PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on November 7, 2023, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance vacating the north-south alley right-of-way located north of “O” Street, south of “N” Street, and west of 26th Street; providing for the reversion or transfer of the same.
An ordinance vacating a portion of the “O” Street right-of-way located west of the intersection of 26th Street and “O” Street, to the western terminus; providing for the reversion or transfer of the same.
An ordinance (1) to approve an agreement renewal between the City of Omaha and the Nebraska Department of Health and Human Service in the amount of $14,956.96; and (2) to authorize funding for such agreement from Nebraska Department of Health and Human Services; to provide funding for the actual costs of Omaha Police Department Staff time reporting in the Nebraska Violent Death Reporting System (NeVDRS) and State Unintentional Drug Overdose Reporting System (SUDORS) and associated training travel; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.
An ordinance to amend certain portions of Special Levy Ordinance No. 10345 for bills incurred by the Benson Business Improvement District 6875 in the year 2022, by repealing the assessment on the property legally described as Parcel 2135650000 Lot 7 Block 1 Rose Hill Addition -EX N 18 FT 5713 Northwest Radial Hwy.
An ordinance to amend certain portions of Special Levy Ordinance No. 10349 for bills incurred by the North 24th Street Business Improvement District 6879 in the year 2022, by repealing the assessment on the properties legally described as Parcel 1420720050 Lot 1 Block 0 Isabel Addition REP 1* IRREG 2503 Taylor St, Parcel 1420110000 Lot 6 Block 2 Isabel Addition - EX NE 5 X 7.07 FT TRI- LOT 6 BLK 2 5635 SQFT 2523 Ames Ave and Parcel 1403380000 Lot 2 Block 7 Horbachs 2nd Addition LT 1 & S 10 FT & ½ VAC ALLEY ADJ 85 X 142 1116 N 20th Street.
An ordinance to amend certain portions of Special Levy Ordinance No. 10350 for bills incurred by the South Omaha Business Improvement District 6880 in the year 2022, by repealing the assessment on the property legally described as Parcel 0409550000 Lot 8 Block 72 South Omaha City Lots E 62 ¼ FT LT 7 & 62.25 x 120 2410 M Street.
An ordinance to approve a Professional Services Agreement between the City of Omaha and Kelley Plucker, LLC for Lobbying Services to the Nebraska Unicameral Legislature, the Executive Branch of the State of Nebraska, and other governmental entities or agencies for the period of December 1, 2023 through November 30, 2028; in an amount totaling $122,000.00 for the first year of the agreement, with a three percent (3%) cost increase in each year thereafter; to authorize the payments specified therein.

The following Ordinance has been set for City Council Hearing on November 14, 2023, at 2:00 p.m.:
An ordinance re-authorizing the North 24th Street Business Improvement District (BID No. 6879) under the authority of the Business Improvement District Act, Neb. Rev. Stat. § 19-4015, et seq. for the purpose of providing specified activities, work and improvements in the North 24th Street area generally defined as: (Meredith Avenue to the north, 25th Avenue to the west, Cuming Street to the south, and 23rd Street to 20th Street to the east) of Omaha, Nebraska; to create the North 24th Street Business Improvement District; to define the boundaries of such District; to identify that the properties benefited by the streetscape improvements will be subject to special assessments in accordance with the North 24th Street Business Improvement District Plan; to provide for special assessment in an approximate amount of up to $22,500.00 for 2024 for general maintenance and infrastructure improvement, lighting, beautification, promotion, parking and security; to be imposed upon such District based upon the benefits conferred; to provide for the assessment of property specially benefited within the District; to provide a method of assessment to be assessed upon properties specially benefited by the District.

The following Ordinance has been set for City Council Hearing on November 14, 2023, at 2:00 p.m.:
An ordinance establishing the Little Bohemia Business Improvement District (BID No. 6882) under the authority of the Business Improvement District Act, NEB. REV. STAT. § 19-4105, et seq. for the purpose of providing specified activities, work and improvements in the Little Bohemia Business Improvement Area (13th Street from Pierce Street to Hickory Street with an eastern boundary generally being 12th Street and an alley between 12th and 13th Street and a western boundary of generally being 14th Street and an alley between 13th and 14th Street with a few properties outside those boundaries of Omaha, Nebraska; to create the Little Bohemia Business Improvement District; to define the boundaries of such District; to identify that the properties benefited by the improvements will be subject to special assessments in accordance with the Little Bohemia Business Improvement District Plan; to provide for special assessment in an approximate amount of up to $24,500.00 for years one through three for general maintenance and infrastructure improvement, lighting decorations, beautification, promotion and safety, with such assessment to grow at up to five percent (5%) per year thereafter; to be imposed upon such District based upon the benefits conferred; to provide for the assessment of property specially benefited within the District; to provide a method of assessment to be assessed upon properties specially benefited by the District.

The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in the Jesse Lowe Conference Room, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of discussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, November 7, 2023, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. This meeting will have video conference capability. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened. The video conference details and an agenda for the meeting is posted on the City of Omaha website at www.cityofomaha.org.
