NOTICE TO PUBLIC
The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in the Roskens Room, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of discussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, January 25, 2022, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. This meeting will have video conference capability. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened. The video conference details and an agenda for the meeting is posted on the City of Omaha website at www.cityofomaha.org.

PUBLIC HEARING NOTICE
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on January 25, 2022, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance approving an Interlocal Agreement between the City of Omaha and Papio-Missouri River Natural Resource District (PMRNRD) involving the disbursement of money involving appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for the terms and conditions under which Omaha is to participate with this party in the Construction of Drainage Structure Rehabilitation for Little Papio Creek Levee/Channel Project, in which the City will provide rehabilitation and repair to multiple culverts, designated by the City as OPW 54074; to authorize the Finance Department to disburse a cost share to PMRNRD estimated to be $800,000.00 annually according to the disbursement schedule contained within the Agreement.
An ordinance to accept the bid from Executive Janitorial, Corp. for janitorial services for the Missouri River Water Resource Recovery Facility, at a cost of $29,100.00 per year, for a period of one (1) year, with sole option by the City to extend the price agreement for up to two (2) additional one-year periods; providing for the payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956 as amended; to authorize the Purchasing Agent to issue a purchase order.
An ordinance to approve a Streetscape Maintenance Agreement between the City of Omaha and the Omaha Performing Arts Society, concerning the allowable streetscape and landscape improvements in the right-of-way and the private maintenance and liability obligations thereof for the Omaha Performing Arts Society site at 1114 Dodge Street; to authorize the execution of said Agreement.
An ordinance to approve Amendment No. 1 to Streetscape and Surface Maintenance Agreement between the City of Omaha and Creighton University, concerning the allowable streetscape and landscape improvements in the right-of-way and the private maintenance and liability obligations thereof for 24th Street between Cass and Cuming Streets; to authorize the execution of said Amendment.
An ordinance to designate the historic Elkhorn Town Hall located at 20515 Corby Street as a landmark pursuant to the Landmark Heritage Preservation Ordinance of the City of Omaha.
An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Megumi II, to implement the 2014 Pierce Townhomes Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 2014 Pierce Street, which proposes the new construction of a townhome style structure with nine (9) market rate residential rental units; the agreement authorizes the use of up to $304,522.00, plus accrued interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.
An ordinance to authorize the acceptance of a grant award for the City of Omaha Police Department in the amount of $347,126.00 from the City of Omaha Police Foundation, Inc., to fund the Threat Assessment and Response Project (TARP) during the project period of January 1, 2022 to December 31, 2023, to provide the funding for the tools necessary to enhance OPD’s ability to identify, mitigate, and respond to community threats in an integrated manner that leverages OPD’s capabilities and partnerships.
An ordinance to accept the bid from Body Basics, Inc., involving the payment of money from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amended; to enter into a three-year price agreement for the maintenance and repair of exercise equipment at Omaha Police Department facilities.
An ordinance to accept and authorize disbursement over more than one fiscal year from the Department of Justice, United States Marshals Service Joint Law Enforcement Operations Task Force in the amount of $100,937.00, during the project period of October 12, 2021 to September 30, 2022; to be utilized by the Omaha Police Department to support overtime operations; to authorize payment from such grant funding and involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, FY 2021 Project Safe Neighborhoods (PSN) Grant Program, Award #15PBJA-21-GG-03043-GUNP, in the amount of $119,195.00, during the project period extending from October 1, 2021 to September 30, 2024; to implement the five core elements of PSN – partnerships, strategic planning and research integration, training and technical assistance, and accountability, data analysis, and data-informed efforts – to address specific gun crime and gang violence problems within the target district; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to establish, pursuant to Section 40-251 of the Omaha Municipal Code, a Class “B” Flammable Liquids Storage District to be known as District No. B-207 at 11707 Miracle Hills Drive, as requested by CSG Systems.
An ordinance to approve a Coronavirus State and Local Fiscal Recovery Funds Agreement between the City of Omaha and the Omaha Community Foundation involving the payment of funds from appropriations of more than one (1) year in accordance with Section 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amended; to allow the Omaha Community Foundation to administer City of Omaha Rescue Act Program Funds(ARPA Funds) in the amount of $9,600,000.00 with a fixed fee in the amount of $400,000.00 in accordance with such Agreement and in accordance with all federal laws and guidelines.
An ordinance to approve a Coronavirus State and Local Fiscal Recovery Funds Agreement between the City of Omaha and the United Way of the Midlands (UWM) involving the payment of funds from appropriations of more than one (1) year in accordance with Section 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amended; to allow the United Way of the Midlands to administer City of Omaha Rescue Act Program Funds (ARPA Funds) in the amount of $5,000,000.00 in accordance with such Agreement and in accordance with all federal laws and guidelines.
An ordinance to approve of a lease agreement between the City of Omaha and 1401 Jones, LLC for the lease of certain premises located at 1401 Jones Street, Omaha Nebraska for use as a public library facility, beginning November 1, 2022, or earlier as provided for in the lease agreement, for a term of not less than five (5) years, with options to extend, in the amount of approximately $465,000.00 per year, plus expenses as provided for therein; to authorize the execution of the lease agreement.
An ordinance to approve of a lease agreement between the City of Omaha and Frederick Square Limited Partnership for the lease of certain premises located at 3020 South 84th Street, Omaha, Nebraska for use as administrative offices and associated storage for public library facilities, beginning March 1, 2022, for a term of not less than five (5) years, with options to extend, in the amount of approximately $405,000.00 per year, plus expenses as provided for therein; to authorize the execution of the lease agreement.
