NOTICE TO PUBLIC
The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in the Conference Room, LC-1, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of dis-cussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, February 4, 2020, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened.

PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on February 4, 2020, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance to approve the Collective Bargaining Agreement between the City of Omaha and the Professional Firefighters Association of Omaha, Local No. 385; AFL-CIO-CLC for the payroll years for 2019, 2020, 2021, 2022, and 2023; to provide that any ordinances of the City of Omaha, and any rules and regulations promulgated thereunder, which are in conflict with the provisions of the Collective Bargaining Agreement shall not be applicable to those employees in the bargaining unit described in Article 1, Section 1, of said Collective Bargaining Agreement.
An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of the West Papio Storm Sewer Repairs - 132nd to Harry Andersen, project identified as OPW 53429; providing that the City negotiate with the property owners for land acquisitions, permanent easements and temporary construction easements; providing that as to each specified parcel which cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.
An ordinance levying a special tax assessment for cutting and clearing weeds, grass and worthless vegetation in accordance with Sections 18-21 through 18-30 of the Omaha Municipal Code on certain lots in the City of Omaha – Group 2020-03.
An ordinance levying a special tax assessment for litter removal in accordance with Sections 18-21 through 18-30 of the Omaha Municipal Code on certain lots in the City of Omaha – Group 2020-04.
An ordinance levying a special tax assessment for the removal and/or trimming of trees, bushes, shrubs, hedges and any other vegetation in accordance with Sections 37-1 through 37- 95 of the Omaha Municipal Code on certain lots in the City of Omaha - Group 2020-05.
An ordinance to transfer property via a Quit Claim Deed to the City of Bellevue, upon City-owned property commonly known as “Swanson Park”, in Sarpy County; to authorize the Mayor to execute the attached Quit Claim Deed.
An ordinance to accept the bid of Miller & Sons Golf Cars in the total amount of $142,416.00 for the lease, through PNC Equipment Finance, of seventy-two (72) gas-powered golf cars for the Golf Division of the Parks, Recreation and Public Property Department; for four (4) years with the lease commencing in January 2020, through January 2023, with the option to extend to an additional one (1) to two (2) years, with an option at the end of the lease to purchase cars at fair market value, to authorize annual payments as specified therein in the amount of $35,604.00 per year, for a total amount of $142,416.00.
An ordinance authorizing and approving a Lease Purchase Agreement between the City of Omaha Public Facilities Corporation and the City of Omaha, to provide funds to refund on a current refunding basis all or a portion of the Corporation’s Lease Revenue Bonds (Omaha Baseball Stadium Project), Series 2010; authorizing and approving an Amended and Restated Site Lease Agreement between the Corporation and the City for the leasing of the project site by the City to the Corporation; approving an Indenture of Trust between the Corporation and First National Bank of Omaha, as Trustee and Paying Agent; approving the terms and conditions of the Corporation’s approximately $25,000,000.00 aggregate principal amount Lease Revenue Refunding Bonds, to be issued in one series as set forth in the Indenture and the issuance and delivery thereof; delegating authority to the City’s Finance Director to determine the final price, interest rates, principal amount and redemption provisions for the Bonds; authorizing and directing the Corporation to defease (if applicable) and redeem the Refunded Bonds; and satisfying applicable federal income tax law requirements and approving the effective date hereof.
An ordinance to provide that the City Council of the City of Omaha be authorized to issue and sell, from time to time, but no later than December 31, 2028 without further vote of the electorate, General Obligation Bonds of the City of Omaha in an amount not to exceed Two Hundred Million and No/100 Dollars ($200,000,000) for the purpose of providing funds for the payment of the cost of constructing, reconstructing, widening, improving, extending and equipping streets, boulevards, roads, and bridges, portions of and connections to expressway, freeway, and Interstate Highway interchanges, or combinations thereof, including necessary plans and specifications, and acquiring land and rights-of-way and easements as may be required but excluding the cost of the City construction equipment and payment of salaries to City employees; to provide for the submission of this proposal to the qualified electors of the City of Omaha for their approval or rejection at the Special City Election to be held on May 12, 2020; to provide for submission of an increase in the property tax level rate of $0.035 per $100 of assessed value to the qualified electors of the City of Omaha for their approval or rejection at the Special City Election to be held on May 12, 2020; and to provide the effective date hereof.
