ELMWOOD TOWNHOMES
REDEVELOPMENT PROJECT PLAN
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will meet and hold a public hearing on April 5, 2022, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183 for the purpose of hearing testimony for:
Elmwood Townhomes Redevelopment Project Plan.
Applicant: 5213 Leavenworth LLC
Location: Southeast of Leavenworth and South 54th Streets
The redevelopment project plan proposes the new construction of a 19 unit townhouse development.
The Planning Board recommended approval of this Redevelopment Project Plan at the February 2, 2022 public hearing.
The Redevelopment Project Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of TIF in an amount up to $1,538,199.00, plus accrued interest. TIF loan proceeds will be used to offset eligible expenses such as acquisition, demolition, site preparation, architectural and engineering costs and other public improvements as required. The total estimated project costs are $8,679,637.00, but are subject to change as final costs come in.
A copy of said plan is available for public inspection in the City Clerk’s Office.

The Redevelopment Project Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of TIF in an amount up to $1,405,000.00, plus accrued interest. TIF loan proceeds will be used to offset eligible expenses such as acquisition, site work, building rehabilitation construction, architectural and engineering costs, and other public improvements as required. The total estimated projects costs are $8,380,124.00, but are subject to change as final costs come in.

The Planning Board recommended approval of this Redevelopment Project Plan at the February 2, 2022 public hearing.
The Redevelopment Project Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of TIF in an amount up to $3,689,156.00, plus accrued interest. TIF loan proceeds will be used to offset eligible expenses such as acquisition, site work, architecture and engineering fees, environmental studies, and public improvements as required. The total estimated project costs are $27,351,434.00, but are subject to change as final costs come in.

NOTICE OF PUBLIC HEARING ON THE SOUTH CENTRAL OMAHA REDEVELOPMENT AREA (CRA) DESIGNATION AND
EXTREMELY BLIGHTED AREA (EBA) DESIGNATION
Notice is hereby given that the Omaha City Council has set Tuesday, April 5, 2022 at 2:00 p.m. as the date of Public Hearing on the Resolution approving the South Central Omaha Redevelopment Area (CRA) and (EBA) Designations.
The CRA and EBA is generally bound by Pacific, Pierce and Mason (Bridge) Streets, between I-480 and South 16th Street on the North; South 16th, 21st, and 24th Streets between Mason and I-80 on the East; I-80, Oak, Elm and Vinton Streets between I-480 and South 16th Street on the South; and I-480 from I-80 to Pacific Street on the West.
The proposed study area qualifies for designation as a CRA, in complete accordance with the Nebraska Community Development Law definitions for substandard and blighted, for the following reasons: poorly defined street layout, older infrastructure in poor condition, obsolescence of structures, having an overall average per capita income of approximately $13,011 which is lower than the overall City per capita income of $33,401, and having an overall average unemployment rate of approximately 8.3 percent, which is greater than the threshold 4.01 percent rate (which is 120% of the statewide unemployment rate of 3.34 percent).
The proposed study area also qualifies for designation as an EBA, in complete accordance with the Nebraska Community Development Law criteria, for the following reasons: having an overall average unemployment rate of approximately 8.3 percent, which exceeds the threshold of 6.68 percent, and having an overall average poverty rate of approximately 21.8 percent, which exceeds the threshold of 20 percent.
The designation of the proposed study area as a Community Redevelopment Area meets the criteria established by the Nebraska Community Development Law. The designation of the proposed study as an Extremely Blighted Area (EBA) meets the criteria established by the Nebraska Community Development Law. Approval of the CRA designation (formerly referred to as Substandard and Blighted), will allow the use of tax increment financing (TIF) within the designated area. Approval of the EBA designation will allow for a 20 year TIF financing term for qualifying projects, and will provide owner-occupant homebuyers a Nebraska state income tax credit, and will also give developments of affordable housing projects additional positive consideration when applying for programs that assist the development of such projects.
The Planning Board recommended approval of this Redevelopment Project Plan at the February 2, 2022 public hearing.
