PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on April 15, 2025, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Poppleton Project East, LLC, to implement the Poppleton Project East Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 2911 Poppleton Avenue, which proposes the construction of a new apartment building of four and five stories that will contain 51 affordable rental units; the agreement authorizes the use of up to $810,899.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.
An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Alamito Leavenworth, LLC, to implement the Oxworth Apartments Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located southeast of 27th and Leavenworth Streets, which proposes the new construction of a four and five story apartment building with 194 market rate units; the agreement authorizes the use of up to $6,511,697.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.
An ordinance to amend certain portions of Special Levy Ordinance No. 10376 levying an assessment for litter removal in the year 2025, by repealing the assessment on the properties legally described as Parcel 3121 0000 06 Bensondale Addition Lot 19 Block 2 50 X 134.4 5840 Spaulding Street and to add the assessment on the property legally described as Parcel 1540 0001 20 Plainview Addition Lot 1 Block 12 W 62 FT 57 X 62 2309 Manderson Street – Group 2025-02.
An ordinance to approve and execute an Agreement involving the payment of money from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amended, with HUB International Great Plains, LLC., for group benefit consulting services for a period from March 1, 2025 to and ending on February 28, 2030 which includes the original three-year term and two one-year options; to authorize the Mayor to execute and the City Clerk to attest to such Employee Benefits Fee for Services Agreement; to authorize payment in accordance with the terms and conditions contained therein in the monthly amounts of $15,400.00 in Year 1, $15,900.00 in Year 2, $16,400.00 in Year 3, $16,900.00 in Year 4; and $17,400.00 in Year 5 from General Fund 11111, Organizations 105011-105015 for services related to Human Resource functions such as open enrollment, compliance and communication assistance; from General Fund 11111, Organizations 118018 (Active), 118014 (Retiree), 118015 (COBRA), Account 41331 for services related to health care; and from General Fund 11111, Organization 118017, Account 42135, for services related to workers’ compensation and related fields.
An ordinance to approve a Wastewater Service Agreement between the City of Omaha and the City of Gretna, Nebraska, to replace an Agreement approved by City Council Resolution No. 1208 on September 10, 2013; and to provide an effective date hereof.
An ordinance to declare the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of constructing the Traffic Signals at Various Locations - 2024, project identified as OPW 54652; providing that the City negotiate with the property owners for land acquisition, permanent easements and temporary construction easements, providing that if said parcel cannot be obtained by negotiation, condemnation proceedings be undertaken and completed; and, providing for the effective date hereof.
An ordinance to amend Sections 55-49, 55-68, 55-486, 55-504, 55-524, and 55-763 of the Omaha Municipal Code to allow Kennels in industrial districts, allow an Accessory dwelling unit (ADU) in the AG district, and modify the Resource extraction use type description; and to provide the effective date thereof.
An ordinance levying a special tax assessment for litter removal in accordance with Sections 18-21 through 18-30 of the Omaha Municipal Code on certain lots in the City of Omaha (Litter Group No. 2025-03).
An ordinance levying a special tax assessment for cutting and clearing weeds, grass and worthless vegetation in accordance with Sections 18-21 through 18-30 of the Omaha Municipal Code on certain lots in the City of Omaha (Weeds Group No. 2025-04).
An ordinance levying a special tax assessment for the removal and/or trimming of trees, bushes, shrubs, hedges, and any other vegetation in accordance with Sections 37-1 through 37-95 of the Omaha Municipal Code on certain lots in the City of Omaha (Weeds Group No. 2025-05).
An ordinance approving an Interim Funding Agreement between the City of Omaha (“City”) and Metropolitan Entertainment & Convention Authority (“MECA”) regarding the expansion and remodel of the Omaha Convention Center/Arena whereas the City will advance ten million dollars ($10,000,000) of interim funding to MECA in order to allow construction of the Convention Center Project to continue; and providing for an effective date.

The Omaha Streetcar Authority will have a Meeting at 1:30 P.M. on Monday, April 14, 2025, in the Legislative Chambers of the Omaha/Douglas Civic Center, 1819 Farnam Street in Omaha, Nebraska, for the purpose of discussing the agenda items and briefing and discussion of public business. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Authority shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened. The agenda for the meeting is posted on the City of Omaha website at https://www.cityofomaha.org/omaha-streetcar.

Class “C” Liquor License for Elleon, LLC, dba “Elleon”, located at 4915 Underwood Avenue.
Class “I” Liquor License for FBDC Of Omaha, LLC, dba “Funny Bone Comedy Club/Draft Cade”, located at 710 North 114th Street, Suite 210.
