PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on July 23, 2024, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance to amend Section 1 and Section 3 of Ordinance No. 43802, passed by City Council on April 16, 2024, which Ordinance vacated a portion of the Douglas Street right-of-way located east of 73rd Street to the eastern terminus, in the City of Omaha, Douglas County, Nebraska.
An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of constructing the Citywide Lift Station Replacement No. 3, project identified as OPW 54110; providing that the City negotiate with the property owners for land acquisition, permanent easements and temporary construction easements, providing that if said parcel cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.
An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of constructing the Pershing Pump Station and Forcemain Replacement, project identified as OPW 54109; providing that the City negotiate with the property owners for land acquisition, permanent easements and temporary construction easements, providing that if said parcel cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.
An ordinance to designate the historic Fire Station No. 5 located at 4702 South 25th Street as a landmark pursuant to the Landmark Heritage Preservation Ordinance of the City of Omaha.
An ordinance to approve the ConnectOmaha Active Mobility Plan sets short and long-term goals, objectives, and detailed recommendations to expand opportunities for walking, bicycling, and other forms of active mobility (such as scooters) for transportation as well as recreation.
An ordinance to amend Section 23 - 177 of the Omaha Municipal Code concerning employment classifications by adding the employment classification entitled Associate Library Specialist with an hourly pay range of $16.88 to $22.33; to repeal Section 23 - 177 as heretofore existing.
An ordinance to approve a Contract between the City of Omaha, and SMG OMAHA LABS, INC dba Fastest Labs of East Omaha, involving the payment of money from appropriations of more than one (1) year in accordance with Section 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amended; to provide pre-employment drug screening for the City of Omaha for a period of three (3) years from the date of City Council approval, with two (2) one-year options at the City’s sole discretion; such payments to be from Fund No. 11111, Account No. 42235, Organization No. 105011.
An ordinance to accept the bid and approve a lease agreement between Dillon Brothers Harley-Davidson, Inc. and the City of Omaha for sixteen (16) Harley-Davidson motorcycles for use by the Omaha Police Department, over a six year period beginning in year 2025 through year 2030, with an annual cost per Unit from $4,404.00 in the first year to $4,704.00 in the last, involving appropriations of more than one year in conformity with Section 5.17 and Section 5.16 of the Home Rule Charter.
An ordinance to approve an Agreement between the City of Omaha and Omaha Public Schools for the City to provide, through its assignment, up to ten (10) Associate School Resource Officers and marked police cruisers, subject to the availability of such cruisers and the School District’s needs, to specifically designated locations, involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter, to perform police work within the District with each Associate School Resource Officer working no more than 28 hours per week while school is in session during the regular school year, from the first day of the semester of August, 2024 and ending on July 31, 2025; reimbursement from the Omaha Public Schools to the City will be in the amount of $40.00 per hour for each officer for the 2024 - 2025 school year.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the Nebraska Commission on Law Enforcement and Criminal Justice (Nebraska Crime Commission), SFY 2025 Office of Violence Prevention (OVP) Grant Program, Award #25-OVP-5008, in the amount of $19,550.00, during the project period extending from July 1, 2024 to June 30, 2025; to support the Omaha Police Department (OPD) Gang Unit Firearms DNA Testing Program; to authorize payment from such grant funding and involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to establish, pursuant to Section 40-251 of the Omaha Municipal Code, a Class “B” Flammable Liquids Storage District to be known as District No. B-222 at 8550 Indian Hills Drive as requested by Alvin Kobes.
An ordinance to provide that the City Council of the City of Omaha be authorized to issue and sell, from time to time, but no later than December 31, 2032 without further vote of the electorate, General Obligation Bonds of the City of Omaha in an amount not to exceed $80,900,000.00 for the purpose of providing funds for the payment of the cost of constructing, reconstructing, widening, improving, extending and equipping streets, expressway and freeway segments, interim expressway and freeway facilities, boulevards, roads, and parking facilities serving public parks, bridges, portions of and connections to Interstate Highway interchanges, or combinations thereof, including necessary plans and specifications, and acquiring land and rights-of-way and easements as may be required but excluding the cost of the City construction equipment and payment of salaries to City employees; to provide for the submission of this proposal to the qualified electors of the City of Omaha for their approval or rejection at the General Election to be held on November 5, 2024 (Transportation).
An ordinance to provide that the City Council of the City of Omaha be authorized to issue and sell, from time to time, but no later than December 31, 2032 without further vote of the electorate, General Obligation Bonds of the City of Omaha in an amount not to exceed $146,000,000.00 for the purpose of providing funds for the payment of the cost of acquiring, constructing, improving, equipping and rehabilitating police buildings and facilities, fire stations, branch libraries, park maintenance facilities, auditorium support facilities, arena and convention center facilities, public works storage facilities and city wide building renovations and replacements and other public facilities of the City of Omaha, including necessary plans and specifications, and acquiring such land and easements as may be required, but excluding the cost of City construction equipment and payment of salaries to City employees; to provide for the submission of this proposal to the qualified electors of the City of Omaha for their approval or rejection at the General Election to be held on November 5, 2024 (Public Facilities).
