Notice is hereby given that the City Council of the City of Omaha met on May 20, 2025 and passed and approved the following ordinances:

 

ORDINANCE NO. 44264

AN ORDJNANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located northeast of Rainwood Road and Blair High Road from AG-Agricultural District to GI-General Industrial District.                                                                                      

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lots 1- 5, 7-18, 20, and Outlots A-B, McGill Industrial Park, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned from AG-Agricultural District to GI-General Industrial District.

ORDINANCE NO. 44265

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located northeast of Rainwood Road and Blair High Road from AG-Agricultural District to HI-Heavy Industrial District.

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located at 1401 Veterans Drive from DR-Development Reserve District to R4-Single-Family Residential District (High-Density).

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: The vacated alley adjacent and the West 30 feet of Lot 4 and all of Lots 5 & 6, and the North 5 feet of Lots 7 & 8, and the North 5 feet of the West 30 feet of Lot 9, Block 33, Corrigan Place 1st Addition, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, is hereby rezoned from R7-Medium-Density Multiple-Family Residential District to R4-Single-Family Residential District (High-Density).

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lots 1-4, Mossman & Wilsons Addition Replat 5, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, is hereby rezoned from R5(35)-Urban Family Residential District to R5-Urban Family Residential District.

ORDINANCE NO. 44270

AN ORDINANCE to amend the boundaries of the ACI-3 (PL)-Area of Civic Importance Overlay District, to incorporate into that district the property located at 707 North 102nd Street and 10000 California Street; and to provide an effective date.                                                                                        

Summary: In accordance with Sections 55-609 through 55-617 and 55-886 of the Omaha Municipal Code, the official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended so that: Parcel A, Block 3, Westroads and Lot 2, Westroads Replat 2 except the irregular South 487.11 Feet; subdivisions as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned to be included in and incorporated into the ACI-3 (PL) - Area of Civic Importance Overlay District; provided, that the base zoning district for such property shall not be changed by this ordinance.

ORDINANCE NO. 44271

AN ORDINANCE to approve a Major Amendment to a PUR-Planned Unit Redevelopment Overlay District located at 1440 South 13th Street, to approve the Development Plan, and to provide for an effective date.                                                                                        

Summary: In accordance with Sections 55-595 through 55-600 of the Omaha Municipal Code, a Major Amendment to the PUR-Planned Unit Redevelopment Overlay District and the Development Plan, attached hereto and made a part hereof are hereby approved, for the following described land in Douglas County, Nebraska: Lot 1, Kountze 3rd Addition Replat Eleven, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska.

AN ORDINANCE to transfer a permanent easement in land to Metropolitan Utilities District of Omaha, a municipal Corporation and a Political Corporation, for the right to lay, maintain, operate, repair, relay, and remove, at any time, underground pipelines for the transportation of water and all underground and above-ground appurtenances thereto, upon City-owned property located near 50th Avenue & Mary Street in Myott Park; to authorize the Mayor to execute the attached Right-of-Way Easement; and to provide an effective date thereof.

AN ORDINANCE in accordance with Section 5.10 of the Home Rule Charter of the City of Omaha, 1956, as amended, to transfer $35,593 in unencumbered appropriations in the 2025 Budget of the City of Omaha from the Wage Adjustment account to the Fire Department; and to fix the effective date hereof to be immediately upon passage in accordance with Section 2.12 of the Home Rule Charter of the City of Omaha, 1956, as amended.

AN ORDINANCE to approve acceptance of the Omaha Public Safety Radio Refresh Firm Proposal dated April 8, 2025 from Motorola Solutions, Inc., which approves the purchase of replacement portable radios for the Omaha Police and Fire Departments pursuant to State Purchasing Contract 111563 O4 for the total amount of $8,439,990.20; with payment to be made from the General Fund 11111, Organization 113132 (Police Supply) and City Capital Improvement Fund 13112, Organization 114512 (Fire Capital); and to provide the effective date hereof.

