 Marcy Street, Omaha. The potential emissions at this facility, in tons, will be: PM10 78.7, PM2.5 77.3, SOx 351.7, NOx 6128.5, VOC 2.9, CO 23.0, 1,3-Butadiene 0.11, Formaldehyde 1.95, POM 0.28, Arsenic 0.08, Cadmium 0.03, Lead 0.10, Manganese 5.5, Selenium 0.17, total HAPs 8.97 and CO2 equivalent 1,130,356.
No significant impact on air quality is expected from the operation of this facility. Douglas County is in attainment with air quality standards for the listed pollutants. Approval is recommended with the condition that any pollution control equipment that may be necessary for compliance with the City of Omaha or Nebraska Air Pollution Control Rules and Regulations will be installed within 180 days after notification by the City of noncompliance.
All information submitted by the applicant and the proposed approval by Air Quality Control are available for inspection by the public at the office of Omaha Air Quality Control from July 17, 2025 to August 17, 2025. Comments received during that period will be considered. During that period the applicant, or any interested person or group of persons, may request or petition the Control Officer for a public hearing, and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. The Control Officer may hold a public hearing if the comments, requests, or petitions raise legal, policy or discretionary questions and significant public interest exists with respect to the application.
