NOTICE TO PUBLIC
The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in the Jesse Lowe Conference Room, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of discussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, March 12, 2024, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. This meeting will have video conference capability. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened. The video conference details and an agenda for the meeting is posted on the City of Omaha website at www.cityofomaha.org.

PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on March 12, 2024, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance approving a Second Amendment to the Redevelopment Agreement between the City of Omaha and DineNDash Lodging, LLC, to implement The Moxy Hotel Tax Increment Financing Redevelopment Project Plan for a redevelopment project site located at 409 South 12th Street, which proposed the construction of a new six story hotel; the agreement authorized the use of up to $1,931,000.00, plus accrued interest, in excess ad valorem taxes (TIF) and $1,624,668.00 in general business occupation tax revenues generated by the development to reimburse eligible expenses of the project, to include $20,000.00 of the TIF loan proceeds toward the Downtown Public Improvement Fund that has already been paid by Developer.
An ordinance providing for the designation of an enhanced employment area; the levy of a general business occupation tax; providing for the administration, imposition and collection of such occupation tax; specifying the use of such occupation tax revenue; and related matters.
An ordinance to amend Sections 23-177, 23-178, 23-403, 23-525, 23-536 and 22-63 of the Omaha Municipal Code and to add Section 23-538 to the Omaha Municipal Code to reflect changes negotiated between the City of Omaha and the Omaha Police Managers Association for the years 2022 through 2025; to provide for a wage increase for individuals holding the rank of Police Chief and Deputy Police Chief and to modify the step progression; to provide that members of the group will receive the same Health Savings Account contributions as other City employees enrolled in the City’s High Deductible Healthcare Plan (HDHP); to remove the Arbor Day Holiday and add the Juneteenth Holiday; to allow for the sale of an additional forty (40) hours of annual leave in 2024 and 2025 for those who qualify for sellback; to provide that future members of the Omaha Police Managers Association will not receive Career Overtime Average as part of the pension for time served in the capacity of Deputy Chief or Chief; to provide that any ordinances of the City of Omaha, and any rules and regulations promulgated thereunder, which are in conflict with this Ordinance shall not be applicable to those employees in Police Management.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the Department of Justice, United States Marshals Service Joint Law Enforcement Operations Task Force in the amount $88,925.00, during the project period of October 13, 2023 to September 30, 2024; to be utilized by the Omaha Police Department to support overtime operations; to authorize payment from such grant funding and involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance (1) to approve an agreement between the City of Omaha and the Douglas County Board of Commissioners, Douglas County Administrative Office in the amount of $179,986.00; and (2) to authorize funding for such agreement from the City of Omaha’s FY 2023 Improving Criminal Justice Responses (ICJR) to Sexual Assault, Domestic Violence, Dating Violence, and Stalking Grant Program, Award # 15JOVW-23-GG-02593-ICJR, from the United States Department of Justice, Office on Violence Against Women; to the Douglas County Attorney’s Office to provide partial funding for one (1) Domestic Violence Unit Attorney, one (1) Domestic Violence Unit Liaison; and to the Douglas County Sheriff’s Office for one (1) Protection Order Locate System and Domestic Violence Warrant Sweep Overtime; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to accept and authorize disbursement over more than one fiscal year from FY 2023 Improving Criminal Justice Responses (ICJR) to Sexual Assault, Domestic Violence, Dating Violence, and Stalking Grant Program, Award # 15JOVW-23-GG-02593-ICJR, from the United States Department of Justice, Office on Violence Against Women in amount of $119,565.00 with a project period of January 31, 2024 through September 30, 2026.; to provide funding for one (1) partial Bilingual Advocate and one (1) Shift Advocate over the period of three years; to authorize payment from such grant funding and involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve an agreement between the City of Omaha and the State of Nebraska Probation Office – District 4A in the amount of $84,156.00; and (2) authorize funding for such agreement from the City of Omaha’s FY 2023 Improving Criminal Justice Responses to Sexual Assault, Domestic Violence and Stalking Grant Program (ICJR) Grant Award #15JOVW-23-GG-02593-ICJR, awarded by the Office of Violence Against Women (OVW); to provide funding for one (1) Domestic Violence Probation Officer and Domestic Violence Warrant Sweep Overtime; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the State of Nebraska Department of Economic Development, Multipurpose Community Facilities Grant Program, Contract No. 24-11-291, in the amount of $35,000,000.00, during the project period extending from January 1, 2024 to December 31, 2026; to construct or improve buildings within Levi Carter Park that are designed to jointly and directly enable work, education, and health monitoring; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the State of Nebraska Department of Economic Development, North and South Omaha Recovery Grant Program, Sports and Tourism, Contract No. 24-11-270, in the amount of $10,000,000.00, during the project period extending from January 10, 2023 to December 31, 2027; to develop Levi Carter Park to include the following uses and amenities: sports fields, sports courts, grounds and aesthetic improvements as well as buildings such as a community center; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance approving the Second Amendment to the Development Agreement for Occupation Tax in an Enhanced Employment Area by and between the City of Omaha and Jasper Stone 192nd & Dodge, LLC, authorizing the use of up to $150,000,000.00, plus accrued interest in occupation tax revenues generated by the development located in an enhanced employment area, as shown in Exhibit “A” to the Development Agreement, as properly authorized and designated by the Omaha City Council; as well as other administrative and administrative changes.
An ordinance to amend Section 2 of Ordinance No. 41890 approved and adopted by the City of Omaha on July 18, 2019, which provides for the designation of an enhanced employment area and the levy of a general business occupation tax as requested by the property owner(s) of Avenue One; and related matters.
