NOTICE TO PUBLIC
The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in the Roskens Room, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of discussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, February 8, 2022, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. This meeting will have video conference capability. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened. The video conference details and an agenda for the meeting is posted on the City of Omaha website at www.cityofomaha.org.

PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on February 8, 2022, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance vacating a 9,823 square foot parcel of land being a part of the right-of-way of Blair High Road, being more particularly described as follows: COMMENCING a 5/8” rebar found at the Northeast point of ending of a curve on Lot 2, Plaza North Subdivision, as surveyed, platted and recorded, Douglas County, Nebraska, recorded 10/18/2006; thence along the southerly right-of-way of Military Avenue, N 80°43’35” E, 448.39 feet to the Northwest corner of Parcel 2, of survey signed by Stephen L. Humphries, dated December 15, 2020; thence continuing along said southerly right-of-way of Military Avenue and the northerly line of said Parcel 2, N 80°42’06” E, 7.68 feet to the POINT OF BEGINNING; thence continuing along said southerly right-of-way and said northerly line of said Parcel 2, N 80°42’06” E, 208.65 feet; thence N 11°58’36” E, 39.46 feet; thence N 79°02’12” W, 94.00 feet; thence N 30°12’09” W, 16.33 feet to the beginning of non-tangent curve, concave northwesterly, having a radius of 178.65 feet, and to which a radial line bears S 61°39’46” E, 178.65 feet; thence along said curve, an arc length of 157.28 feet, and having a chord bearing and a chord distance of S 53°33’28” W, 152.25 feet, respectively, to the end of said curve; thence S 32°36’04” E, 16.48 feet to the POINT OF BEGINNING, abutting Tax Lot 15 in the SW ¼ of the SE ¼ of Section 34, Township 16 North, Range 12 East of the 6th P.M., in the City of Omaha, Douglas County, Nebraska; providing for the reversion or transfer of the same.
An ordinance to accept the bid from Nebraska’s Best Lawn & Landscape LLC for grounds maintenance at the Missouri River Water Resource Recovery Facility in the amount of $26,000.00 annually according to actual usage for a period of one year, with sole option by the City to extend the price agreement for up to four additional one-year periods; providing for the payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956 as amended; to authorize the Purchasing Agent to issue a purchase order.
An ordinance approving Amendments 5 and 6 to a grant award contract with the Nebraska Department of Natural Resources for the Combined Sewer Overflow (CSO) Program, involving the payment of money from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to authorize the increase of grant funds received in the amount of $2,173,006.60, as outlined in the amendments; to provide for reimbursements to a specific account.
An ordinance to approve a Letter of Agreement (LOA) and to authorize the acceptance of a grant award for the City of Omaha Police Department Canine Unit in the amount of $20,000.00 from the Drug Enforcement Administration (DEA) of the United States Department of Justice (DOJ), to fund overtime, equipment, and supplies to suppress and disrupt smuggling activities by drug trafficking organizations, in collaboration with the Metro Area Interdiction Team (MAIT), during the project period of October 1, 2021 to September 30, 2022.
An ordinance (1) to approve an Agreement between the City of Omaha and the Boys & Girls Clubs of the Midlands in the amount of $50,000.00; and (2) to authorize funding for such agreement from the City of Omaha’s FY 2021 Edward Byrne Memorial Justice Assistance Grant (JAG) Program, Award #15PBJA-21-GG-01674-JAGX, awarded by the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance; to provide funding for two (2) Gang Specialist positions; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to provide that the City Council of the City of Omaha be authorized to issue and sell, from time to time, but no later than December 31, 2030 without further vote of the electorate, General Obligation Bonds of the City of Omaha in an amount not to exceed $15,100,000.00 for the purpose of providing funds for the payment of the cost of acquiring, constructing, improving, equipping and rehabilitating police buildings and facilities, fire stations, branch libraries, park maintenance facilities, auditorium support facilities, public works storage facilities and city wide building renovations and replacements and other public facilities of the City of Omaha, including necessary plans and specifications, and acquiring such land and easements as may be required, but excluding the cost of City construction equipment and payment of salaries to City employees; to provide for the submission of this proposal to the qualified electors of the City of Omaha for their approval or rejection at the Special City Election to be held on May 10, 2022.