An ordinance to provide that the City Council of the City of Omaha be authorized to issue and sell, from time to time, but no later than December 31, 2032, without further vote of the electorate, General Obligation Bonds of the City of Omaha in an amount not to exceed $10,000,000.00 for the purpose of providing funds for the payment of the cost of various park and recreation improvement projects, including necessary plans and specifications, but excluding the cost of City construction equipment and payment of salaries to City employees; and to provide for the submission of this proposal to the qualified electors of the City of Omaha for their approval or rejection at the General Election to be held on November 5, 2024 (Parks and Recreation).
An ordinance to provide that the City Council of the City of Omaha be authorized to issue and sell, from time to time, but no later than December 31, 2032 without further vote of the electorate, General Obligation Bonds of the City of Omaha in an amount not to exceed $72,000,000.00 for the purpose of providing funds for the payment of the cost of constructing, reconstructing, widening, improving, extending and equipping streets, boulevards, roads, and bridges, portions of and connections to expressway, freeway, and Interstate Highway interchanges, or combinations thereof, including necessary plans and specifications, and acquiring land and rights-of-way and easements as may be required but excluding the cost of the City construction equipment and payment of salaries to City employees; to provide for the submission of this proposal to the qualified electors of the City of Omaha for their approval or rejection at the General Election to be held on November 5, 2024 (Street Preservation).
An ordinance to provide that the City Council of the City of Omaha be authorized to issue and sell, from time to time, but no later than December 31, 2032, without further vote of the electorate, General Obligation Bonds of the City of Omaha in an amount not to exceed $10,000,000.00 for the purpose of providing funds for the payment of the cost of various capital expenditures of the City Police and Fire Departments including vehicles and equipment and necessary plans and specifications, but excluding the cost of City construction equipment and payment of salaries to City employees; and to provide for the submission of this proposal to the qualified electors of the City of Omaha for their approval or rejection at the General Election to be held on November 5, 2024 (Public Safety).
An ordinance to provide that the City Council of the City of Omaha be authorized to issue and sell, from time to time, but no later than December 31, 2032, without further vote of the electorate, General Obligation Bonds of the City of Omaha in an amount not to exceed $14,500,000.00 for the purpose of providing funds for the payment of the cost of constructing, reconstructing, improving, extending and equipping of storm sewers, sanitary sewers, interceptor sewers, combined sewers, relief sewers, or a combination thereof, and other related branch sewer main construction in the City of Omaha, as required in the design and construction of sewer facilities, including necessary plans and specifications, and acquiring such lands and rights-of-way and easements as may be required, but excluding the cost of City construction equipment and payment of salaries to City employees; and to provide for the submission of this proposal to the qualified electors of the City of Omaha for their approval or rejection at the General Election to be held on November 5, 2024 (Environment Sewer).

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on July 30, 2024, at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183. The purpose of these hearings is to consider approval of:
Class “C” Liquor License for Legacy MAP, LLC, dba “Board & Brush”, located at 6016 Maple Street.
Class “I” Liquor License for CPL Omaha, LLC, dba “Cham Pang Lanes and Ghost Donkey”, located at 910-920 Harney Street.
Anyone interested in these matters or desiring to give evidence in support of or in protest against the issuance of such license should be in attendance at this meeting.

AIR QUALITY CONTROL
Notice is given to the public according to Chapter 41 of the Omaha Municipal Code of the application of Modern Equipment Company for a renewal of their air emission operating permit for their fabricated metal products manufacturing facility at 6161 Abbott Drive, Omaha. The potential emissions at this facility, in tons, will be: PM10 19.3, PM2.5 19.3, VOC 80.0, individual HAP 2.0 and total HAPs 4.0.
No significant impact on air quality is expected from the operation of this facility. Douglas County is in attainment with air quality standards for the listed pollutants. Approval is recommended with the condition that any pollution control equipment that may be necessary for compliance with the City of Omaha or Nebraska Air Pollution Control Rules and Regulations will be installed within 180 days after notification by the City of noncompliance.
All information submitted by the applicant and the proposed approval by Air Quality Control are available for inspection by the public at the office of Omaha Air Quality Control from July 17, 2024 to August 17, 2024. Comments received during that period will be considered. During that period the applicant, or any interested person or group of persons, may request or petition the Control Officer for a public hearing, and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. The Control Officer may hold a public hearing if the comments, requests, or petitions raise legal, policy or discretionary questions and significant public interest exists with respect to the application.
