NOTICE TO PUBLIC
The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in the Roskens Room, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of discussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, March 30, 2021, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. This meeting will have video conference capability. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened. The video conference details and an agenda for the meeting is posted on the City of Omaha website at www.cityofomaha.org.

PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on March 30, 2021, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of constructing the North Downtown Riverfront Pedestrian Connector project identified as OPW 52487; providing that the City negotiate with the property owners for land acquisition, permanent easements and temporary construction easements, providing that if said parcel cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.
An ordinance authorizing the issuance of a purchase order to 3M Company for 3M sign sheeting supplies to be utilized by the Traffic Division for various City of Omaha operations effective for two years from date of passage of this ordinance; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.
An ordinance establishing the South Omaha Business Improvement District (BID No. 6880) under the authority of the Business Improvement District Act, Neb.Rev.Stat. § 19-4105, et seq. for the purpose of providing specified activities, work and improvements in the City of Omaha, Nebraska; to create the South Omaha Business Improvement District; to define the boundaries of such District; to identify that the properties benefited by the streetscape improvements will be subject to special assessments in accordance with the South Omaha Business Improvement District Plan; to provide for special assessment in an approximate amount of up to $30,000.00 in year one for general maintenance and infrastructure improvement, landscaping, water costs, street cleaning, and promotion; to be imposed upon such District based upon the benefits conferred to provide for the assessment of property specially benefited within the District; to provide a method of assessment to be assessed upon properties specially benefited by the District.
An ordinance to amend Section 46-3 of the Omaha Municipal Code that addresses test and inspection records which appear in the Omaha Fire Code; an Ordinance to Section 46-4 of the Omaha Municipal Code to change the manner in which inspection testing and maintenance services records are submitted to the Omaha Fire Department; repealing Chapter 46 of the Omaha Municipal Code as heretofore existing.
An ordinance to create Section 23-537 of Chapter 23 of the Omaha Municipal Code to reflect changes negotiated between the City of Omaha and the Omaha Police Managers Association to create a six percent (6%) specialty pay for an Executive Deputy Chief of Police, designated by the Chief of Police, who shall perform administrative and supervisory duties determined by the Chief and shall act as the Chief of Police when the Chief is unavailable; to provide that any ordinances of the City of Omaha, and any rules and regulations promulgated thereunder, which are in conflict with this Ordinance shall not be applicable to those employees in Police Management.
An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Elkhorn Landing, LLC, to implement the Elkhorn Landing Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 20603 and 20605 Elkhorn Drive, which proposes construction of two new mixed use 3-story structures. The buildings will each contain 7 residential units on the upper floors (14 units, total) with office, retail and parking on the first floors and basement level. Approximately 25 parking stalls will be developed within the Elkhorn Drive right of way prior to occupancy of the first building; the agreement authorizes the use of up to $985,609.00, plus accrued interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.
