ORDINANCE NO. 42079
AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located southeast of 16th and Pratt Streets from GI-General Industrial District and HI-Heavy Industrial District to GI-General Industrial District. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lots 1-2, Ascencio, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, is hereby rezoned from GI-General Industrial District and HI-Heavy Industrial District to GI-General Industrial District. Section 2. This Ordinance shall be in full force and effect fifteen (15) days from the date of its passage.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Outlots A-F, Evert Place, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned from AG-Agricultural District to DR-Development Reserve District. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lot 3, Marvely, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, is hereby rezoned from LC-Limited Commercial District to R7-Medium Density Multiple Family Residential District. ORDINANCE NO. 42082
AN ORDINANCE to amend Section 23 -177 of the Omaha Municipal Code concerning employment classifications by adding the employment classification entitled Chief Pilot - Air Support Unit with a salary range of 31.1 MC ($115,086 to $140,525); to repeal Section 23 -177 as heretofore existing; and to provide the effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. Due to the length of the affected Ordinance, Omaha City Council Rule Vll(B) requiring amending ordinances to recite the en-tire section is hereby waived solely for the purposes of this Ordinance and only the lined out material to be deleted and the underlined material to be added shall be recited herein. Section 2. That Part A Classifications -Civilian Management, subpart Office Administration & Management (00) of Section 23 -177 of the Omaha Municipal Code is hereby amended by adding the classification entitled Chief Pilot -Air Support Unit, Code Number 0143, pay range 31.1 MC which has a salary range of $115,086 to $140,525, as follows:

ORDINANCE NO. 42083
AN ORDINANCE to approve a premier marketing corporate partnership agreement between the Omaha Convention and Visitors Bureau, a department of the City of Omaha, and Professional Convention Management Association (PCMA) for promoting the City of Omaha for the period of December I, 2019 through December 31, 2022, with an option to extend an additional three (3) year term; to promote the City of Omaha as a premier destination for conventions and meetings in an amount not to exceed $175,000.00 per year; to authorize the payments specified therein: and to provide an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That the attached agreement between the Omaha Convention and Visitors Bureau and PCMA for the period December I, 2019 to December 31, 2022, for a corporate partnership in an amount not exceed $175,000.00 per year is hereby approved. Section 2. That the Finance Director of the City of Omaha is authorized to pay hereof during each Fiscal Year 2019-2020, 2020-2021 and 2021-2022, from Fund 21109 - Omaha Convention and Visitors Bureau, Organization No. 115921 - Sales-Convention, Account No. 42852 - Member-ship Dues. Section 3. That this Ordinance, not being of legislative character, shall be in force and take effect immediately upon its date of passage. Section 4. That the funding of this contract be from the Douglas County Lodging Tax collected from hotel visitors.

ORDINANCE NO. 42084
AN ORDINANCE to approve the acceptance of and authorize disbursement over more than one fiscal year from the U.S. Department of Housing and Urban Development, Office of Public Housing Investments Public and Indian Housing, FY 2019 Choice Neighborhoods Planning and Action Grant, Award #NE7D531CNP19, in the amount of one million, three hundred thousand dollars ($1,300,000), during the project period extending from September 19, 2019 to March 30, 2023; to provide funding to develop a plan to transform the Southside Terrace public housing site and surrounding neighborhood, and uniting the Choice Neighborhoods goals and strategies for a holistic approach to housing, people and neighborhood; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; and, providing for the effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That, as recommended by the Mayor, the acceptance of and disbursement from the U.S. Department of Housing and Urban Development, Office of Public Housing Investments Public and Indian Housing, FY 2019 Choice Neighborhoods Planning and Action Grant, Award # NE7D531CNP19, in the amount of twenty-five million dollars ($25,000,000), match in the amount of one million, three hundred thousand dollars ($1,300,000), during the project period extending from September 19, 2019 to March 30, 2023; to provide funding to develop a plan to transform the Southside Terrace public housing site and surrounding neighborhood, and uniting the Choice Neighborhoods goals and strategies for a holistic approach to housing, people and neighbor-hood, is hereby approved. Section 2. Section 3. That, the grant period extends from May 19, 2019 to March 30, 2023, commencing upon approval of this ordinance. In conformity with Section 5.17 of the Home Rule Charter, approval of this Ordinance, involving appropriations of more than one year from receipts of grant funds and expenditures, is hereby authorized. Section 4. That, this Ordinance, being administrative and not legislative in character, shall be in full force and take effect immediately upon passage.

