AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located southwest of 171st Street and Military Road from AG - Agricultural District to R4 - Single-Family Residential District (High-Density).

AN ORDINANCE to amend the boundaries of the MCC-Major Commercial Corridor Overlay District, to incorporate into that district the property located at 4808 and 4826 Q Street; and to provide for an effective date.

AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Worthington 10, LLC, a Nebraska limited liability company, to implement the Nook Apartments Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 8th and Pine Streets, which proposes the demolition of two existing single family dwellings and the construction of 250 new residential for-rent units in ten separate three story buildings; the agreement authorizes the use of up to $6,113,822.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date.

AN ORDINANCE to approve an Agreement between the City of Omaha and the Millard Public Schools for the City to provide, through its assignment, five Associate School Resource Officers, at the City’s discretion, one Canine Associate School Resource Officer, or six Associate School Resource Officers if a retired Canine Officer is not available, and marked police cruisers, subject to the availability of such cruisers and the School District’s needs, to specifically designated locations, involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter, to perform police work at the District property twenty-eight (28) hours(or less) per week while school is in session during the regular school year, and thirty (30) hours per week while school is in session during the regular school year for the Canine Associate SRO, from the first day of the semester of August, 2023 and ending at the close of the 2023 - 2024 school year. The reimbursement payment from the Millard Public Schools to the City will be in the amount of $38.00 per hour for each officer; and $43.00 per hour for the canine officer; and $5.00 per day for the canine officer when school is not in session (summer break); and to provide for an effective date hereof.

The Omaha Streetcar Authority will have a Meeting at 1:30 P.M. on Monday, November 13, 2023, in the Legislative Chambers of the Omaha/Douglas Civic Center, 1819 Farnam Street in Omaha, Nebraska, for the purpose of discussing the agenda items and briefing and discussion of public business. This meeting will have video conference capability. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Authority shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened. AIR QUALITY CONTROL
Notice is given to the public according to Chapter 41 of the Omaha Municipal Code of the application of Airlite Plastics for a renewal of their air emission operating permit for the EPS shape molding manufacturing plant at 525 Kansas Ave, Omaha. The potential emissions at this facility, in tons, will be: TSP 0.7, PM10 0.7, PM2.5 0.7, SOx 0.1, NOx 9.2, VOC 244.7, CO 7.7, Ammonia 0.3 and CO2 Equivalent 11,103.
No significant impact on air quality is expected from the operation of this facility. Douglas County is in attainment with air quality standards for the listed pollutants. Approval is recommended with the condition that any pollution control equipment that may be necessary for compliance with the City of Omaha or Nebraska Air Pollution Control Rules and Regulations will be installed within 180 days after notification by the City of noncompliance.
All information submitted by the applicant and the proposed approval by Air Quality Control are available for inspection by the public at the office of Omaha Air Quality Control from November 8, 2023 to December 8, 2023. Comments received during that period will be considered. During that period the applicant, or any interested person or group of persons, may request or petition the Control Officer for a public hearing, and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. The Control Officer may hold a public hearing if the comments, requests, or petitions raise legal, policy or discretionary questions and significant public interest exists with respect to the application.