An ordinance to provide that the City Council of the City of Omaha be authorized to issue and sell, from time to time, but no later than December 31, 2030, without further vote of the electorate, General Obligation Bonds of the City of Omaha in an amount not to exceed $24,100,000.00 for the purpose of providing funds for the payment of the cost of constructing, reconstructing, improving, extending and equipping of storm sewers, sanitary sewers, interceptor sewers, combined sewers, relief sewers, or a combination thereof, and other related branch sewer main construction in the City of Omaha, as required in the design and construction of sewer facilities, including necessary plans and specifications, and acquiring such lands and rights-of-way and easements as may be required, but excluding the cost of City construction equipment and payment of salaries to City employees; and to provide for the submission of this proposal to the qualified electors of the City of Omaha for their approval or rejection at the Special City Election to be held on May 10, 2022.
An ordinance to provide that the City Council of the City of Omaha be authorized to issue and sell, from time to time, but no later than December 31, 2030, without further vote of the electorate, General Obligation Bonds of the City of Omaha in an amount not to exceed $15,400,000.00 for the purpose of providing funds for the payment of the cost of various park and recreation improvement projects, including necessary plans and specifications, but excluding the cost of City construction equipment and payment of salaries to City employees; and to provide for the submission of this proposal to the qualified electors of the City of Omaha for their approval or rejection at the Special City Election to be held on May 10, 2022.
An ordinance to provide that the City Council of the City of Omaha be authorized to issue and sell, from time to time, but no later than December 31, 2030, without further vote of the electorate, General Obligation Bonds of the City of Omaha in an amount not to exceed $6,100,000.00 for the purpose of providing funds for the payment of the cost of various capital expenditures of the City Fire Department, including fire vehicles and equipment and necessary plans and specifications, but excluding the cost of City construction equipment and payment of salaries to City employees; and to provide for the submission of this proposal to the qualified electors of the City of Omaha for their approval or rejection at the Special City Election to be held on May 10, 2022.
An ordinance to provide that the City Council of the City of Omaha be authorized to issue and sell, from time to time, but no later than December 31, 2030 without further vote of the electorate, General Obligation Bonds of the City of Omaha in an amount not to exceed $79,600,000.00 for the purpose of providing funds for the payment of the cost of constructing, reconstructing, widening, improving, extending and equipping streets, expressway and freeway segments, interim expressway and freeway facilities, boulevards, roads, and parking facilities serving public parks, bridges, portions of and connections to Interstate Highway interchanges, or combinations thereof, including necessary plans and specifications, and acquiring land and rights-of-way and easements as may be required but excluding the cost of the City construction equipment and payment of salaries to City employees; to provide for the submission of this proposal to the qualified electors of the City of Omaha for their approval or rejection at the Special City Election to be held on May 10, 2022.
An ordinance to provide that the City Council of the City of Omaha be authorized to issue and sell, from time to time, but no later than December 31, 2030 without further vote of the electorate, General Obligation Bonds of the City of Omaha in an amount not to exceed $120,000,000.00 for the purpose of providing funds for the payment of the cost of constructing, reconstructing, widening, improving, extending and equipping streets, boulevards, roads, and bridges, portions of and connections to expressway, freeway, and Interstate Highway interchanges, or combinations thereof, including necessary plans and specifications, and acquiring land and rights-of-way and easements as may be required but excluding the cost of the City construction equipment and payment of salaries to City employees; to provide for the submission of this proposal to the qualified electors of the City of Omaha for their approval or rejection at the Special City Election to be held on May 10, 2022.
An ordinance to amend Section 23 - 177 of the Omaha Municipal Code by amending the pay range for the employment classification entitled City Council Chief of Staff by reassigning the salary range for the classification from 29 AEC ($109,242 to $132,392) to 31 AEC ($119,142 to $142,646); to repeal Section 23 – 177 as heretofore existing.