AN ORDINANCE to amend the agreement dated June 15, 2017 and Ordinance number 41155 passed June 13, 2017 between the City of Omaha and the State of Nebraska Probation Office - District 4A in the amount of one hundred eight thousand, eight hundred and fifty--four dollars ($108,854) for an amended agreement amount of two hundred and ten thousand, eight hundred and fifty-four dollars ($210,854), the amendment authorizes funding for one (1) Domestic Violence Unit Assistant, warrant sweep overtime, and training; to authorize payment from such funding and involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter; and, providing for the effective date thereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. ORDINANCE NO. 42088
AN ORDINANCE to approve a Memorandum of Understanding between the City of Omaha and the Nebraska Public Employees Group, Local 251; this Memorandum of Understanding provides for increased shift differential pay for Street Maintenance employees assigned to winter shifts on an experimental basis for the 2019-2020 winter season; and to provide an effective date thereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That the City of Omaha and Nebraska Public Employees Group, Local 251, have negotiated the Memorandum of Understanding providing for increased shift differential pay for Street Maintenance employees on the 2019-2020 winter season on an experimental basis which needs to be approved. A copy of the Memorandum of Understanding agreed to between the parties is attached hereto and by reference made apart here-of. Section 2. Any Ordinance of the City of Omaha and any rules and regulations promulgated thereunder, which are in conflict with the provisions of the Collective Bargaining Agreement are amended by the Memorandum of Understanding, shall not be applicable and shall be considered to be superseded. Section 3. The Mayor of the City of Omaha is hereby authorized to execute this Ordinance on behalf of the City of Omaha and the City Clerk is further authorized to attest her signature. Section 4. This Ordinance shall take full force and be in effect fifteen days after its approval.

ORDINANCE NO. 42089
AN ORDINANCE approving a contract between the City of Omaha, a Municipal Corporation, and RSM US LLP, to approve and execute an Independent Annual Audit Agreement as provided in Section 2.21 of the Home Rule Charter of the City of Omaha, 1956, as amended, involving the payment of money from appropriations of more than one year as provided in Section 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amend-ed, for the performance of an audit examination of all City funds and accounts, for the fiscal years ending December 31, 2019, December 31, 2020, December 31, 2021, December 31, 2022, and December 31, 2023, made in accordance with the Official Proposal submitted on September 13, 2019, by RSM US LLP; and to provide the effective date hereof. WHEREAS, the City of Omaha, Nebraska, advertised for proposals from independent certified public accountants licensed to practice in the State of Nebraska to perform the financial audits of the City funds and accounts and/or other specialized audit services as necessary; and, WHEREAS, an audit evaluation committee for the City of Omaha has been formed to review the proposals submitted in response to the Request for proposal; and, WHEREAS, the membership of this committee shall consist of five representatives from the City: the Finance Director, the City Treasurer, the Finance Administrator, the Accounting Manager, and a representative from the City Council; and, WHEREAS, the evaluation committee reviewed all proposals and conducted interviews with the top rated firms and upon completion of the selection process the evaluation committee unanimously recommended RSM US LLP to perform auditing services for the City of Omaha. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. The Mayor is hereby authorized to execute, and the City Clerk to attest, the attached Contract between the City of Omaha and RSM US LLP. Section 2. This ordinance, not being legislative in character, shall be in full force and take effect immediately upon its passage. The Finance Department is authorized to pay the cost of 2019 to 2023 audits from the General Fund 11111, General Expense 119014.