PUBLIC HEARING NOTICES

 

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on June 3, 2025, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:

 

An ordinance authorizing the issuance of purchase orders to Raven Materials, LLC as primary supplier and Oldcastle Materials Midwest Co. dba Omni Engineering as the secondary supplier for the purchase of Asphalt Mixes (Hot Mix and Cold Patch) to be utilized by the Street Maintenance Division, to be effective for a term of one (1) year and is extendable for up to three (3) one-year terms at the sole option of the City; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.

 

An ordinance authorizing the issuance of a purchase order to Central Salt, LLC, for the purchase of rock salt, to be utilized by the Street Maintenance Division, to be effective for a term of one (1) year and is extendable for up to three (3) additional one-year terms at the sole option of the City; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.

 

An ordinance to approve an Interlocal Agreement between the City of Omaha and Douglas County for $23,600,000.00 to jointly improve 156th Street from the north side of West Maple road, north to approximately Fort Street, designated by the City as OPW 54870 and Douglas County project C-28(648), which is associated with Capital Improvement Program Project No. 2024T437; to provide for payments & reimbursements to the City from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended.

 

An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Cedar Street Apartments, LLC, to implement The Atrium Multifamily Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 7270 Cedar Street, which proposes the comprehensive rehabilitation of a damaged, vacant hotel building into 197 market rate residential apartment units.; the agreement authorizes the use of up to $3,596,808.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.

 

An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Pine Grove Investments, LLC, to implement the 2214 Florence Boulevard Revitalization Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 2214 Florence Boulevard, which proposes the comprehensive rehabilitation of the historic rowhome Memmen Apartments building which is on the National Register of Historic Places. The building will contain 12 rental apartments when the rehabilitation is finished; the agreement authorizes the use of up to $241,850.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.

 

An ordinance to amend Section 23-177 of the Omaha Municipal Code by changing the salary for the employment classification known as Tree Trimmer I from a pay range of $22.64 to $28.94 to a pay range of $22.97 to $31.03; by changing the salary for the employment classification known as Tree Trimmer II from a pay range of $24.88 to $31.73 to a pay range of $27.02 to $35.61; to repeal Section 23-177 as heretofore existing.

 

An ordinance to amend Section 23-177 of the Omaha Municipal Code by changing the salary for the employment classification known as City Clerk from a salary range of $111,321.60 to $144,393.60 to a salary range of $111,321.60 to $149,905.60; to repeal Section 23-177 as heretofore existing.

 

An ordinance to approve a one-year Maintenance Services Agreement with ImageTrend for the initial purchase of access, integrations, support, and maintenance of the ImageTrend software for the Omaha Fire Department, at an initial one-time cost of $40,000.00 and a recurring annual cost of $165,000.00 for one year, with the option to extend the agreement for an additional four years at the sole discretion of the City of Omaha. ImageTrend is a sole source vendor and the original provider of this proprietary software. Funding for this agreement will be paid from the Fire Department’s budget: General Fund 11111, Organization 114582, Account 42411, as outlined in State Contract 109141 O4. This ordinance shall be effective upon passage.

 

An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from a grant award in the amount of $300,000.00 from the City of Omaha Police Foundation, Inc., to hire one (1) full-time Threat Assessment Coordinator position at the Omaha Police Department and enhance the OPD Real-Time Operations Center (ROC); to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.

 

An ordinance to approve an Amendment to an Agreement between the City of Omaha, the Behavioral Health Support Foundation, and the Omaha Police Foundation which extends the term of an Agreement that was set to expire on December 31, 2024 to December 31, 2027; to allow for the acceptance of and authorize disbursement over more than one fiscal year from a grant award in the amount of $168,157.00 from the City of Omaha Police Foundation, Inc., to hire one (1) full-time Mental Health Crisis Co-Responder position at the Omaha Police Department; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.

The Parks and Recreation Board of the City of Omaha will have a regularly quarterly scheduled meeting at 3:00 p.m. on:

The meeting rescheduled for May 15, 2025, was cancelled due to unforeseen circumstances.
